Introduction The present final report describes the activities carried out under the terms of reference of the Memorandum of Understanding (MoU), signed between UNEP and Madagascar, represented by Clearinghouse Working Group, and coordinated by the Office National pour l Environnement (ONE). The MoU is relating to the implementation of the Nairobi Convention Clearinghouse Mechanism and information sharing. This report refers to the period June 2007 to December 2009, and is structured as follow: (i) Recall on the Clearinghouse Project and on the Role of ONE and coordination (ii) List of national agencies and experts involved in the development of the Clearinghouse (iii) Report of the inception workshop (iv) Data available in the Clearinghouse portal and data gap analysis (v) National level training on remote data uploading (and regional) Data collection and review (July2007) Second review meeting and training (June 2009) Third review (November 2009) Regional training (2 regions) National training (3 times) (vi) National level campaigns conducted for decision makers, experts and stakeholders = Training workshop (June 2009) (vii) Functionalities and capabilities of the Clearinghouse and information system The annexes comprises: Annex 1. (i) The Clearinghouse Project Under Decision 4/8the Contracting Parties to the Nairobi Convention recognized that access to, and use of the increasing diverse, comprehensive data and information on the coastal and marine environment is crucial in order to deal with the vast array of policy, management, scientific and other practical issues of sustainable development. Ready access to scientific, technical, environmental, legal and policy level information is essential for the sustainable development of the coastal and marine environment. There is a clear need to improve the coordination and participation of the Western Indian Ocean countries in the management of their coastal and marine resources. The Clearinghouse project is designed to enable the Nairobi Convention develop a comprehensive information base and access services to quickly provide information to decision makers. Project activities comprise 1. Establishment of a national Working Group, 2. Search and collation of existing data and information, 3. Quality control on data and metadata standards, 4. The regional clearinghouse information system, 5. Internet data dissemination and 6. Public awareness and outreach Comprehensive standardised online data inventory and distributing chain, provision of basic, selected and critical datasets and Internet data dissemination and automation are the main output expected from the project. The May 2006 first regional CHM stakeholders workshop approved the CHM implementation plan for 2006-2009. The Role of Office National pour l Environnement (ONE) Under the terms of the MoU, it is agreed that the ONE undertakes the following tasks: a. Identify and nominate the Country Coordinator b. Constitute the National Working Group c. Ensure quality control on the data collated before uploading into the national clearinghouse node: d. Identify significant gaps in the data and advice on priorities for further action; e. Create awareness of the existence of the Nairobi Convention clearinghouse and information system and encourage Universities, Research Institutes, National Data Centers, Government Ministries, Departments, Agencies, CBOs, NGOs, the Private Sector, etc to make use of the clearinghouse system. f. Identify capacity building needs and suggest appropriate capacity-building activities targeting key stakeholders at national level where required, train key persons in participating institutions. Project coordination On June 2007, Jean Roger Rakotoarijaona, Environmental Information Department Director, was nominated as the country project coordinator. The country project coordinator is assisted by the Nairobi Convention CHM team which was created at the ONE. The composition of this team is as follow. 3/19

CHM team members are trained for their tasks by the country coordinator and Mr James Osundwa from the UNEP. They dedicate a part of their working time to the CHM. The server had not been working during several months because of presence of virus which attacked the system. The operating system had needed to be reinstalled. Noted that we lost our project administrator Mr Rakoto Rahetindralambo died on July 2008. (ii) List of national agencies and experts involved in the development of the Clearinghouse The Madagascar Nairobi Convention CHM working group is set up on 21st June 2007 and chaired by the country project coordinator. The Working group held a 1-day national planning meeting at the OLEP Ambatobe on 21st June 2007. The meeting enabled members of the working group to have a correct idea of the project objectives, the structure of the project as well as their respective responsibilities. Firm commitment from the working group members on their respective responsibilities in the clearinghouse was obtained and an approved work plan of the project activities with their costs in the country was realized. An agreement on reporting mechanism on project activities at national level was also concluded. The list of members of this Working Group is established by the Project coordinator. It is composed of experts drawn from a broad range of expertise representing different institutions, projects, stakeholders and government departments see table 2 and 3. One of the members of the group is an IT specialist from the ONE. 5/19

