1 MASSACHUSETTS GAMING COMMISSION: CHIEF INFORMATION OFFICER JOB DESCRIPTION The Massachusetts Gaming Commission invites applications for the position of Chief Information Officer. The Commission is a new and exciting agency charged with the responsibility for licensing and overseeing expanded gaming and horseracing throughout the Commonwealth of Massachusetts. Created by legislation passed in November, 2011, the Commission began its operations in April, Headquartered in the heart of Boston's financial district, the Commission has moved quickly to hire key employees, take charge of horseracing, promulgate the regulations that will govern gaming licensing, accept initial applications for gaming licenses and formulate policies that will lie at the heart of the Commission's operations. Over the next t w e l v e t o eighteen months, the Commission foresees rapid growth from its small current staff to a staff capable of licensing and overseeing all of the Commonwealth's casinos, its slots parlor and its racetracks, as well as the thousands of employees, suppliers, and vendors needed to support them. As it grows and increases its regulatory responsibilities, the Commission is committed to a fair, transparent, and participatory process for implementing the new casino gaming legislation and is seeking employees who can and will make that commitment a reality. SUMMARY OF DUTIES The CIO is responsible for a broad range of activities including the evaluation of new technologies both in IT and the gaming industry, the development of technology policies, strategic planning to ensure the alignment of IT resources with the Massachusetts Gaming Commission (MGC) objectives, and the management of all IT resources to meet the operational needs for the agency of approximately 150 employees at the headquarters and in regional offices statewide. This is a senior level position that requires the ability to understand technological issues and translate them into language that highlights the policy and economic implications. Other responsibilities include operational planning, budgeting, participation in bidding procedures for the procurement of IT resources, supervision of staff, contractors and consults, IT security and IT continuity.

2 Development needs of the MGC include: Criminal History Interface: The CIO will be responsible for creating a strictly controlled interface on criminal history with the Federal Bureau of Investigation, the Internal Revenue Service and the state police License System Development: The CIO will oversee the development of a system which will track and assist in the license processes for all applicants, including vendors serving casinos and employees of casinos. This system will also need to include an interface or facility for incorporating a digital fingerprint and a license card printing system. Security: The CIO is responsible for establishing internal controls to address attacks on computer resources and protect confidential information Central Accounting and Auditing: Develop a central accounting and auditing computer system that monitors electronic gambling terminals and systems which is connected to licensees systems and designed to communicate gaming activity for the purposes of assuring the integrity, accountability, security, honesty and fairness of the operation and administration of electronic gaming devices. Financial System Development: This system will address the MGC s significant casino gross revenue reporting and fund accounting responsibilities as well as an accounts payable module. Computer Assisted Audit: A system will be needed that will assist the MGC with near real-time auditing coupled with communication links to the casinos. Digital Surveillance: Develop with licensees a digital surveillance interface that allows remote monitoring of licensed locations and could be modified to provide for ongoing monitoring of internet gaming activities. Gaming Equipment Testing: (If authorized by the Commission) work with the IEB to develop a gambling lab for analysis of electronic gambling equipment and its compliance with Massachusetts law and regulation or coordinate with a private lab for testing the equipment. The CIO will also be responsible for addressing the MGC s responsibilities regarding the rapidly expanding field of gaming technology, including: electronic table games; multi-casino progressive payouts; and server supported slot machines. The CIO will need to consider and recommend any relationships

3 and/or partnerships that may be appropriate in the interest of a continued technology plan for the MGC. IT Service needs of the MGC, to be overseen by the CIO, include: IT Help Desk Website Development and Enhancement Backup of PC Documents and necessary emergency recovery Document Management including public records, search and discovery Scheduling Systems Central accounting and auditing computer system Digital surveillance interface REPORTING LINES The CIO will be the single point of IT responsibility for the MGC and will report to the Executive Director. An IT organizational structure will report to the CIO including an anticipated two IT Managers and two IT Support Specialists. In addition the CIO will coordinate IT functions with the entire staff of the MGC including: audit; investigations and law enforcement; legal; licensing; administrative services; accounting; financial reporting; and external affairs. EXAMPLE OF FUNCTIONS AND ACTIVITIES INCLUDE: Plans, organizes, directs, controls and evaluates the operations of MGC information resources. Develops and implements systems, policies, procedures and documentation for IT resources Implements and maintains security policies In coordination with the MGC Budget and Reporting Office, reviews operating costs, proposed expenditures for hardware and software and makes recommendations for cost savings Ensures compliance with all software licensing agreements. Develops procedures and controls to insure that the data of the MGC is backedup on a regular basis and stored at a secure location in accord with best practice IT standards. Tests the back-up IT plan on a regular basis Recommends technological alternatives to streamline functions and improve productivity

4 Ensures that workstations, operating systems and software applications are operational Responsible for compliance with all software licensing agreements. Responsible for information technology project oversight Oversees hardware and software maintenance agreement expenditures and oversight Plans, directs, and monitors information service and telecommunications contracts and acquisitions, providing direct support to program areas. Develops investment strategies relating to cost benefit analyses of software renovation versus new acquisitions, analyzing computer equipment to be purchased, training of agency staff, and managing office automation. Provides, as a senior manager, counsel and advice to the Director or designee regarding technology and the overall management of the agency. Coordinates and monitors agency information processing systems and telecommunications systems to ensure compatibility and uniformity throughout the agency. Ensures that the agency information processing systems and telecommunications systems meet policies, standards, and guidelines as established by the state. Serves as chief agency representative to the state, other governmental agencies, and private industry for all matters dealing with information technology and telecommunications. Serves as the agency s Chief Information Security Officer for IT by developing and maintaining IT security policies, standards, and guidelines to ensure that the agency s IT infrastructure is protected from external and internal security threats. Consistently demonstrates to customers an interest in addressing their problems. Provides accurate and timely communication ensuring proper notice to, consultation with, and direction from the Executive Director. MINIMUM QUALIFICATIONS 1. Bachelor s degree in Computer Science, Engineering, Mathematics or related degree. An advanced degree is preferred 2. At least eight years total experience in the field of Information Technology with at least three in a supervisory capacity 3. At least four years experience developing and managing extensive IT systems for a medium sized or large company or public agency

5 4. Established competence in verbal and written communication, as well as management skills, are required 5. Experience in gaming industry and/or law enforcement IT is preferred COMPENSATION The Chief Information Officer s salary will be commensurate with his or her experience.
