1 Chipping Norton Town Partnership Action Plan (V3.1 November 2005) Short Term s Feasibility Study for Enterprise Centre Development of a town Business Directory Skills Audit A Website for Chipping Norton Marketing Strategy for Chipping Norton (& Area) To hold a Youth Day in the Town Hall on a Saturday Feasibility Study to look at viability of an Enterprise Centre, taking into account site, demand, catchment area, alternative options. Feasibility study would be key document for an application to SEEDA s market town fund Ensure that businesses within the town as well as outside it are aware of what skills and services are available locally. Make full use of existing data and refine. Chipping Norton directory already available to download from WODC website key task is to work with OCC and WODC to ensure it is more up to date and as accessible as possible Undertake full Skills Audit for Chipping Norton and area, and work with partners from education sector to address business needs identified with appropriate training. A town website to act as a primary marketing tool for Chipping Norton It should focus on selling the Town s benefits to business and include or have links to searchable property register and searchable business directory. A town website can fulfil a range of functions including publicity, marketing the town, business information and business directory, Partnership information and Town council information Serious marketing of the town to potential businesses and potential residents with good quality information and targeted outreach Partnership keen to support and work with Guild to develop work already underway Invite youth organisations from the town to exhibit what they have to offer. Potential for capacity building towards Youth Forum Amended November 05 1

2 Short Term s To set up a Youth Forum/Council Walking Bus Enable setting up and provision of regular forum for young people aged to include no more than 4 suitable facilitating adults Innovative scheme to encourage children to walk to school in safety while reducing car use and congestion (see also Environment) Potential s Longer Term Longer Term BUSINESS, COMMERCE AND TOURISM Enterprise Centre Implement Marketing Strategy Encourage the development and marketing of an enterprise centre that offers a range of different types of workspace for different sizes and types of business including serviced office / workshop space. Centre to act as a hub for business support activities in the town, serving businesses in the hinterland too, as well as a magnet for future investment in the area s economy. Marketing the town to visitors, both for shopping, leisure and recreation and for tourism (see above) with appropriate branding LEARNING, CULTURE AND RECREATION Community play during 2006 Charter celebrations (Swapped and ) Greater engagement with local community Amended November 05 2

3 Potential s Longer Term Longer Term HEALTH AND SOCIAL SERVICES Information Leaflets to Improve public information and awareness of town /area health services Information leaflets outlining range and progression of health services available in the Chipping Norton area; following on from mapping exercise started by Appraisal Health Task group LAW AND ORDER CCTV in car parks possibly using wireless technology CCTV in car parks possibly using wireless technology Greater security in public areas BUSINESS, COMMERCE AND TOURISM To manage creatively opportunities for business development for the benefit of the community Retain land for business development p 29 The creation of jobs needs new and expanding businesses these need: - Reasons to come to Chipping Norton - Premises - Support - Skilled workers Appropriate planning policy to encourage small/medium scale industrial/business development and expansion (see WODC Economic Strategy) Amended November 05 3

4 Strengthen Business Support Structure in the Town Encourage development of hotel complex Work with business support agencies to develop and implement a programme of events / workshops / surgeries for businesses or individuals considering setting up a business whereby they are offered the most appropriate short, medium and long term support to meet their needs Work with partners to identify suitable site and encourage hotel development. This could potentially generate jobs, accommodation spaces for both tourists and business customers and conference facilities. TRAFFIC AND TRANSPORT Reduce the number of HGVs through the town Town appraisal p 23, p 44 Improve pedestrian safety within town Encourage greater use of public transport See Action Plan of Town Council Business Liaison Committee (Appendix I) to obtain weight restriction or mandatory re-routing of A44 and B361 heavy traffic Using a variety of measures to reduce speed within the town, make crossings safer and appropriately placed, Retain and improve services offered by local transport providers. Further explore alternative schemes such as taxibus, flexibly routed buses, postbuses LEARNING, CULTURE AND RECREATION Improved youth provision Places for young people and community space Guarantee capacity in local schools to meet local need Strengthening sixth form provision at Chipping Norton School Skate park, all weather pitch, additional sports facilities for children and young people To meet the demand for accessible and appropriate space both for youth recreation but also other community needs Additional housing in the town will increase the pressure for places on the existing primary schools The School has an expanding sixth form which it needs to retain and develop to serve the town and its rural catchment Amended November 05 4

5 HEALTH AND SOCIAL SERVICES Improve integration of primary health services Encourage proactive local health initiatives Explore further partnership working between town surgeries, pharmacies, voluntary, alternative and statutory providers in areas like out of hours, minor injuries, nursing care, medical advice, prescription collection, mental heath, elderly Explore further collaboration between successful local groups Lawrence Nursing, Drop In Centre, Highlands and public services in shared resources, budgets, premises. Support creation of any further local groups meeting key needs. LAW AND ORDER Encourage further community policing Higher visibility of police presence Build on success of community police officer on staff of CNS to raise awareness to crime prevention and community safety Police on view at and scenes of potential tension or difficulty. Increased interaction with public through police forums. Publish opening hours of Police Station ENVIRONMENT Preserve and extend use footpaths, rights of way and sites of interest e.g. Pool Meadow Common Millennium Wood, ensuring access and safety Establish a rolling programme of conservation and renewal of trees at entry to town Conservation of sites of interest Preservation and nurture of avenues of trees Amended November 05 5
