1. National Skill Development Corporation Introduction The National Skill Development Corporation India, (NSDC) is a one of its kind, Public Private Partnership in India. It aims to promote skill development by catalyzing creation of large, quality, for-profit vocational institutions. Government and Indian industry bodies like CII, FICCI, ASSOCHAM teamed together to set up NSDC. Skill Development being one of the challenges India is facing, the Government of India launched NSDC to catalyze (advocate, create, fund, facilitate and incentivize) skill development in India. NSDC provides funding to build scalable, for-profit vocational training initiatives. Its mandate is also to enable support systems such as quality assurance, information systems and train the trainer academies either directly or through partnerships. NSDC acts as a catalyst in skill development by providing funding to enterprises, companies and organizations that provide skill training. It will also develop appropriate models to enhance, support and coordinate private sector initiatives. 2. Skill Councils Objectives & Scope The prime of objective of this Expression of Interest (EoI) is to identify suitable organizations to create Skill Council in Green Technology and Differently Abled & Geriatrics. The broad activities listed below are not exhaustive. Eligible Firms/ Organizations/ Industry Associations identified as part of EoI shall be issued a separate Request for Proposal with more details on scope of work and responsibilities. Any clarifications can be sought on mail. Skill Councils in Green Technology and Differently Abled & Geriatrics are of immediate focus for the Government of India and would like to form Skill Councils in these segments at the earliest. Skill Council in the two segments proposed will strive to complement the existing vocational education system for these two segments in meeting the entire value chain s requirements of appropriately trained manpower in quantity and quality across all levels on a sustained and evolving basis. Thus, the Skill Council of these two segments must have the active support of all major players of in that segment, in order to be successful in its role. The Skill Council proposes to complement the existing vocational education system and address the skill gaps through the following activities: a. Conducting research Building up skill inventory database for the industry sector, skill-wise, region-wise, reviewing international trends in skill development and identifying skill gaps and technology to be taken up for teaching 3
b. Improving the delivery mechanism Partnering with educational institutions to train trainers and upgrade skill sets of existing industry employees, and those in the industry value chain, e.g., dealer and service networks. c. Building quality assurance Setting up a robust and stringent certification and accreditation process for industry sector facing skill development institutes to ensure consistency and acceptability of standards. It is important to note that the proposed skill councils are created to give greater impetus for skilling in these segments. Skill Council will not create new standards but will work along with the related Sector Skill Councils to create standards and will use them for focused training. The firm/ organization must ensure all the objectives are met in timely manner and should submit progress updates in the formats prescribed by NSDC on time as suggested by NSDC. The initial period of engagement would be 10 years. NSDC reserves the right to cancel the process at any stage during the evaluation of the proposal. 3. Instructions to Firms/ Organizations/ Industry Associations Pre-Qualification Criteria: Following will be the minimum pre-qualification criteria. All Eligible Firms/ Organizations/ Industry Associations must satisfy all the criteria listed below. Responses not meeting the minimum prequalification criteria will be rejected and will not be evaluated. The following documents need to be submitted a. Documents evidencing legal existence of your entity (s) e.g. Certificate of Incorporation / Registration / License under Section 25 of the (Indian) Companies Act, 1956/ License under Section 8 of the (Indian) Companies Act, 2013 etc. b. Full details of shareholders/ members/ trustees along with documentary evidence supporting the same like register of members / returns submitted with the authorities etc. c. Details of registration with tax/other authorities for the purpose of exemptions, if any d. Address of the registered office/ corporate / branch offices along with documentary evidence like copy of the registration certificate of the company, lease deeds, property papers etc. e. Provide tax and/ or other applicable statutory returns / reporting s filed/ made with the government authorities for the last three years or since existence whichever is later along with relevant corporate progress and financial reporting documents like Balance Sheet/ Profit and Loss Account/ Statement of Expense etc. f. Confirmation certificate in original signed by the head of the applicant entity such as Managing Director/ Chief Executive Officer/ Chairman confirming compliance with all applicable laws including but not limited to labor laws, environmental laws, tax laws, industrial laws, along with applicable supporting documents. 4
g. Details of all secured and unsecured loans / financial assistance availed by your entity(s) from banks / financial institutions / government institutions along with details of any mortgage, charge, hypothecation and pledge created on any property of your entity(s). If not relevant please submit a letter signed by the head of the applicant entity stating this on the letter head of the entity h. Details and documents pertaining to all major contracts / agreements executed by your entity(s) imposing obligation/ liability and/ or special right on your entity(s) including and not limited to employment contracts with key employees. If not relevant please submit a letter signed by the head of the applicant entity stating this on the letter head of the entity. i. An Applicant shall provide details regarding pending or threatened litigation / quasi-judicial proceedings, notices / orders etc. (if any) in relation to or in manner affecting the rights of your entity (s) to any movable / immovable asset / liability along with relevant documents. If not relevant please submit a letter signed by the head of the applicant entity stating this on the letter head of the entity j. If a consortium is being formed details of the members along with their roles and responsibilities k. CV s of project execution team l. All applicants must submit a declaration stating that all the documents submitted & information submitted is genuine and accurate. Please submit this duly signed by the head of the applicant entity stating this on the letter head of the entity Please note if the Entity is a Government Body (like Departments under Ministries / or Ministry / or any entity under Ministry) and if any of the above conditions are not applicable please mention it in a letter addressed to NSDC. It will not be binding on NSDC to select any entity through this process. NSDC has the authority to change the qualification criteria with prior intimation before the expiry of the deadline or completely scrap the process at its discretion. If the same entity is applying for both the Skill Councils they would need to submit separate applications for each. Evaluation Methodology: The Firms/ Organizations/ Industry Associations must clear the pre-qualification criteria listed above to be evaluated and assigned competence scores as detailed below. The total Marks are 100 and weightage for each criterion is listed in the table below. Sl. Decision of the Evaluating Committee on the relevance of support documents submitted for each criterion will be final with regards to allocation of marks d. Weightage will be calculated on relative basis. The maximum value for each criterion is mentioned above. e. Please submit documents in appropriate format. Any communication addressed to NSDC should be on the letter heads with signature from head of the applicant entity. f. All the relevant documents must mention the criterion for which they are being submitted. Any documents without these markings will be rejected. g. Please submit these in a separate cover along with the pre-qualification criteria documents 6
