The Summary Commonwealth Care Alliance is seeking an Associate Chief Financial Officer (ACFO) for a newly created, successor position to the CFO. Under the mentorship of the CFO, the Associate Chief Financial Officer will provide leadership to the finance department in areas of financial planning, debt financing, and budget management functions. This person will work closely with the current CFO over several months while learning the unique business aspects of Commonwealth Care Alliance to ensure an orderly transition of CFO duties. The Organization Commonwealth Care Alliance (CCA) is a consumer governed not-for-profit comprehensive care delivery system that provides a full spectrum of medical and social services for people with complex needs covered under Medicaid and for those dually eligible covered by both Medicaid and Medicare. Commonwealth Care Alliance was established in 2003 along with founding partners: Community Catalyst (CC), Health Care for All (HCFA), and the Boston Center for Independent Living (BCIL). Robert J. The vision of CCA is to bring high quality and personalized care to these individuals by improving the health and self-management of chronic illness, reducing hospitalizations and institutionalizations, and managing costs for the public payers. See www.commonwealthcare.org. CCA is one of four Senior Care Options (SCO) programs in Massachusetts. The SCO Program is a Fully Integrated Dual Eligible Special Needs Plan under Medicare Advantage. This program began as one of the original national dual eligible demonstration programs and has led to the current national policy change and broader based demonstrations. Commonwealth Care Alliance also delivers care to younger disabled individuals through collaborative relationships with another Massachusetts Managed Care Organization. CCA s Care Model, Delivery System and Profile The Health Care Model and Delivery Sites Since 2004, CCA has expanded the care delivery network from six to 40 enhanced primary care medical homes that are in varying states of evolution. The sites include community health centers, group practices, solo practices, and IPA networks. CCA provides more than 166 nurses or NPs and about 60 geriatric social workers who are integrated into their practices to augment the members primary care physicians. CCA s initial network of primary care practices was selected because they had demonstrated clinical and financial management experience caring for the frail elderly population. CCA has approximately 15,000 members and over $600 million in annual premium revenue; because of growth initiatives, membership is expected to continue growing rapidly. 2
One Care Financial Alignment Demonstration In response to a MassHealth (Medicaid) initiative, CCA developed a program to integrate care for MassHealth/Medicare beneficiaries, i.e., those who are dually-eligible, between the ages of 21 and 64 populations with special health care needs the developmentally disabled, severely physically disabled, the mentally ill, and medically complex. This is a demonstration program, whereby MassHealth and CMS is using combined Medicaid and Medicare funding to contract in a global payment context with One Care entities, to provide integrated and comprehensive care (including the full spectrum of acute, ancillary, primary care, behavioral, pharmacy, and long term services and support) to populations of dually eligible adults. This program helps CCA achieve its key strategic goal of extending its highly successful SCO program to individuals under the age of 65. The program is anticipated to continue to grow rapidly and become CCA s largest program. The Position Under the mentorship of the current CFO, the ACFO will be responsible for oversight of the finance and accounting department, including overseeing daily operations, directing and coordinating the financial planning and budget management functions, and recommending benchmarks for measuring financial and operating performance. This role will provide strategic financial leadership and support for the evaluation of potential alliances, acquisitions, mergers, pension funds, investments and/or other issues affecting the business. In addition to preparing to move into the CFO role, the ACFO will: Manage the preparation of all financial reports, financial outlooks and financial forecasts Lead the team to produce the financial analysis for contract negotiations and product investment decisions Work with department managers to develop five year business plans In collaboration with the CFO, establish short- and long-range departmental goals, objectives, policies, and operating procedures Design, establish, and maintain an organizational structure to effectively accomplish the department s goals and objectives Build, develop and manage a high performing finance team capable of carrying out needed initiatives Provide training and career pathways to members of the finance department Serve as primary government liaison and represent the company externally relative to financial issues The Candidate The right candidate will have a strong understanding of Medicare, Medicare Advantage, and Medicaid (MassHealth), a proven track record of leading financial teams in complex, growth oriented organizations and will have experience serving populations with special health care needs. S/he will have a Bachelor s degree, with a Master's in Business Administration or Healthcare Administration highly preferred. S/he will also have: At least seven years of experience at a senior leadership professional level in Healthcare Finance with full managerial responsibility 3
Working knowledge of generally accepted Accounting Principles, Healthcare Reimbursement including CMS and Managed Care related regulations, and Budgeting/Pro Forma development Experience with financial technology tools Experience working with government regulators Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects Ability to convey complex financial information in clear, easily understood terms Demonstrated ability to mentor and grow staff Knowledge of automated financial and accounting reporting systems Excellent analytical and problem solving skills Excellent interpersonal and communication skills The ability to deal with difficult situations and people Good listening skills A strong understanding of business as well as finance, be skilled at explaining financial issues and decisions to non-finance people The ability to quickly become familiar with data, specifically, the financial and operational analysis of the business The ability to collaborate, but also have the experience and judgment to be able to be decisive when appropriate The skills to be a consultant to the senior leadership team Critical Success Factors Assess, hire, build and manage an effective finance team Mentor staff and create pathways for career advancement in the department and organization Have a clear understanding of the organization s strategic direction and put in place plans for the Finance Department to support that strategic direction Create a culture of quality and service within the department, coaching staff to understand and serve the internal and external customers Create strong relationships with members of the organization as well as governmental regulators both at the Federal and State level Compensation A compensation package will be constructed commensurate with the background and experience of the selected candidate.
