2 CLASSIFICATION: HUMAN SERVICE SPECIALIST II DIVISION: COMMUNITY SUPPORT DEPARTMENT: HEALTH AND HUMAN SERVICES SERVICES PAY RANGE: OPEU FLSA CATEGORY: NON-EXEMPT PHYSICAL REQUIREMENTS: ATTACHED WORKERS COMP CODE: 8742 POSITION: OCCUPATIONAL THERAPIST/HUMAN SERVICES SPECIALIST II REPORTS TO: COMMUNITY SUPPORT SERVICES MANAGER SALARY: Range 20 Budget Code: JOB DESCRIPTION GENERAL STATEMENT OF DUTIES: Performs a variety of tasks in support of program objectives. Responsible as part of a multidisciplinary team to provide evidence-based, recovery oriented services to youth and adults with mental health challenges and their families and provide clinical supervision to the Supported Employment team. Person will on occasion provide mutual coverage for other staff in the wellness & recovery and supported employment programs. Requires some evening hours and may require Saturdays 1-2x/year. Primary duties include development and clinical supervision of evidence-based supported employment services; provision of Occupational Therapy services in Yamhill County and as part of the Early Assessment and Support Alliance (EASA), to provide effective care and community support to young people experiencing a first episode of psychosis; provides illness management & recovery, dual diagnosis, supported employment and supported education services to adults with mental health challenges as part of a comprehensive and integrated Community Support Services program. WORK SCHEDULE: 40 Hours/Week SUPERVISION RECEIVED: Works under general supervision of Human Services Specialist or Program Manager. Employee is required to participate in at least two hours of clinical supervision (or proportional amount for part-time staff) related to the development, implementation, and outcome of services each month. At least one hour of this supervision must take place during individual face-to-face meeting(s) with the clinical supervisor. The other hour may be group supervision. Clinical supervision will generally be provided by the clinical supervisor and/or Program Manager and will be focused on assisting the employee to increase skills, improving quality of services to individuals and supervising compliance with program policies and procedures. SUPERVISION EXERCISED: Supervision of Human Services Techs, Associates, Specialist I and Occupational Therapy Students
3 EXAMPLES OF PRINCIPAL DUTIES GENERAL DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: 1. May perform the duties of a Human Services Specialist I. 2. May interview clients, parents, petitioners, and collateral contacts in preparing social histories and accumulating pertinent information for further diagnostic purposes. 3. May recommends to the court, law enforcement agencies, and other social and health facilities disposition or management of problems involving chemically dependent or people with emotional, or developmental disabilities. 4. May administer psychological tests for definitive, diagnostic purposes. 5. May be primary counseling and case management provider for direct services in chemical dependency; family and child guidance counseling; marriage counseling; counseling for mentally ill children and adults; and for formerly institutionalized clients upon their return to the community. Makes determination regarding filing for court commitment of mentally disturbed, mentally retarded, alcohol or drug addicted clients; persons and families with emotional problems in connection with acute and chronic physical handicaps and illnesses; 24 hour emergency services to persons who are a danger to themselves or others or who have overdosed on alcohol or other drugs. 6. Participates in mental health and chemical dependency consultation to schools, juvenile department counselors, vocational counselors, community health nurses, law enforcement agencies, nursing homes, hospitals, and other community agencies or professional persons serving mentally and emotionally disturbed, developmentally disabled, and alcohol/drug abuse clients. 7. Provides in-service training programs for other professional persons or facility staff who work with mentally and emotionally disturbed, developmentally disabled, or alcohol and drug abuse persons. 8. Assists in program evaluation and research activities. 9. Provides mental health and chemical dependency education and information to promote public interest and advocacy for services for people who are chemically dependent, and who have psychiatric, emotional and developmental disabilities. 10. Maintains current records of treatment as required. 11. Prepares necessary reports; performs other administrative tasks required by the program supervisor. SPECIFIC DUTIES AND RESPONSIBILITIES: APPROXIMATE HRS/WK 13 EASA: Serve individuals age who are at high risk of developing serious mental illness or exhibiting signs of first onset psychosis and their families; Functional assessment with focus on sensory processing and cognitive functioning; provide Supported Employment (SE) and Supported Education (SEd) services, coordinate services with team, co-facilitate Multi-Family Group, track data on national data base. 8 hours: EASA services 5 hours: Project Access 8 Supported Employment: Evidence-based supported employment program development and clinical supervision of SE services; OT assessment with focus on sensory processing and cognitive functioning, career exploration, job search, job placement, and job retention, benefits education/coordination/income reporting, and coordinate with outside agencies/employers. 5 Coordination Treatment Focused Work Crews: Coordinate scheduling of individuals referred for treatment and rehabilitation services on Abacus work crews; assist with review of treatment goals and
