MINNEAPOLIS PARK AND RECREATION BOARD invites applications for the position of: Business Solutions Architect (Project Manager) SALARY: $62,004.80 - $79,268.80 Annually OPENING DATE: 04/29/13 CLOSING DATE: 05/20/13 04:30 PM ROLE SUMMARY: Strategically lead and coordinate structuring, managing, and implementing technical solutions for the Minneapolis Park and Recreation Board (MPRB). Consistently applying best practices in project management, relationship management, process optimization, and business operations knowledge to achieve significant, cost effective, user friendly and measurable organizational values that are in alignment with the MPRB's mission, vision, goals and objectives. DUTIES: Performs under the general supervision of the IT Manager, Business Solutions and Resource Center and is responsible for, but not limited to, the following duties: Essential Duties: Responsible for strategic planning leadership for development and implementation of technology solutions for the MPRB in multiple ways; requires being conversant on the future direction of the MPRB, projects and systems; how that direction will impact the organization and how future and current technological systems can be utilized for the benefit of the organization. Conducts specialized research for projects, interprets recorded plans, captures and collects data, addresses and identifies critical issues, develops and recommends action plans and strategies. Considers and works with a broad range of internal and external priorities when solving problems and making decisions. Creates a strategies and translate them into specific, actionable goals, objectives and responsibilities. Maintains a focus on structuring, managing, and implementing technical solutions requiring business expertise, process optimization, and business operations knowledge to achieve significant and measurable business value. Provides leadership and direction to cross-functional project teams to ensure successful implementation as well as creating comprehensive, realistic project budgets and schedules reflecting detailed task breakdowns, milestones, dependencies, communication and resources. Works collaboratively with internal staff and contracted vendor teams on projects of varying complexity and size with organizational and public impact to ensure all project phases are completed on time, within budget and adhere to quality standards and customer expectations and are in alignment with MPRB's mission, vision, goals and objectives. Conducts timely and thorough reviews with key stakeholders during and upon project completion to confirm acceptance and satisfaction. Effectively leads teams in the delivery of projects and services for a common vision. Implements solutions that deliver and analyzes information efficiently and in a manner that complements existing enterprise business systems. Develops and refines measures that monitor productivity, efficiencies and effectiveness. Identifies and researches new technology and procedures that can be utilized to increase organizational productivity and customer service. Effectively synthesizes information from a wide range of sources to identify trends and opportunities and recommends sound business strategies. Develops effective working relationships with MPRB management and staff to assure support for

coordinated high level service delivery across the organization. Fosters and demonstrates effective relationship building in a collaborative environment including working across department lines and forming partnerships that foster better citizen services; eliminates barriers to achieving results; takes full advantage of available resources; and provides input in the development of service area and department short and long range plans. Related Work: Comprehends complex technical subjects and translates to non-technical audiences. Effectively works with people from many different disciplines with varying degrees of technical experience. Prepares or reviews Request For Proposal (RFP) language for applicable projects, reviews proposals, assists in the selection of outside contractors, and assists with or leads negotiations with vendors, contractors and others. Contributes to the incorporation of technological improvements in the department and across the MPRB to improve customer service, operating efficiencies and to meet industry best practices. Pro-actively resolves external, internal, and interdepartmental issues creating effective and timely solutions, and pro-actively negotiates/arbitrates conflicts, provides support as necessary and promptly informs appropriate individuals and groups. Actively serves on MPRB committees to ensure that safety, maintenance, planning and recreation services complement and support each other in addressing citizen interests, issues and needs and are in alignment with the mission, vision, values, goals and objectives of the MPRB. Effectively responds in a timely manner to administrative requests. Demonstrates continuous effort to improve operations, decrease turnaround times, streamlines work processes, and work cooperatively and jointly to provide quality seamless customer service. Remains current in industry best practices and applies knowledge to best serve the MPRB. Keeps the IT Manager, Business Solutions and Resource Center promptly informed of matters as they relate to the department and MPRB. Performs other related duties as apparent or assigned. REQUIREMENTS: Minimum Qualifications Training and Experience (position requirements at entry) -OR- Bachelor's degree from an accredited college or university. There is no substitution for a Bachelor's degree. Completed project management certificate or ability to demonstrate progression towards completion of certificate within six (6) months of hire. Project Management Institute Project Management Professional (PMP) Certification designation (preferred). Project management professional work experience utilizing recognized project management processes: at least five (5) years Increasingly responsible experience integrating technology with business operations for business improvements: at least three (3) years Master's degree from an accredited college or university. Completed project management certificate or ability to demonstrate progression towards completion of certificate within six (6) months of hire. Project Management Institute Project Management Professional (PMP) Certification designation (preferred). Project management professional work experience utilizing recognized project management processes: at least three (3) years Increasingly responsible experience integrating technology with business operations for business improvements: at least three (3) years Licensing Requirements (position requirements at entry) Valid driver's license Physical Requirements
