Call fr Prpsals ACTIONS PLANNED UNDER THE PARTNERSHIP - EPIET SCIENTIFIC COORDINATION 1. BACKGROUND INFORMATION The Eurpean Centre fr Disease Preventin and Cntrl (ECDC) was established by the Eurpean Parliament and Cuncil Regulatin 851/2004 f 21 April 2004 t identify, assess and cmmunicate current and emerging threats t human health frm cmmunicable diseases and describes that the Centre will enhance the capacity f the scientific expertise in the Eurpean Cmmunity and supprt Cmmunity Preparedness planning. It shuld supprt existing activities, such as relevant Cmmunity actin prgrammes in the public health (PH) sectr, with regard t the preventin and cntrl f cmmunicable diseases, epidemilgical surveillance, training prgrammes and early warning and respnse mechanisms, and shuld fster the exchange f best practices and experience with regard t vaccinatin prgrammes. 1.1 What is ECDC ding fr training in the Eurpean Unin? Prir t the establishment f ECDC, the Eurpean Cmmissin funded the Eurpean Prgramme fr Interventin Epidemilgy Training (EPIET) t develp a Eurpean netwrk f interventin epidemilgists thrugh a 2-year training prgramme. The EPIET prgramme was integrated in ECDC in Nvember 2007. Since the beginning f EPIET, ver 270 Eurpean epidemilgists have enrlled in the prgramme. Part f ECDC s mandate is t supprt and crdinate training prgrammes in rder t assist Member States and the Cmmissin t have sufficient numbers f trained specialists, in particular in epidemilgical surveillance and field investigatins, and t have a capability t define health measures t cntrl disease utbreaks. In additin t EPIET, the ECDC hsts and crdinates the EU Prgramme fr Public Health Micrbilgy training (EUPHEM), which is als a 2 year fellwship, where fellws are trained in clse crdinatin with EPIET. The scientific crdinatin f EPIET and EUPHEM is ensured by the Fellwship Scientific Crdinatin Grup, which is part f the ECDC Public Health Training Sectin. In this same Sectin, the Prgramme Office ensures the administrative and lgistics supprt t the fellwships and the Netwrk Strengthening Grup ensures supprt fr fellwship prgrammes such as training f trainers, training material develpment and didactical supprt. 1.2 What is EPIET? EPIET is a fellwship prgramme which prvides training and practical experience in interventin epidemilgy at assciated training sites: the natinal and reginal centres fr surveillance and cntrl f cmmunicable diseases in the Eurpean Unin (EU) as well as in internatinal rganisatins based in the EU. The prgramme is aimed at EU public health prfessinals with previus experience in public health and wh are willing t pursue a career in field epidemilgy in Eurpe. The prgramme is funded by the Eurpean Centre fr Disease Preventin and Cntrl (ECDC) with cntributins f institutes training EPIET EU and MS track fellws. 1.3 What are the bjectives f EPIET? The primary bjective f the EPIET prgramme is t prvide state-f-the-art training in field epidemilgy enabling its fellws t apply epidemilgical methds t a wide range f public health prblems in Eurpe. The main emphasis f the prgramme is n learning-by-ding activities. Other prgramme bjectives include: T develp a Eurpean netwrk f public health epidemilgists using standard methds and sharing cmmn bjectives; T strengthen the surveillance f infectius diseases in member states and at EU level; T develp respnse capacity at natinal and Cmmunity level t meet cmmunicable disease threats thrugh rapid and effective field investigatin and cntrl; T cntribute t the develpment f the Cmmunity netwrk fr the surveillance and cntrl f cmmunicable diseases; T prmte the develpment f natinal training prgrammes in field epidemilgy in all EU member states. 1

The fellwships last tw years. Ten percent f this time is used fr frmal training curses. During the remainder f the time, fellws are placed in a training site in an EU cuntry. The EPIET prgramme cnsists f tw tracks: the EU track and the Member State (MS) track, In the EU track, ECDC prvides financial supprt fr the fellws incme, funds the fellws accmmdatin/travel t mdules, prvides the scientific crdinatin as well as supprt fr administratin and lgistics. The fellws are placed in training sites utside f their cuntry f rigin. The MS track f EPIET has an identical training cntent, yet is primarily targeted t strengthen the wrkfrce fr field epidemilgy in the cuntry f rigin. The fellws remain in their cuntry f permanent residence fr the training. Salaries