MINUTES OF A MEETING OF TWYNING PARISH COUNCIL HELD ON MONDAY 18 MARCH 2013 AT ANN TOWNEND HALL 8.00pm Present: Cllr J Horsfall (Chairman), Cllr G Cowper, Cllr R Edes, Cllr P Ellis, Cllr D Herold, Cllr D Murray, Cllr W O Dell and Cllr M Rushby. 37 members of the public, Mrs S Satchell (Clerk), Mr J Page (RFO), Cllrs V Smith and M Sztymiak (GCC), Cllr G Shurmer (TBC) The Chairman welcomed those present. He had received many admiring comments about the planting up of the area around the war memorial and thanked Pete Nottingham for his work. Sandra Lawson of the Village Inn confirmed they would hold a supply of dog waste bags for the use of villagers. Presentation by Persimmon Homes regarding land at Brockeridge Road, Kate Tait (Strategic Planning Director, Persimmon Homes South Midlands) Katherine Else (RPS, planning consultants) Chris O Hanlon (Strategic Planner, Persimmon Homes South Midlands) Ms Tate confirmed that Persimmon Homes intended to submit a planning application to develop the field on the corner of Brockeridge Road and Church End Lane. Following the coming into force of the National Planning Policy Framework, it was apparent to Persimmon that TBC had failed to identify sufficient housing land. They proposed a development between 70 100 houses on the site and would submit a planning application around May 2013. Issues raised: Where would the children go to school as Twyning School was full? The sewerage system in the village was inadequate for the existing houses. Was the footpath across the field accommodated within the development? Would the whole site be developed at once? What would be the visual impact of the development? What proportion of the scheme would be affordable housing? Had a flood risk assessment been carried out and were Persimmon aware of the high water table? Would the balance of the site be kept as a public open space or developed at a later stage? Persimmon intended to have a public consultation and welcomed direct comments from residents at this stage. 59/13 Matters arising not otherwise on the agenda 60/13 Request for a grant by Twyning Sports Club Some Councillors had visited the facility and commented as follows: Prior to commencement of the improvement programme the facilities were not fit for purpose. The sports ground was not best placed to serve the parish and consideration should be given to moving the ground to the other side of the A38 if land became available. Twyning Sports Club ran the ground and hired the facilities out to other clubs. The ground was used by a great deal by people who did not live in the parish. The club should make more effort to promote the facility to people in the parish. It was resolved that the Parish Council would pay for works up to the value of 2,000 (net of VAT) to promote energy saving within the club house. 61/13 Balances Balances at 28/02/13 were: HSBC Current A/C 3,458.03 HSBC Deposit A/C 6,857.08 COOP 3 month Bond 30,703.25 ( invested to 15/11/13) Nationwide Treasurer's A/C 22,558.97 Total 64,539.05 The RFO confirmed that he would arrange to transfer 2,000 from the deposit account to the current account to meet the anticipated payments. 62/13 Cheques Clerk s salary (February) 298.73 (net of tax) Clerk s expenses (February) 42.69 Chairman s allowance (February) 30.00 TVHMC (February meeting) 16.00 TVHMC (February Playgroup) 240.00 HMRC (PAYE/NI for March Qtr.) 236.00 GAPTC subscription 351.22 Grants and donations: Twyning PCC (Churchyard maintenance) 625.00 Twyning Luncheon Club 300.00 TRAC (play area maintenance) 600.00 It was resolved to make the above payments. 63/13 Financial Officers Report The RFO proposed to try HMRC s own software to submit the Real Time payroll returns but if this proved unsatisfactory it might be necessary for the Council to purchase payroll software. 3 applications had been received for the post of RFO and the staffing committee would arrange interviews. 64/13 Appointment of Internal Auditor It was resolved to re-appoint Margaret Highton. 65/13 Clerks report GAPTC were calling for resolutions for their AGM in July. 66/13 Formal confirmation of permission to install bench on the Quay (Jubilee Committee) It was resolved that the Council would permit the Jubilee Committee to install a bench on the Quay as a replacement for one of the existing benches. 61

67/13 Applications to use Village Green Gloucestershire Morris Men 7 th May Charity Cricket match August 3rd Austin Healey Club: 21 st April ( to coincide with National Drive it Day as promoted nationally across the UK by the Federation of British Historic Vehicle Clubs (FBHVC) 23 rd June 20 th July (as an evening BBQ) 17 th August (as an evening BBQ) 22 nd September (as an evening BBQ) It was agreed to permit the above events. 68/13 To consider a request from Gary Lawson to have a Guy Fawkes event on the Green on 2 November 2013 This was adjourned to the next meeting. 69/13 Request from Mrs Monks, Showborough Court for confirmatory grant of right of way The Clerk was to report comments on the draft documents to Chris Lutton and summarise the contents of the deeds for Councillors. 70/13 Plans for the Parish Assembly 2013 22 April 7.30pm Village Hall. It was agreed that Ron Hesketh Chaplain to West Mercia Police would speak and also Dave Luckett. Mark Heeks and the Chairman would arrange to provide refreshments. 71/13 Planning See schedule for planning decisions. It was agreed that an extraordinary meeting of the Parish Council would be called to discuss the application for extraction of sand and gravel from land adjacent to Pages Lane (13/0017/TWMAJM) 72/13 Borough Council matters Cllr Shurmer confirmed that TBC were pursuing reinstatement of the land across which a track had been created on Brockeridge Common but the land remained too wet for work to be carried out. He confirmed that the Joint Core Strategy was still going through the consultation process. 73/13 County Council matters There would be no increase in Council Tax. There was a Report It section on the County Council web site should individuals wish to report pot holes. Twyning was due a Fix First Visit shortly. 74/13 TRAC report The Chairman s post was currently vacant and there had been a suggestion that TRAC would like to pass responsibility for the play area to the Council. The area was included as part of TRAC s lease from the Council. Was there any liaison between TRAC and the Sports Club and would there be merit in the organisations getting together? 75/13 Mini Bus report No report. 76/13 Village Hall Management Committee Report No report. 77/13 Report from working group - recycling bank A report back from TBC was awaited. 78/13 Dog fouling E mail received from Vicky Young 62

This was adjourned to the next meeting. The Clerk and Village Warden were to attend a meeting with Tewkesbury Town Council to find out about their strategy. 79/13 To discuss quotes for urgent work on plane trees on The Green It was agreed that the Council did not wish to remove the lower branches from the plane trees on the Green. It was resolved to accept the quote from Matt Hale to undertake the urgent work on the plane trees. 80/13 To discuss grass cutting 2013 Having considered the other available quote it was agreed to request that TBC cut the grass in the village during 2013. The Clerk was asked to investigate whether TBC would add the Quay to the cutting rota if the access ramp was widened. No action was planned at present in relation to mole activity. 81/13 Village Environment a) Village Warden s report Dave Luckett had prepared a written report which had been circulated to Councillors. b) Littering at and possible closure of unofficial lay-by Brockeridge Road Dave Luckett reported that there were problems with overnight parking and associated waste, including human waste. The volunteer litter picker was considering giving up because of the magnitude of the problem. The Clerk and Dave Luckett to consult GCC and Mr Vizor. The work undertaken by the volunteers was much appreciated. 82/13 Training Meetings and Courses None at present. 83/13 Any other matters to be drawn to the Council s attention The Clerk had received an E mail about the state of the bench and bin by the Pound.
