Introduction / Background The African Legal Support Facility ("ALSF" or the "Facility") will require short-term consultancy services of a senior consultant (the Consultant ) to develop its website. The ALSF website was previously designed several years ago and is no longer operational. The ALSF is taking this opportunity to update the contents of the website and to develop the website into an information hub and resource center, where clients will find relevant documents, studies or research related to the work of the ALSF. The new website should encompass speed, quality design, logic, innovation, relevance, and accessibility. The ALSF is hosted at the African Development Bank headquarters in Abidjan, Côte d Ivoire. The ALSF's main objectives include: (i) assisting African Governments in defending against litigation brought against them by vulture funds (and other such entities); (ii) providing legal advisory services to African Governments in the negotiation of complex commercial transactions relating to extractive resources, infrastructure, PPPs, debt, and related commercial agreements; (iii) capacity building for lawyers related to the above; and (iv) development of knowledge products. The suitable qualified Consultant is expected to support the process of re-creating the ALSF website (the Project ). The Consultant will work with the appropriate ALSF task manager assigned to the Project, with overall guidance by the Director and the Chief Legal Counsel.
2. Objectives and Tasks of the Assignment Review content of website; Develop and present a timeline for development of website and completion of all tasks; Meet with content providers (staff and external parties) to identify the sources of information and possible updates; Identify frequency of updates and responsibilities for management of the website and content updates through preparation of a management/maintenance schedule, as discussed and approved by ALSF staff; Conceptualize and propose at least three (3) significantly different lay-outs of how the website will look like (in terms of visitor s use, hierarchy of the content, etc.) in a fully function.ppt format; Technical design and development of functionalities on the website; Maintain adherence to web standards and accessibility; Ensure a consistent visual image on the new site by introducing fixed styles in templates, ensuring consistency in fonts, formatting, icons, images, layout techniques; Develop graphics, logos and related multimedia content where necessary; Determine appropriate compression techniques, resolutions, sizes, colour maps, and depths to ensure that images are delivered at sufficiently high speed and quality; Develop META tags on each web page, registration with major search engines; Ensure design and content make all pages print-friendly ; Consider the design needs for an English and French language versions of the website; Check bugs and problems, diagnose and fix them; Check W3C compatibility and scripts of the entire site; Advice on and development of various web-based tools ALSF wishes to develop; Provide complete technical documentation related to the site and its components; Train ALSF staff in all software, hosting arrangements, and technical support requirements related to website renovation; Further refine the architecture and design following input from staff and identified users; and Any other tasks that may be required in order to support the Project objectives.
1. Administration/reporting The Consultant will report to the Chief Legal Counsel who will adequately brief and guide the consultant. 2. Duration of the assignment The assignment will last for two (2) month, starting in April 27, 2015 and ending in June 26, 2015. 3. Qualifications and Experience Required At least a Master s degree in computer science, programming, information technology, communications or related field; Minimum of five (5) years of relevant work experience in web development, graphic design and implementation of information-rich, user-friendly and large websites; Proven experience in web development field with solid portfolio of accomplished web projects (applicant has to present at least five (5) similar scoped websites developed);demonstrated effective coordination skills and an ability to work under pressure in a multicultural environment to complete multiple tasks and meet deadlines; Advanced proficiency with HTML, including style sheets, templates, complex tables and image maps. Must possess working knowledge of basic composition, page layout, art and office/web software packages such as MS Word, Excel, Dreamweaver, Adobe PageMaker, Illustrator, Photoshop and Acrobat (or Open Source Software equivalents); Experience in web behaviour knowledge and web development programming languages (PHP, perl, ASP, SQL, Python, JSP etc.); Experience with photographic manipulation, digital painting. Digital audio and video experience highly desirable; Experience with new media technologies, including RSS, Twitter, Podcasts etc., highly desirable; Experience with web servers (Apache, Tomcat, IIS, Zope etc.); and written and verbal communication skills in English and in French; Must be a citizen of a member country of the African Development Bank.
4. Remuneration The consultant shall be paid a lump sum, comprising fee and expenses, for the duration of the assignment. The ALSF will cover travel and field mission costs (if any) as per African Development Bank rules in this regard. 5. Please attach a Curriculum Vitae on the basis of the template in Annex 1.