are prvided by the MS while ECDC ensures access t the training mdules & cnferences, funds the fellws accmmdatin/travel t mdules, prvides the scientific crdinatin as well as supprt fr administratin and lgistics. The fellwship starts with a three-week intrductry curse n infectius disease epidemilgy. This curse prvides basic knwledge f interventin epidemilgy and aims t inspire strng mtivatin fr field wrk. Fllwing the intrductry curse, fellws spend 23 mnths at a training site in a EU member state r Nrway. Training institutes selected t hst an EPIET fellw are thse with respnsibilities fr cmmunicable disease surveillance, epidemilgy, and public health advice. During their attachment, fellws will prvide service functins as required, but are als required t: Cnduct utbreak investigatins; Analyse, design, r implement a surveillance system; Plan, develp and/r cnduct a research prject n a relevant public health issue; Gain acquaintance with labratry techniques; Supprt public health decisin making; Present and publish the results f their wrk t the scientific cmmunity; Teach epidemilgy. Other functins can be perfrmed accrding t the needs and pprtunities in specific hst cuntries and will be decided by the lcal supervisr. A single activity r prject can serve several pedaggical bjectives. Each fellw is expected t learn and then apply epidemilgical methds and judgement necessary t perfrm field epidemilgy activities. All the pedaggical bjectives aim at develping cmpetence in detecting, investigating, evaluating public health prblems related t cmmunicable diseases and rapidly prviding scientifically sund infrmatin t help slve public health prblems. 1.4 Hw is the EPIET training crdinatin dne? 1.4.1 Lcal crdinatin : Supervisin n site Training supervisin is prvided in tw ways. Day-t-day supervisin is the respnsibility f the supervisr team at the training site and shuld cver n average 4 hurs per week. Scientific review and pedaggical supprt is als prvided at a distance by the EPIET scientific crdinatrs, t ensure that all fellws have equal pprtunities t develp their knwledge base and skills. 1.4.2 Central Scientific Crdinatin The EPIET scientific crdinatrs (ESCs) clsely mnitr and regularly appraise the prgramme at training sites, s that the training meets the needs f individual fellws, as well as the brader educatinal bjectives f the prgramme. ESCs regularly review the activities f the prgramme, t ensure that it keeps abreast f needs and develpments within the Eurpean netwrk, and with partners. 2. FRAMEWORK PARTNERSHIP AGREEMENT ECDC established 4-year Framewrk Partnership Agreements (FPAs) in 2007 with institutins in France, Spain, Germany and the UK. These institutins cntributed t the scientific crdinatin f the EPIET prgramme, cnsisting f prviding epidemilgical expertise devted t the scientific crdinatin f EPIET n a full time (100%) r part time (at least 50%) basis. ECDC has the preference fr full time psitins. 2

ECDC plans t establish new FPAs in 2011, with institutins in the Eurpean Unin, as well as Nrway, Iceland r Liechtenstein willing t cntribute t the scientific crdinatin f the EPIET prgramme. Tasks expected frm the experts are described in Annex IA and IB here within. ECDC seeks 5 full time equivalent f senir epidemilgist psitins in EU member state public health institutins t fullfill the EPIET Scientific Crdinatin (ESC) rle. Initially, ne f the ESC will crdinate the MS track, this number may increase in subsequent years t reflect the develpment f the EPIET prgramme. The ESCs funded by ECDC shall be emplyed by the beneficiary institutin. The FPAs will be signed with successful institutins fr an initial perid f tw years with the pssibility f an extensin nce fr a further tw years (2+2). Implementatin f the framewrk partnership agreements will be dne thrugh the signature f Specific Grant Agreements each fr a perid f up t 12 mnths (Sectin 4 prvides mre infrmatin n the specific grant agreements). 3. BUDGET Annex III t the Call fr Prpsals (Mdel Framewrk Partnership Agreement), Articles II-15 thrugh II-20 (Part B Financial Prvisins ) cver the financial supprt fr this actin. The indicative budget allcatin ptentially available fr this actin is EUR 2.4 millin. Specific agreements will be issued subject t budget availability. 