(iii) Report of the inception workshop Meeting held on 3rd july 2007 had an objective to review current data available for the country and identify gaps based on the comparison from the Environment dashboard (Tableau de Bord Environnemental). Each institution gave the list of the data they detain; experts also give information about the availability (type and location) of some data located at institutions not represented in the Working Group (cf. Table 3). There is a considerable amount of data, although in some cases, series were discontinued. A strategy for collecting data was built. So, data which can be gathered at ONE were identified and an agenda was committed for their collection. The meeting also deliberated as to the framework of the metadata descriptors. Correspondence was established between the Nairobi Convention CHM metadata structure and its of the ARSIE network http://www.arsie.mg (iv) Data available in the Clearinghouse portal and data gap analysis More than 600 metadata are recorded in the portal (http://www.madagascarportal.org/) covering required themes and parameters below. The objective was to develop skills for managing the portal in what concerns to its customization and data uploading. Working Group members were trained to upload data and metadata to the server. It was an opportunity to re-evaluate the level of response of the institutions owning relevant data information to be shared in the context of Nairobi Convention CHM Project. The training was conducted by Mr. James Osundwa, an UNEP representative, and attended by some members representing six institutions (ONE, WWF, WCS, Conservation International, SAGE, and Environment Ministry). During the work, participants had opportunities to clarify their doubts and solidify their skills for populating the portal and maintain it online. About thirty metadata was uploaded but their quality needed to be improved. Second training workshop (June 2009) The workshop had as objective -to train some 20 persons from different institutions on the Nairobi Convention CHM, the metadata portal and the use of the portal, portal and database management, metadata harvesting - to upload more than 100 metadata/data The training was given by James Osundwa from UNEP Nairobi The agenda of the workshop was the following: 17 June 2009, Opening session and introduction; Practices, uploading metadata 18 June 2009 Practices, uploading metadata Practices, uploading metadata; brief remind; working group discussion; Closing remarks and thanks The portal, including the map viewer, was operational and working very well. That was not always the case before. Participants from nine (9) different institutions attended the workshop and trained to be operational for uploading metadata/data. These participants were very enthusiastic and found the 11/19

tool very interesting and user-friendly. They felt to be able to upload more metadata and if necessary to train their colleagues. More than 150 metadata/data were online. Special course on portal and database management and metadata harvesting was given to the ONE CHM team. James also trained ONE team on the management of the categories channel. Third training workshop and review meeting (August 2009) The Working group meeting, cumulated with the 3rd progress review meeting, and has taken place on 11 th to 13th of august. The objective of this meeting is to 1) Train more people, and every trained person will share his experience with his colleagues 2) Evaluate the quantity and quality of metadata, the success and the data gap by themes and parameters and 3) Upload more metadata/data. More people were involved in order to multiply the uploaded metadata. Other Institutions involved in marine and coastal management were invited at the workshop planned on august 2009. The list includes key government departments, NGOs, universities and the national statistic institute, national meteorology department Regional training : September & November 2009 (2 regions) Regionalization: Training sessions were held in Toamasina and Toliary to involve more institutions from regions. The Environment Ministry, the forest regional representative, tourism and meteorology sector, the National Environmental Research centre, the universities and the national statistical institute were included. -People from regions and provinces or from institutions that have difficulties to access to the internet can come to ONE to connect and to upload metadata and/or data. They can also leave their data and/or metadata to the ONE who will upload them. Some improvements are expected on the quality of metadata : (cf. rapport_nc_chmsept09.pdf) 12/19

(vi) National level campaigns conducted for decision makers, experts and stakeholders b. Awareness campaigns (September 2009) -1 national seminar for decision makers, administrators, policy makers -1 national workshop for NGOs, teachers, media, etc - The outreach campaign was held on September 2009. The institutions to be invited and the number of persons will be agreed at the august working group meeting, and include (cf. rapport_nc_chmsept09.pdf) (vii) Functionalities and capabilities of the Clearinghouse and information system Therefore, continuous work has been undertaken to maintain the motivation of people to upload data/metadata, they always lack time to execute the activities of the CHM, in spite of some institutions located in distant regions (Tuléar, Toamasina and Nosibe) have difficult connexion to internet. - Most of functionalities of the portal are working perfectly except the data harvesting that we do not have the skill to manage it at the moment. - More map services (only a few were uploaded) - The gazetteer was performed - More GIS data online Many Institutions has helped the ONE in data and metadata acquisition data (literature, maps, GIS data, CDs ), Ministries, ASCLME, Some equipment and premises component has bought: USB Link and headphone DDRAM for the server Laptop (1) Camera Logistic, administrative and technical support: Salary of two staff Recruitment of permanent metadata uploaders in Antananarivo, since august 2009 to february 2010. 14/19

Briefly, the Madagascar Portal could a. continue to serve as an information interchange that facilitates the dissemination of expertise, research and development, and enhances the advancement of cutting-edge issues, trends and ideas in all areas of sector management b. Extend the programme's capability for advancing the best practices and innovative methods marine and coastal management. c. continue to disseminate information and to identify emerging trends, to strengthen the fundamental relationship between marine and coastal management and sustainable development, d. provide user-friendly access to outside information such as databases, research on best practices and linkage to other organizations working in the environmental management, e. provide advisory services, in example, joint projects are greatly facilitated by electronic linkage, also included databases that contain rosters of experts and expertise in the marine and terrestrial environment.
