1 Annex 1 to Partnership Agreement between Ministry of Environmental Protection and Regional Development of Latvia and Ministry of Local Governments and Regional Development of Norway, Oppland County, Østfold County and Aust-Agder County for implementation of Project Increasing territorial development planning capacities of planning regions and local governments of Latvia and elaboration of development planning document (No /NFI/INP-002) in framework of Programme LV07 Capacity-building and Institutional Cooperation between Latvian and Norwegian Public Institutions, Local and Regional Authorities Terms of Reference All the activities mentioned below represent MoEPRD s, KRD s, OC s, ØC s and AAC s effective contribution to the project: 1. KRD, OC, ØC and AAC shall act as MoEPRD s institutional partner in Latvia within the framework set forth in this Agreement. 2. MoEPRD shall: - appoint 1 (one) Project coordinator in Latvia and ensure the technical equipment (rentals of one laptop computer, rentals of one cell phone and its subscription) for the project coordinator during the implementation of the Project; - appoint one Project accountant during the implementation of the Project; - appoint one public procurement specialist for a period of 8 months during the implementation of the Project; - organise three Project Steering Committee meetings: two meetings in 2014 and one meeting in 2015; - organise one Latvian experts visit to Norway (10 persons, 2 days) by 31 December, 2014; - once host the delegation of Norwegian experts during their visit to Latvia by 31 December, 2014; - translate the internet site rfsc.eu into Latvian by 31 December, 2014; - carry out a research on the provision of public services and the settlement patterns in the planning regions of Latvia by 31 December, 2014; - ensure the elaboration of the cartographic materials (map files) and geospatial data (data files) for the long-term sustainable development 1

2 strategies that will be developed by the planning regions of Latvia as part of Project Activity 1 by 31 December, 2014; - translate into English 4 (four) regional long-term sustainable development strategies that will be developed by the planning regions of Latvia as part of Project Activity 1 by 31 December, 2014; - design and print in 1000 (one thousand) copies regional long-term sustainable development strategies that will be developed by the planning regions of Latvia as part of Project Activity 1 by 31 December, 2014; - organise two Latvian experts visits to Norway (10 persons, 2 days - four times host the delegation of Norwegian experts during their visits to Latvia by 31 December, organise one exchange trip (10 persons) for the representatives of the local governments of Latvia to another European country in order to participate in the OECD (Organisation for Economic Cooperation and Development) training programme by 31 December, 2015; - organise five situation analysis and development scenario simulation game Future City seminars for the representatives of the local governments of Latvia by 31 December, within Project Activity 3 Establishment of the linkage between the development planning and budget planning at the local level - organise two Latvian experts visits to Norway (12 persons, 2 days each visit) by 31 December, 2015; - once host the delegation of Norwegian experts during their visits to Latvia by 31 December, translate the input to the report on the linkage between development planning documents and budget planning prepared by a Norwegian expert into Latvian by 31 December, 2015; - design and print in 200 copies a methodological tool (guidelines) on the linkage between spatial development and budget planning by 31 December, organise five training seminars on the performance indicators and good practice in establishing the linkage between spatial development and budget planning by 31 December, 2015; within Project Activity 4 Elaboration of national long-term thematic plan for the Baltic Sea coastal area - organise one Latvian experts visit to Norway (5 persons, 3 days) by 31 December, 2015; - twice host the delegation of Norwegian experts during their visits to Latvia by 31 December,

3 - appoint one expert and ensure technical equipment (rentals of one laptop computer) for the expert for a period of 25 (twenty-five) months during the elaboration of the national long-term thematic plan for the Baltic Sea coastal area; - elaborate the Public infrastructure development plan and a research on the environmental impact report within the framework of the national long-term thematic plan for the Baltic Sea coastal area by 31 December, organise three seminars, including a public participation seminar, on the elaboration of the national long-term thematic plan for the Baltic Sea coastal area by 31 December, within Project Activity 5 Publicity - organise three project Publicity conferences: the first in 2014, the second in 2015 and the third in 2016; - develop a new web page module in Latvian and English within the framework of the MoEPRD website and update it every four months; - prepare and distribute fifteen press releases about Project activities during the implementation of the Project; 3. KRD shall: within Project Activity 3 Establishment of the linkage between the development planning and budget planning at the local level - organise one Norwegian experts visit to Latvia (4 persons, 2 days) by 31 December, 2015; - twice host (4 Norwegian experts, 2 days each time) the delegation of Latvian experts during their visits to Norway by 31 December, 2015; - prepare the input to the report on the linkage between development planning documents and budget planning by 31 December, 2015; - advise MoEPRD s experts during the implementation of Project activity OC shall: - appoint one project coordinator in Norway during the implementation of the Project; - twice participate (1 person, 2 days each time) in the Project Steering Committee meetings, once in 2014 and once in participate in two Norwegian experts visits to Latvia (the first visit - 4 persons, 2 days, the second visit - 6 persons, 2 days) by 31 December, 3

4 2014; - once host (4 Norwegian experts, 2 days) the delegation of Latvian experts during their visit to Norway by 31 December, 2014; activity 1. - three times participate (2 persons, 2 days every time) in the Norwegian experts visits to Latvia by 31 December, 2015; activity 2. within Project Activity 5 Publicity - twice participate (2 persons, 2 days each time) in Project publicity conferences in Latvia by 31 April, 2016; - ensure preparation and distribution of fifteen press releases by 31 December, 2015; - organise 1 (one) meeting with representatives from mass media in Norway by 31 December, ensure and update information on Project in the web pages of KRD, OC, ØC and AAC and provide links to MoEPRD s web page during all Project period. 5. ØC shall: - three times participate (1 person, 2 days) in the Project Steering committee meetings twice in 2014 and once in once participate (1 person, 2 days) in Norwegian experts visits to Latvia by 31 December, 2014; activity 1. within Project Activity 4 Elaboration of national long-term thematic spatial plan for Baltic Sea coastal area - participate in two Norwegian experts visits to Latvia (1person, 2 days - once host (4 Norwegian experts, 3 days) Latvian experts during their visit to Norway by 31 December, 2015; activity 4. 4

AAC shall: - participate in one Norwegian experts visit to Latvia (1 person, 2 days) by 31 December, 2014; - participate in one Norwegian experts visit to Latvia (2 persons, 2 days) by 31 December, 2015; - twice host (4 Norwegian experts, 2 days each time) Latvian experts during their visits to Norway by 31 December, 2015; activity 2. within Project Activity 4 Elaboration of national long-term thematic spatial plan for Baltic Sea coastal area - participate in two Norwegian experts visits to Latvia (1 person, 2 days activity KRD, OC, ØC and AAC shall inform MoEPRD of other activities and cooperation arrangements they are undertaking of significance to the project. 8. MoEPRD shall inform KRD, OC, ØC and AAC of other activities and cooperation arrangements they are undertaking in Latvia of significance to the project. 9. OC on behalf of KRD, OC, ØC and AAC shall submit a Project Progress Report to MoEPRD every half year according to Project report form which MoEPRD will send to OC 1 month prior to the report submission date. 10. The Project Progress Report shall be discussed between MoEPRD and OC both in personal, by telephone or within two weeks after the report is submitted to MoEPRD, and presented to the Steering Committee by MoEPRD. 11. This Annex 1 Terms of Reference can be extended throughout the project period by exchange of letters between Parties. 5
