2 The Barents region A political ambition to establish international cooperation after the fall of the Soviet Union Named after a Dutch explorer Willem Barentsz ( ), who carried out unsuccessful voyages in search for a northeast passage to Asia Barents Euro-Arctic Region established by Kirkenes Decleration in 1993 It includes the administrative regions of: Norway: Nordland, Troms and Finmark Sweden: Finland: Russia: Västerbotten and Norrbotten Lapland, Northern Ostrobothnia and Kainuu Murmansk Oblast, Arkhangelsk oblast, Komi Republic, Republic of Karelia, and Nenets Autonomous Okrug

4 The negotiation exercise Multi-party negotiation game involving environmental vs. industrial or development issues Form groups of 7 or 8 Select a case, and divide among you the roles in each case Familiarize yourself with the case background and your character s role Your confidential information is for your eyes only!!! The negotiation will take place Sunday morning It may not always be possible to find a consensus everybody is happy about It is allowed to reach a solution one or two partners are not sharing However, when Monday morning you will hold a press conference, you will need to explain the decision and also how/if you came to consensus, including each party s statement of their involvement and their view on the decision The rest of the group will act as the public, whom you have to convince that your decision is in the best interest of the community

5 Negotation cases East Falls Brownfield (6 party + facilitator) The negotiation takes place in East Falls, an old industrial city about redeveloping an old industrial site which is on a contaminated land Menehune bay (6 party + facilitator) Dispute about building a hotel complex in Oahu; the dispute involves environmental and native rights and development interest Humboldt (8 party) A plant was recently purchased by a multi-national firm. The owner wants to expand the city, and while the community is happy about job creation, there is concern about the environmental impacts of possible chemical releases Radwaste (7 party) The state is required by law to site a low-level radioactive waste disposal facility within a year. The state regulatory agency (SRA) must develop siting criteria. As this will be a controversial issue, the SRA would like to determine the criteria in negotiation with the major stakeholders (site operator, radwaste generators, municipal, tribal and environmental organisations)

6 Treasurehunt building (eco)cities The group is going to be divided into 6 teams Each team will select a city in the Barents region to develop Arkhangelsk Hammerfest Kostamuksha Naryan-Mar Vorkuta You will need to develop the city functions and services City development (urban functions, housing, industry, services) Energy Waste management Water and wastewater Traffic and transportation Land use Building design You ll have a fixed budget to work from You get a bonus for synergies between the functions

7 Pre-course assignment Questions 1. What are the basic needs of a community (a city or town) and the people who live in it, regardless of its size? Make a list of these. 2. How are these needs met or not met in your community? 3. Are there bike trails and/or street bike corridors in your community/region? Do people use these for getting to work? 4. Is there public transit in your community, and how is it working? How do people without cars in your community get around? 5. How many in your group live within a 15-minute walk* away from: Food store/supermarket Services (hospital, post office, bank, hair dresser etc.) Place of employment (your university in this case) Free time activities (sport hall, movie theatre, pubs, etc.) 6. Describe the land use and development patterns of your community that allow, or don t allow you to get to these places other than by car
