2 6JC I NCINACQ/ASG/20 3/0393 A G E N C Y ah_ ~ Dear Sir I Madam, In accordance with paragraph 6 of reference (A), notice is hereby given of the intent of the NCI Agency, as the Host Nation, to issue an Invitation for Bid (IFB) in relation to the implementation of the "NATO Information Portal (NIP)". A summary of the requirements of the Invitation for Bid is set forth in Annex A, attached to this letter. These requirements are being refined and detailed as part of the preparation of the prospective contract. The reference for the Invitation for Bid is IFB-C NIP, and all correspondence concerning this IFB should reference this number. The scope of work for this project has been authorised as recommended by references C thru E. The estimated cost for the services and deliverables included within the basic scope of the intended contract is 4,628, Euros. This includes year Operating and Maintenance (O&M) costs. It is planned to place a single contract for the entire scope of work. No partial bidding will be allowed. The NCI Agency is authorised to use the International Competitive Bidding (ICB) Procedure, lowest price technically compliant bid. The successful bid, pursuant to the IFB following this NOI, will be that bid which is the lowest price and technically compliant in accordance with the evaluation criteria prescribed in the IFB. The formal IFB is planned to be issued in April 203, with a Bid Closing Date in June 203 and Contract Award in November 203. Pursuant to paragraph 5 of reference (A), National Responsible Authorities are kindly requested that the NCI Agency be provided with Declarations of Eligibility, not later than 22 March 203, of qualified and certified firms which may be interested in receiving an Invitation for Bid for this project. The Declarations of Eligibility should include the following information: Name of the Firm, Telephone number, Fax number, address and Point of Contact within each of the nominated firms. Should the selection and award procedure exceed the bid closing date by more than nine (9) months firms will be requested to voluntarily extend the validity of their bids and the bid guarantee accordingly. In addition, contractor personnel working on NATO sites will be required to hold individual security clearances of "NATO SECRET". Only firms maintaining such cleared facilities and the appropriate personnel clearances will be able to perform the resulting contract. 7 N~~ -~ "I A G E N C Y NCIA/ACQ/ASG/203/0393 ANNEX A- SUMMARY OF REQUIREMENTS NATO INFORMATION PORTAL (NIP) Background The success of NATO operations and missions requires a common understanding of a complex environment. For effective coordination and execution, this understanding depends on effective collaboration and information exchange between headquarters, commands, and deployed forces. It is believed that the use of portals, search engines, information coherence, integrity and accessibility are key elements to achieve this outcome. NATO's Web Information Service Environment (WISE) system, developed and supported by Allied Command Transformation (ACT), provided an initial portal capability to the NATO Command Structure. Today, WISE is no longer supported, and many commands have since developed their own portal solutions based on these initial portal concepts using SharePoint 2007 provided by NATO's Document Handling System (DHS) project. These local initiatives only provide basic WEB hosting capability and lack enterprise wide functionality. The NATO Information Portal (NIP) project will implement an enterprise wide portal capability based on a Microsoft SharePoint solution, provide the migration of legacy WISE data and implement a federated search solution based on Microsoft's FAST search engine. Scope The NIP will provide portal services based on a web services' service oriented architecture installed on the NATO Secret (NS) network comprising the following project deliverables: The design, deployment, installation and configuration of a SharePoint gee-redundant enterprise platform; The design, deployment, installation and configuration of a cloud oriented infrastructure with two to three nodes; A federated search engine, using FAST, to index the available authoritative data sources (i.e. file servers, other web sites, DHS sites and Functional Service information stores) to which the user has access; An interface to the DHS which serves as the command's local authoritative data source for their official documents/records; A set of corporate templates for granting portal uniformity One year of support in Mons, Belgium; Developing corporate content management procedures; and Designing the NIP's deployability concept that extends portal services for those organizational units that will need to rapidly deploy to theatres of operations as well as describing the support concept to sustain the extended portal services for the operation's duration. The NIP requires interfaces to DHS and Tasker Tracker Enterprise (a state based workflow built on SharePoint 2007) as well as providing FaceBook-like capabilities (such as being able to tag and rate information; highlight skills and knowledge; implement blogs, provide personal space, comments, chat and presence awareness). The NIP will also provide wiki spaces that can be used to capture knowledge without users needing specific web development skills. Collectively the NIP will provide an enterprise portal that binds the previously mentioned services and capabilities linking DHS and other authoritative data sources. Page 7 of 8

8 .Jh - ~ '-' A G E N C Y NC IN ACQ/ ASG/20 3/0393 The prospective Contractor will implement two or three SharePoint Data Centres through appropriate virtualisation and cloud techniques, with physical footprints in locations to be determined in cooperation with the Implementation Authority. The prospective Contractor will document the entire implementation and train the local System Administrators, the Functional (content) Administrator and the Users. NATO will make available the required hardware and software to the prospective Contractor as Purchaser Furnished Equipment (PFE). Schedule It is expected that the NIP will be implemented within 5 months from the Effective Date of Contract (EDC), followed by one year of initial support, plus contractual options for the provision of extended operational support, the duration of which will be finalized in the IFB.