4. SPECIFIC AGREEMENTS Every year, ECDC will issue a Request fr Prpsal t institutins that have a FPA in place. The Request will specify the full time equivalent psitins required by the EPIET prgramme fr the scientific crdinatin functin. The Request will cver a maximum f 12 mnths. After acceptance f the Prpsal, the beneficiary institutins will be awarded a grant cvering a maximum f 90% f the eligible csts. C-financing amunting t nt less than 10% f the estimated ttal eligible cst f the actin shall be required frm the partner. See Annex III t the Call fr Prpsals (Mdel Framewrk Partnership Agreement, Article II.15 in Part B Financial Prvisins) which specifies the criteria fr eligible csts. Please nte that the prvisin f ffice space, internet cnnectin at the ffice and a landline prviding access t natinal and internatinal numbers, cmputer supprt (including laptp), mbile phne with subscriptin fr internatinal calls etc is required. Institutins are t ensure allcating the apprpriate level f senir epidemilgist with managerial skills t this actin and assign the apprpriate salary level, taking int accunt the Framewrk Partnership Agreement (see Annex III t the Call fr Prpsals (Mdel Framewrk Partnership Agreement, Article II.15.2, Part B-Financial Prvisins), Travel csts including transprt, accmmdatin and per diems accrding t ECDC s rules fr meetings, t mdules, site visits and crdinatr meetings will be rganised and paid directly by ECDC. The Prpsal shuld include the fllwing dcuments and infrmatin: - The curriculum vitae fr the epidemilgist(s) prpsed as an ESC; - The amunt f time that the epidemilgist will devte t the actin (full-time r part-time minimum 50%). ECDC will accept, reject r rganize an interview with the epidemilgist(s) prpsed by the beneficiary institutin, within 21 days after receptin f the Prpsal, n the basis f the requirements and criteria defined in Annex I-B. Institutins will be infrmed f the utcme f the selectin prcess. Once successfully identified, the ESC will remain psted in their natinal institute but will wrk part- r full-time n the scientific crdinatin f the EPIET prgramme. The technical supervisin f the ESC-EU is ensured by the EPIET chief scientific crdinatr based at ECDC in Stckhlm while the managerial supervisin remains the respnsibility f the partner institutin where the ESC-EU is emplyed. Technical supervisin f the ESC-MS is ensured by the Head f Public Health Training Sectin at ECDC, wh will crdinate the wrk f the EPIET Chief Scientific Crdinatr, the EPIET-MS scientific crdinatr and the EUPHEM Chief Scientific Crdinatr. 3

The activities f the Fellwships scientific crdinatr grup (all EPIET and EUPHEM scientific crdinatrs), receive full supprt frm the Prgramme Office based at ECDC. 5. SUBMISSION OF THE PROPOSAL FOR FPA Institutins, fulfilling the cnditins and stating that they d nt fall under any f the exclusin criteria (see sectins 6 t 7 belw), are invited t submit Prpsals fr the scientific crdinatin f EPIET t ECDC. In drawing up the Prpsal, the applicant institutin shuld bear in mind the prvisins f the Standard Framewrk Partnership Agreement and the Specific Grant Agreement attached t this Call fr Prpsals (Annex III and Annex IV) as submissin f a Prpsal implies their acceptance. The Prpsal must include all the infrmatin and dcuments required fr the grant evaluatin n the basis f the selectin criteria and the award criteria set ut belw. 6. ELIGIBILITY CRITERIA The eligibility criteria shall determine the cnditins fr participating in a call fr prpsals. 6.1 Eligible applicants Eligible are prject prpsals which are submitted in the frm f a written grant applicatin (see the standard grant applicatin frm), by the fllwing type f applicant: One r (jintly) several entities with the agreement f the Member State(s) directly cncerned with the actin; ECDC will allw cnsrtia f institutins/entities t submit prpsals fr FPA. Prpsals submitted by natural persns are nt eligible. Applicants must shw that they exist as a legal entity, by prviding the frm set ut in the applicatin frm. Prject prpsals submitted by third cuntries r legal r natural persns established utside EU cuntries cannt be beneficiaries f the grant. 