More precisely, he/she is responsible for performing the following functions: General Responsibilities: - Assisting in the development, management and implementation of large surveillance projects. - Undertaking technical investigations and research required for the preparation of reports and analyses in support of existing (or proposed) projects. - Preparing Statements of Work (SOWs) which fully define the services requested including definition of technical contractual requirements and evaluating contractor proposals. - Coordinating and monitoring activities involving national organic elements and contractor(s), with special care to: transportation, delivery and pick-up of items; strict observance of inputoutput schedules; contractor claims for excusable delays; and customer Discrepancy Reports (DRs). - Assisting in ensuring adherence to Standard Operating Procedures (SOPs) for surveillance. - Assisting in the coordination and maintenance of project income and expenditure accounts. - Assisting in evaluating contractors performance including quality assurance for surveillance activities in country and proposing corrective action as required. - Assisting in the preparation of periodic and end of project reports for the assigned projects. - Participating in meetings and conferences as required. - Performing Travel on Duty (TDY) as required. - Performing other related functions as required in peacetime and any other appropriate functions assigned in times of crisis or war. - In the event of crisis or war the incumbent will, subject to the agreement of his/her national authorities, remain in the service of NAMSA.
