BROWN JR., Governor QUESTIONS & ANSWERS October 12, 2011 To: All Prospective Bidders Re: Invitation for Bid #11-208 (West Covina DMV Cabling, Electrical, and Hardware Installation Services) Location: Department of Motor Vehicles West Covina The following are questions that were submitted by potential bidding contractors for Invitation for Bid #11-208 followed by answers provided by the DMV: Question #1 What is the total number of electrical outlets to be installed? Answer #1 Five (5) outlets total. Question #2 Drawing shows three (3) each dedicated isolated ground outlets. Are there any existing isolated ground bus bars in these locations? If yes, where are they located? Answer #2 There are no existing ground bus bars. A ground bus bar will be provided and installed by the contractor in the processor room. Question #3 Is all electric outlets convenient outlets? If dedicated outlets are required, which panel will they connect to, and where is the panel location? Answer #3 There will be both convenient and dedicated outlets required. Connection panel will be determined by availability of panel schedule. Question #4 Does any low voltage wire require conduit protection? Answer #4 It is possible that low voltage wire will require conduit protection. Question #5 Is there a specific manufacturer for Category-5e cable? Answer #5 No. Question #6 Are all cameras going to be supplied? What if they are not in working condition? Answer #6 All cameras are provided by the DMV. All cameras were tested and verified to be in good working order prior to disconnection. Question #7 We will be supplying UTP Category-5e wiring for all communications. Is there any other type of wiring needed? Answer #7 Refer to the Invitation For Bid (IFB) package for cabling types to be provided and installed. Question #8 What is the exact number of drops needed? The plan is unclear. Answer #8 New AutoCad compatible drawing file provided indicates the exact number of drops needed. Question #9 Can we get updated plans with new drops located and full-scale? Answer #9 New AutoCad compatible drawing file provided indicates the exact drops locations. Question #10 Will everything be run underground or overhead? Answer #10 When possible, you will use the Walker Duct system to run cables. Question #11 Will racking and ladder system be provided by DMV? Answer #11 No, the contractor will provide and install all racking and ladder systems as indicated in the IFB package. Question #12 Will DMV be supplying electrical boxes? How will we connect to Desks? Answer #12 Not electrical boxes will be supplied by the DMV. Contractor will supply electrical boxes. Modular systems furniture by PIA use whips to connect power the workstations. Question #13 Will the ceiling be open or closed by the time the contractor begins performing services?

Answer #13 The ceiling will be closed, but the DMV Project Manager will coordinate with the general contractor for access. Question #14 Will everything need to be roughed-in or will that be done? Answer #14 The contractor will need to rough-in everything as needed. Question #15 Is conduit required? Answer #15 It is possible that conduit will be required. Question #16 Are we installing alarm wiring in this project? Answer #16 No alarm wiring will be installed by the contractor. Question #17 Does the scope of work include all Voice/Data/Sound/CCTV/Alarm wiring? Answer #17 Yes to all except for alarm wiring. No alarm wiring will be installed by the contractor. Question #18 It is difficult to distinguish the symbols on the plan sheet you provided. Can you please provide a count for each symbol or a plan sheet that is clear? Answer #18 New AutoCad compatible drawing file is being provided that provides distinguishable symbols. Question #19 Will all queuing system components be supplied? Also what are the types of cables to be run for the queuing system? Answer #19 DMV will provide the queuing system components. Contractor shall provide and install only those types of cables indentified in the IFB. Question #20 Drawing identifies only three (3) new electrical power outlets. Please identify which furniture will receive new power outlets (quantity). Are there any existing electrical power outlets? To what power breaker box will the new and existing outlets run to? Will the existing breaker box need to be upgraded? What circuit breaker number will the new power outlets run to? Please provide an electrical power outlet schedule by an electrical engineer. Answer #20 The contractor will need to work with the DMV Project Manager to determine furniture outlet locations. There are existing power outlets. Any new outlets will run to the closest available sub-panel. It is not anticipated that the existing breaker box will need to be upgraded. However, the contractor needs to be

prepared to make any upgrades if necessary. No electrical power outlet schedule will be provided by an electrical engineer. Question #21 Please identify the new office furniture manufacturer and model number that will be installed. Provide information on the manufacturer mounting devices for data and electrical that is dissimilar to the standard wall outlets. Answer #21 The furniture manufacturer is Prison Industry Authority (PIA). A modular systems furniture schematic will be provide to the awarded contractor. Question #22 Are ceiling speakers OFCI (Owner Furnished Contractor Installed)? If speakers are OFCI will the speaker T-Bar mounting brackets also be OFCI? Will the awarded contractor be responsible for working condition of the speaker system? Answer #22 Speakers are already installed. The contractor will only be required to run cabling to the speakers and terminating connections. Question #23 Regarding the CCTV System, it was noted during the job walk that some CCTV cameras have already been removed. The awarded contractor can not verify the operational condition of these cameras and system. Will the awarded contractor be responsible for the working condition of the existing cameras and DVR system? Answer #23 The contractor is only responsible for disconnecting, dismounting, re-installing, and setting-up the existing CCTV system. After re-installation of existing CCTV system equipment, if the contractor finds that existing CCTV system equipment is defective, the DMV will be responsible for replacing the defective equipment. Question #24 What data drops and electrical outlets will be run through the existing Walker Duct system? Does the Walker Duct system run from the data room underground? Answer #24 All data and electrical will be run through the existing Walker Duct system. The existing system runs from the data room underground throughout the office building. Question #25 Will new data cabling be allowed to be run free above T-Bar ceiling on J-hooks from data drops back to the Data Room? Please identify which data drops will be run free. What is the DMV standard for J- hooks? Answer #25 Yes, new data cabling will be allowed to run free above T-Bar ceiling on J-hooks from data drops back to the Data Room. The contractor will need to indentify which data drops will be run free or contained within conduit. There is no DMV standard for J-hooks. Question #26 Please identify the data drops that will require new raceway or conduit to their respective outlet. Is there a DMV standard for raceway or conduit for the new data drops?

Answer #26 Contractor shall which data drops will require new raceway or conduit. Panduit or approved equal raceways are to be used when required. There is no DMV standard for raceway or conduit. Question #27 Exhibit H of the IFB, Data Rack Layout, please identify what is OFCI (Owner Furnished Contractor Installed). Answer #27 Nothing is OFCI. Per the IFB, the contractor will provide and install data racks. Question #28 Exhibit H of the IFB, Equipment Room Layout, will a cable ladder rack be required in the room? Please provide a drawing indicating layout of cable ladder rack and its height. Answer #28 Yes, a cable ladder rack will be required in the room. Refer to the Exhibit H in the IFB for drawing. Question #29 In the IFB, in the Electrical section B,(1),a,7, it says Concrete work that is part of the electrical installation. Is there any concrete work that the electrician will have to do? Please identify on a drawing where concrete work will be required. Answer #29 It is not foreseen that concrete work will be required, but the contractor should be prepared for this type of work should it be required. Question #30 Do the numbers below the voice/data symbols reflect the quantity of drops at that location? (1-4 being a total of 4 voice/data drops) Answer #30 Yes. Question #31 What are the circuit requirements for the new cubicles? How many cubicles per circuit? Answer #31 4 cubicles per circuit. Question #32 Who is responsible for the load calculations for the existing panel when we add these additional circuits? Answer #32 Vendor is responsible for load calculations. Question #33 Is there a designated panel for the new circuits? Answer #33 No, this will be determined by availability of panel schedule.
