REQUIREMENTS: Post secondary education in parks management, facility management or a related discipline Thorough knowledge of all aspects of turf maintenance and grounds keeping including playgrounds, ball diamonds, soccer fields, etc. Three to five years experience in a supervisory position Computer literate and knowledgeable in Microsoft Office Windows application Excellent customer service organizational and leadership skills Minimum Class G Ontario Drivers license, DZ would be considered an asset A complete job description follows. 2 TOWN OF LAKESHORE JOB DESCRIPTION SUPERVISOR OF PARKS, FACILITIES AND FLEET POSITION TITLE: Supervisor of Parks, Facilities and Fleet REPORTING RELATIONSHIP: Reports to the Manager of Public Works Services under the overall direction of the Director of Engineering and Infrastructure Services. PURPOSE OF THE POSITION: Reporting to the Manager of Public Works Services, the Supervisor of Parks, Facilities and Fleet is responsible for the maintenance of all municipally owned parks, green space, facilities and fleet, including the direct supervision of the Sports Field Maintenance Operator and the Facility Maintenance Operator and the indirect supervision of all parks seasonal staff and students, in accordance with all regulations under the Occupational Health and Safety Act and other governing regulations and legislation, operating policies, procedures, by-laws and principles of the Town of Lakeshore. Facilities include, but are not limited to the marina, Comber and Libro community centres, public works facilities, fire halls, dog pound, water and wastewater plants and associated stations and the municipal administration offices. The supervisor is also responsible to manage the maintenance, scheduling and lifecycle renewal requirements of municipal fleet vehicles including preparation and review of tenders as necessary. MAJOR RESPONSIBILITIES: 1. Program/Service Supervise the operation of all activities of the Parks, Facility and Fleet Division of Public Works Services. Plan, prioritize, assign and monitor the work of all seasonal and student employees and contractors within the division. Establish and maintain a preventative maintenance program for all facilities to ensure the integrity of the facilities. Establish and maintain a preventive maintenance program for all fleet vehicles with the exception of fire fleet vehicles. Maintain all parks and green space under municipal care and control in accordance with all safety regulations and standards, and ensure that all equipment within the parks is inspected and maintained in accordance with all required legislation. Maintain all safety inspection logs related to fleet, parks and facilities in compliance with legislated federal and provincial statutes and regulations and provide reports as required. Assist in the preparation of tender specifications and documents for municipal contracts and fleet purchases and operations. Liaise with Recreation and Leisure Services to ensure communication to various parks and facility users regarding the maintenance of all
3 surfaces, use and coordination of tournaments and events to ensure excellent customer service to the public at all times. Recommend staff training and education for yourself and those under your supervision including all training requirements under all aspects of Health and Safety legislation. Conduct performance evaluations and administer discipline as required. Assist the Manager of Public Works Services in the preparation of the divisional budget of operational and capital budget expenditures Primary contact for security alarm and emergencies including after hour and weekend calls. Any other duties as may be assigned from time to time. HUMAN RESOURCES: Directly supervises the Facility Maintenance Operator, the Sports Field Maintenance Operator and seasonal and student employees working in the parks division. Indirectly monitors the work of all contractors with respect to work performed in parks and facilities. 2. FINANCIAL RESOURCES: Assist in the preparation of a divisional operating and capital budget. Review quarterly variance reports and monitor divisional budget lines to ensure expenditures related to operational and capital items is within approved budgets. 3. MATERIAL RESOURCES: Ensures the safety, maintenance and management of all facilities, equipment, vehicles and electronic equipment including phones and computers, related to the operation of the all parks, facilities and fleet vehicles. SKILL AND EFFORT 4. KNOWLEDGE: Education, Skills and Experience Graduation from a post secondary institution in park management, facility management or other related discipline Thorough knowledge of all aspects of turf maintenance and grounds keeping including playgrounds, ball diamonds, soccer fields, etc. Three to five years experience in a supervisory position. A general knowledge of refrigeration, mechanics, plumbing, building technology and electrical skills in order to assure the smooth operation of all facilities in an effort to minimize contracting out of skilled labour. Must be computer literate and knowledgeable in Windows and Microsoft Office environment. Excellent customer service, organizational and leadership skills to work with both internal and external clients and coworkers Minimum Valid Class G Ontario drivers license DZ would be considered an asset. Must be a competent supervisor within the meaning of the Occupational Health and Safety Act.

PHYSICAL SKILL AND EFFORT: Must be physically fit to perform all duties related to the position, which may involve climbing, bending, stooping, standing for extended periods, walking on uneven ground, crouching, and lifting. Fine motor skills to operate small tools and electronic equipment including a computer. May be exposed to noise, dust and environmental conditions of heat and cold. 6. DECISION MAKING AND JUDGEMENT: Work is performed under the general direction of the Manager of Public Works. Access is available to Municipal policies and procedures, by-laws and regulations as well as other department staff for advice and guidance in the performance of duties. Judgment is exercised in: Establishing priorities of work schedules and identifying the most effective and efficient means of delivering the services and maintaining all facilities, parks and fleet vehicle to meet the needs of the municipality within budgeted amounts and approvals. Supervising the effective and efficient operation of the Division in accordance with established policies, procedures, directives and guidelines. Assisting in the preparation of operating and capital budgets and the preparation and review of tender documents. Problem solving, researching and evaluation of information to determine the best course of action within best practices and guidelines and budgeted amounts 7. INTERPERSONAL SKILLS/CONTACTS: Excellent interpersonal skills to lead the staff and interact with the Manager, coworkers, contractors and the general public. INTERNAL EXTERNAL With the Manager of Public Works to receive direction and guidance. With other Managers and co-workers where duties and responsibilities mutually affect each of the parties. With community organizations and the public to ensure that resources are available and facilities and grounds are maintained and ready for use. With contractors to ensure projects are completed as tendered and timelines and commitments are met. With associates in other Municipalities to obtain and exchange information.

WORKING CONDITIONS: Work is primarily in an outside environment with some time spent in an office environment to ensure that scheduling and daily logs, work orders, timesheets, and other general office supervisory duties are completed. May be required to work varied and irregular hours including evenings and weekends. May be subjected to noise, dust, adverse weather conditions of heat and cold, and adverse behavior when dealing with the public. 9. CONTROL OVER WORK SCHEDULE Works according to a scheduled 40 hour work week Monday to Friday but may be required to work outside of normal work hours in order to ensure effective operation of the Division.
