Manage data systems administration and provide oversight for department technology initiatives. Act as a liaison with state and county partners to ensure consistency and compliance with state and federal rules and mandates. Provide consultative, technical and professional support and expertise in program design, implementation, administration, evaluation and communication of various department wide programs with a focus on data systems. Performs responsible professional work analyzing work methods and procedures and conducting research and preparing recommendations and proposals. MINIMUM QUALIFICATIONS Bachelor's Degree in Business Administration, Public Administration, Information Technology or a related field AND Three years of experience in data systems administration, OR three years of experience working with the department information systems. Or, an equivalent combination of education and experience to total seven or more years. DUTIES & RESPONSIBILITIES These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.. 1. Serve as a systems/application content expert and lead technical administrator for the maintenance and management of the department's Electronic Health Record system (PH-Doc) and other applications as needed.

2 Page 2 of 5 2. Serve as project specialist for the implementation of the department's health information exchange (HIE). 3. Partner with Information Technology, State and other stakeholders to implement system upgrades and modifications. 4. Ensure department systems and procedures are in place to maintain integrity of Public Health databases and applications. 5. Research and recommend long-term strategies, technology solutions and capacity planning to meet future needs and enhance current processes 6. Participate in purchasing hardware, software and components by doing research, making recommendations and following through on decision as appropriate. 7.Identify technology related training needs, and develop, implement and coordinate technical training for the Department. 8 Provide technical assistance in areas of expertise. ESSENTIAL JOB FUNCTIONS: Duties 1-8 are essential functions. KNOWLEDGE, SKILLS & ABILITIES AND WORK ENVIRONMENT Considerable knowledge of common end-user computer environments, including applications, desktop and laptop computers, mobile devices, and other peripherals in common use by government agencies. Considerable knowledge of IT infrastructures, including understanding of network architecture, server and data storage architecture, and other associated systems. Considerable knowledge in the design, and implementation of software and hardware solutions, systems, or products. Considerable knowledge of governmental organizations, administrative procedures, and operations. Skill and ability to negotiate terms of projects, including deliverables, timelines and resources. Considerable ability to communicate orally and in writing in a clear and concise manner. Demonstrated ability to evaluate information and prepare recommendations. Ability to communicate effectively both verbally and in writing. Demonstrated ability to complete complex assignments on time with a high degree of quality. WORK ENVIRONMENT: Work is primarily sedentary, although there is some walking, local travel, and lifting requirement of up to 20 pounds on an occasional basis.. The work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