4 objectives; and provide clinical supervision to Human Service Associates and Techs facilitating treatment activities. 4 Psychosocial Group and Psychoeducation Classes: Facilitate groups and classes that provide individuals with mental illness training and education to enhance their ability to live independently, manage his/her illness, and promote recovery. 2 Supported Education: Functional assessment with focus on sensory processing and cognitive functioning, advocate in IEP/504 plan process with recommendations based on assessment, advocate/coordinate with school teachers/counselors/disability services offices, provide direct support services to clients/families, and assist with financial aid search/application. 4 Documentation: Document service activities and consumer progress, write OT assessment reports, develop client service plans, supported employment documentation, and other record keeping duties. 2 Coordination and team planning with other staff. 2 Supervision of Human Services Associate, Human Services Specialist I and Occupational Therapy Students JOB SPECIFICATION KNOWLEDGE OF: Occupational Therapy theory, assessment tools and interventions for individuals with mental health challenges. Community mental health and techniques for treatment of individuals with mental health challenges. Relationship of mental health/chemical dependency disciplines to the field of community psychiatry. Concept of recovery and resiliency for individuals with mental health challenges. Models, tools and techniques to assist individuals with mental health challenges obtain and maintain competitive employment. General mental health, co-occurring disorders and other issues related to people with mental health challenges. Skill training interventions that support clients in achieving recovery goals. Mandatory reporting requirements and the appropriate levels of information to be shared. Confidentiality rules, especially those specific to program area. Policy, rules and regulations for program. Community and partner agencies and resources relevant to program. Impact of income on a client s benefits (e.g., SSDI, SSI, food stamps, housing subsidies) ABILITY TO: Treat others with dignity and respect; works with integrity and ethically. Work with individuals with mental health challenges. Administer Occupational Therapy assessment tools, generate reports and provide OT interventions. Understand the behavior of people under stress. Consistently at work and on time. Ability and character to maintain confidential communications and protect confidentiality of records. Communicate effectively orally and in written form.
5 Use time efficiently, demonstrates accuracy and thoroughness. Write concisely and prepare meaningful reports. Work harmoniously with peers and professionals in various disciplines and other professional and nonprofessional people in the community. Operate a motor vehicle. Interpret and apply laws and policies to specific problems related to program delivery. Operate in the Microsoft Windows environment inclusive of using Word, record keeping programs, general keyboarding, and other computer skills. MINIMUM EXPERIENCE AND TRAINING: Person filling this position must have a Master's degree from an accredited school in Occupational Therapy and one year of experience as a human services specialist 1. Must qualify as QMHP. Requires general keyboarding and computer skills, including working knowledge of Microsoft Office. Must have an NPI number or be able to get one upon employment. Must not be excluded from participation in federal health care or federally-funded programs that provide health benefits and must not be excluded from participation in federal procurement (Federal Acquisition Regulation) and non-procurement activities (Executive Order No ). OTHER REQUIREMENTS: Ability to secure and maintain a driver s license valid in the state of Oregon, or an acceptable alternative means of transportation. May be required to drive a County vehicle. Employees authorized to operate a private vehicle on County business are required to carry a valid driver s license and liability insurance minimums as outlined in ORS Successful completion of a background check. WORK ENVIRONMENT/PHYSICAL DEMANDS SUMMARY: The employee works in the community and an office environment, and uses a computer, telephone and other office equipment as needed to perform duties. The noise level in the work environment is typical that of an office. Work also involves travel within the county and to other locations for skill training and supported employment services, staff training and meetings. The employee may encounter frequent interruptions throughout the workday. The employee is regularly required to sit or stand up to 70% of the time, talk, or hear 100% of the time, frequently required to use repetitive hand motion, handle or feel, and to stand, walk, reach and bend up to 15% of the time. Required to lift up to 20 pounds regularly and 30 pounds occasionally. The physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job.
