What tools we have now? *Plans (regional, general, detail) *Development discussions with municipalities *Buiding orders (criterias for buiding in scattered areas) *Buiding permits (conditions for buiding)

Some thinking/scattered settlements 1 FAMILY 4 PERSONS 2 KIDS (school) -A lot is cheaper than in cities or villages -The price of the house is the same, but if you have to sell the house you get less money -Electricity nets may cost a lot - No water pipes or seweredge pipes, consentrated systems, more costs

Some thinking/scattered settlements 2 -Two cars long way to work, more emissions more petroil more costs -Schooltaxi for 2 children (first 3 classes) costs for municipality, costs after for family -Long way to services: shops, helth care, etc more costs more petroil - The roads in springtime in bad conditions, can the fire truck or ambulance reach the family in case of emergency?

Some thinking continues -can we influenze by land use climate chance enough? - In scattered area we have in Finland the basic buiding right (excluding shores) - State gives tax-facilitations for transport-to-work expenses

What other tools we could create? Tools which could change peoples attitude? (Internet games etc.?) Tools for develop planning? (Energy plans, flexible or removable housing and services)

I think there is no exact answer yet maybe some day during these three years of this project.
