LBJ Freeway in Dallas Texas/USA LBJ travels through the northern and eastern parts of Dallas, the fourth largest metropolitan area in the USA With average daily traffic of more than 240,000 vehicles, LBJ exceeded its original traffic capacity in the mid 1990s. Ferrovial Agroman is redeveloping the LBJ Freeway to increase capacity and relieve severe congestion in one of the fastest growing areas in the United States. Described by state transportation leaders as the most comprehensive and complex project of its type in the country, the approximately 16-mile LBJ Express project encompasses improvements along Interstate Highway I-635 (IH-635), also known as Lyndon B. Johnson Freeway (LBJ), and on I-35E from I-635 to Loop 12. Ferrovial Agroman is rebuilding the corridor using an innovative new design enabling the new highway to be constructed while minimizing the need for additional right of way. LBJ travels through the northern and eastern parts of Dallas, the fourth largest metropolitan area in the USA. The project is being designed and built concurrently, saving several years from the project schedule. When complete, it will provide improved mobility by almost doubling the existing roadway capacity. LBJ Express will feature a combination of four main lanes and two to three continuous frontage roads in each direction, along with three managed toll lanes in each direction that will use dynamic pricing to keep traffic moving at 50 mph. Improvements Ferrovial Agroman will complete the project within a not-to-exceed maximum five-year construction period. The LBJ Express will feature the following improvements: 8 rebuilt main lanes (a foot wider than they are now). 6 barrier-separated managed toll lanes located between or below all frontage roads. Managed Toll Lanes Managed Lanes are a new concept that adds toll lanes alongside existing general purpose lanes. Managed toll lanes feature the movement of traffic at a faster, more reliable speed (50 mph) by adjusting the toll rate up and down as the number of vehicles increases or decreases respectively. Dynamic pricing provides drivers with an option that will guarantee them a high-speed, predictable commute time. Motorists will have a choice of either using the managed toll lanes or remaining on the improved and rebuilt free general purpose lanes. Public-Private Partnership
LBJ Freeway in Dallas Texas/USA In September 2009, after a competitive procurement process, TxDOT awarded the LBJ Express project to LBJ Infrastructure Group (LBJIG). TxDOT officials executed a comprehensive development agreement (CDA) with the LBJIG to design, construct, finance, operate and maintain the project for 52 years. A CDA is a public-private partnership that gives transportation agencies the money, innovation and resources to build projects. In Texas, CDAs are awarded to a team of companies that may provide any combination of finance, design, construction, maintenance and operation services under TxDOT guidelines. With the LBJ Express and adjacent North Tarrant Express projects, Ferrovial Agroman is performing $4.5 billion in construction infrastructure in the Dallas metropolitan area LBJIG is led by Ferrovial Agroman sister company Cintra and investor group Meridiam. Ferrovial Agroman leads the design and construction. The CDA model was chosen to expedite construction and encourage competition in the private sector through the best value selection process. The CDA model brings private sector innovation and financing along with a faster project delivery and assures a timely schedule, within budget. Financing The total project costs are $2.6 billion ($490 million TxDOT/ public funds; $664 million equity from LBJIG; private activity bonds (PABs), $615 million; federal Transportation Infrastructure Finance and Innovation Act (TIFIA) loan, $850 million.
Additional innovations proposed include phased opening of the managed lanes which increased revenue Innovative Design Ferrovial Agroman developed a detailed phasing and traffic management plan making possible the use of the complex depressed managed lanes design solution in lieu of the initial tunnel design recommended by TxDOT. Additional innovations proposed include phased opening of the managed lanes which increased revenue, deferment of several lane-miles of bridge structure until needed later in the term of the concession and a more efficient aesthetic concept. All of the above along with several smaller innovations allowed the LBJIG to submit the most financially feasible proposal for the project, providing a $200 million savings of the available public funds. Complex Construction Construction on the LBJ Express officially began in January 2011 with site preparation and the start of the rerouting of over 400 affected services. Ferrovial Agroman successfully coordinated the utility relocation process, including agreements and construction, with two municipalities (Cities of Dallas and Farmers Branch) and 17 other franchise utilities, resulting in performing approximately $200M worth of utility relocations. In fast-tracking the construction schedule, the Ferrovial Agroman has implemented several time-saving measures, including: Smaller Design Packages - Resulting in earlier construction. Segmental Approach - Dividing the work into smaller construction packages allowed for the use of multiple subcontractors in various segments of the job and facilitated similar work types to be performed concurrently in all segments. Facilitates broader DBE participation. Pre-Cast - Extensive use of pre-cast elements such as bent caps has proven successful in significantly increasing production rates compared to traditional cast-in-place operations. Multiple Suppliers - Utilized multiple suppliers/ dedicated production facilities to aide in fasttracking the construction schedule. All work is being performed in accordance with the ISO 9001 quality system and the ISO 14001 environmental control system. The LBJ Express is the first construction in the state of Texas to comply with this primarily European standard. Ferrovial Agroman instituted an intensive traffic management program and construction is performed while maintaining continuous traffic flow with at least four lanes remaining open in each direction in order to avoid major traffic disruption. To achieve this, the majority of the work is performed at night to minimize the impact on traffic and to local businesses. The construction team has taken an aggressive approach to the construction of the elevated sections of the managed lanes on the LBJ project. As a result, this portion of the project will be opened to traffic nearly two years in advance of other work areas generating a steady stream of income to help offset ongoing maintenance costs. The LBJ Express is expected to be completed by December 2015.
