Objectives of this presentation: Inform the CDM T-F of ATFM LA7 activities Explain that CDM in general and Airport CDM in particular might be impacted by the ATFM LA7 work output The CDM T-F is not the owner per say of the ATFM LA7 work, however, should be kept informed 2
From where it started : PC decision during it s 6th Session, in 2000 which lead to, An independant study which has provided 10 recommendations, then, EUROCONTROL DG requested the drafting of an ATFM ACTION PLAN 3
From the ATFM Action Plan, line of action 7 can be read : «Undertake actions concerning consistency between airport slots,fpl, and ATFM slots.» And is splitted in 3 sub-actions: - Support the update of the 18/01/93 EC regulation - Look after finding solution ensuring that airport and ATFM slots are consistent - Co-ordinate the above action with the relevant airport coordinator organisation. 4
Study deliverables : 1. A State of the art document in terms of establisment of airport slots (D2) -available- 2. An Identification and description document (D4) -available- 3. Recommendations and system limitations document (D6) - still under development- 5
(D2) The State of the art document addresses *: 1. The reason of introducing airport slots at a specific airport 2. The definition of airport coordination and corresponding consequences 3. The process and rules of airport slots attribution including the role, expectations and co-ordination of airports stakeholder 4. Identification of co-ordinated airports in ECAC area in relation with all airports. Complemented with the traffic needs and impact of ATFM (* Document available on the CDM web site) 6
(D4) The identification and description document adresses *: 1. Compilation, classification and justification of the list of factors that lead to a distortion of initial planning,fpl intentions and ATFM process 2. Identification of the contributions and limitations of the slot mechanism 3. Better situational awareness of the ground control problemsstrategical and tactical results-to understand the discreapancies between ATFM slots and CTOT 4. Establishment of the causes of the flight time discreapancies occuring in the daily gate to gate operations context. (* Document available on the CDM web site) 7
(D6) Recommendations and system limitations document will address: 1. Analysis the origin and the causes of discrepancies in airport slots management 2. Depending on the output, proposition of a set of recommendation with their associated solutions for the improvement of the existing situation 3. And the existing system limitations in the airports slots and flight plan management, in a form of : Improvement to guidance material for airport slots and flight plan management Proposal to the facilitation of the airport slot information usage by CFMU and ATC Proposal to the transmission process and rules of airport slots and FPL from airlines to CFMU Proposition of rules for airport slots information Proposal to ensure a common understanding and management of airport slots and FPL by all ATM stakeholders Analysis of the feasibility of the proposals and improvement. 8

The way forward : After a review by EUROCONTROL, it is proposed to hold a workshop with the external stakeholder ( EC, EU-ACA, ACI, IATA ) to present the results of the study first semester of 2005 The CDM T-F members will be invited to participate All documents will be send in due time. 10
