Scope Defines four levels of acquisition program/project management development and certification Pre-entry Level I Level II Level III Ties program/project manager level to the level of the acquisition program/project being managed Provides certification of FAA acquisition program/project managers based on fulfillment of core competencies, experience, training, and certification requirements 4 4
Target Audience Individuals officially designated as an acquisition program/project manager with authority and responsibility for the management of FAA Capital Investment Plan (CIP) projects Individuals responsible for major and non-major acquisition programs/projects Individuals participating as a project team member in one or more phases of the acquisition process who aspire to become an acquisition program/project manager 5 5
FAA PM Certification Levels Pre-entry Level Level I Developmental level Typically, individuals on a project team involved in one or more phases of the acquisition process Individuals who aspire to become a project manager Typically, a project manager for projects of low risk and complexity Requirements 2 years of project management experience within the last 5 years Completion of Level I coursework Equivalencies DAWIA Level I certification + 40 hrs continuous learning within last 2 yrs PMI PMP certification 6 6
FAA PM Certification Levels (cont) Level II Level III Typically, a project manager for projects of low to moderate risk and complexity Requirements 3 years of project management experience within the last 5 years Completion of Level II coursework PMI PMP or DAWIA Level II Equivalencies DAWIA Level II certification + 40 hrs continuous learning within last 2 yrs PMI PMP certification + coursework in leadership, government-specific, EVM and cost estimating Typically, a project/program manager for projects of moderate to high risk and complexity or a major acquisition as defined by FAA Requirements 5 years of project management experience within the last 7 years Completion of Level III coursework PMI PMP certification or DAWIA Level II or III DOT FAC-P/PM ( majors only ) Equivalencies DAWIA Level III certification + 40 hrs continuous learning within last 2 yrs 7 7
Certification Maintenance Requirements Program/Project managers are required to earn 80 continuous learning (CL) points of skills currency training every two years. Skills currency activities may include: Training Seminars Conferences Special projects Education Other developmental activities related to project management 8 8

ATO PM Best Practice Work Established a Subject Matter Expert (SME) workgroup to develop best practices for program/project managers Aligned PM best practices with the Project Management Institute s Guide to the Project Management Body of Knowledge (PMBOK) and the FAA s Acquisition Management System (AMS) Created a website that contains practical how to assistance for implementing best practices, specifically on NAS Modernization initiatives. 11 11