7. EXCLUSION CRITERIA Applicants shall be excluded frm participatin in the Call fr Prpsals if they are in any f the fllwing situatins: a) are bankrupt r being wund up, are having their affairs administered by the curts, have entered int an arrangement with creditrs, have suspended business activities, are the subject f prceedings cncerning thse matters, r are in any analgus situatin arising frm a similar prcedure prvided fr in natinal legislatin r regulatins; b) have been cnvicted f an ffence cncerning their prfessinal cnduct by a judgment which has the frce f res judicata; c) have been guilty f grave prfessinal miscnduct prven by any means which ECDC can justify; d) have nt fulfilled bligatins relating t the payment f scial security cntributins r the payment f taxes in accrdance with the legal prvisins f the cuntry in which they are established r with thse f Sweden r thse f the cuntry where the cntract is t be perfrmed; e) they have been the subject f a judgment which has the frce f res judicata fr fraud, crruptin, invlvement in a criminal rganisatin r any ther illegal activity detrimental t the Cmmunities' financial interests; f) fllwing anther prcurement prcedure r grant award prcedure financed by the Cmmunity budget, they have been declared t be in serius breach f cntract fr failure t cmply with their cntractual bligatins. In additin t the abve, grants may nt be awarded t applicants wh, during the Call fr Prpsals prcedure fr this grant: 4

are subject t a cnflict f interest; are guilty f misrepresentatin in supplying the infrmatin required by ECDC as a cnditin f participatin in the Call fr Prpsals prcedure r fail t supply this infrmatin. Declaratin and means f prf All applicants must certify that they are nt in any f the situatins listed abve by cmpleting and signing the Declaratin in sectin 5 f the standard grant applicatin frm. The applicant t whm the grant is t be awarded shall prvide in additin, within 15 days fllwing the ntificatin f award and preceding the signature f the agreement, the fllwing dcumentary prfs t cnfirm the declaratin referred t abve: Fr pints a), b) and e), a recent extract frm the judicial recrd r, failing that, an equivalent dcument recently issued by a judicial r administrative authrity in the cuntry f rigin r prvenance shwing that thse requirements are satisfied. Fr pint d) a recent certificate issued by the cmpetent authrity f the State cncerned. Where the dcument r certificate referred t abve is nt issued in the cuntry cncerned, it may be replaced by a swrn r, failing that, a slemn statement made by the interested party befre a judicial r administrative authrity, a ntary r a qualified prfessinal bdy in his cuntry f rigin r prvenance. 8. SELECTION CRITERIA The Prpsal must include evidence f the applicant institutin s financial and peratinal capacity t cmplete the wrk prgramme by means f the fllwing dcumentatin and the cmpletin f sectin 2 f the standard applicatin frm: An identificatin sheet (name r business name, legal status, cntact persn, etc.); Letters stating the cmmitment t prvide c-financing t the prject fr at least a ttal f 10% f the ttal eligible csts. Prf f relevant expertise and experience, by dcumenting activities f the applicant in the fllwing areas: Public health surveillance activities. Outbreak investigatins. Applied epidemilgical research. Cntributing t training curses/public health training. Develpment f training material fr field epidemilgy. Cntributin f the institutin t field epidemilgy training prgrammes (EPIET r natinal FETP) as training site and by prviding facilitatrs. 9. AWARD CRITERIA Framewrk Partnership Agreements will be awarded t ne r several entities whse Prpsals have a scre f at least 70 pints accrding t the fllwing criteria: Understanding: the extent t which the Prpsal addresses ur needs and meets ur preferences (25 pints); Experience and expertise: the degree t which the Prpsal and the submitted CV s reflect the experience in the areas f wrk mentined in the selectin criteria (65 pints); T what extent is the budget reasnable regarding the bjectives and the ptential results (10 pints). If a scre lwer than 50% fr any f the abve criteria is btained, the prpsal will be rejected. 5

10. DEADLINES AND PROCEDURE FOR SUBMITTING THE PROPOSALS Prpsals are t be submitted (accrding t the publicatin in the ECDC web site) either by registered mail r by delivery (in persn r by an authrised representative r private curier service) t: ECDC Att: Prcurement Office, 171 83 Stckhlm, Sweden The deadline fr submissin f Prpsals is 26 th August 2011. In the case f delivery (rather than use f registered mail) a receipt must be btained as prf f submissin, signed and dated by an ECDC fficial. In principle, Prpsals can be submitted in any fficial language f the EU. Hwever, in rder t facilitate the assessment f the prpsals, an English translatin shuld accmpany any prpsal made in anther language.
