The organization can draw on decades of experience in international knowledge cooperation. InWEnt works with 861 employees (2003). Every year some 55,000 people participate in InWEnt programmes.

3 The Capacity Development Concept Capacity Development is the process of strengthening capabilities and competence within a multi-level approach: Individual: strengthening action competence Organization: increasing performance capacity of companies, organizations and administrations System: fostering the action and decisionmaking capacity and responsibility on a political level

4 Capacity Development in DRM: Needs and Dimensions Early warning without receivers who are informed and understand is useless -> Awareness Building Informed people without knowledge what to do are helpless -> Knowledge transfer Knowing what to do without the possibility and the infrastructure to use the knowledge is desperate -> Development and Zoning The technical and informational infrastructure without key persons to plan, implement, use and to guide is ineffective -> Skills Training Key persons and institutions without a clear mandate and support from the society and politicians are isolated -> Dialogue and Participation Awareness, knowledge and skills not passed to more people and the next generations are not sustainable -> Network of Training Institutions

10 Institutional Capacity Building To strengthen institutional capacities and competence of the DDP (Department for Disaster Prevention) and its cooperating institutions by means of capacity building and training. To strengthen and initiate necessary awareness, knowledge and skills in Disaster Risk Management among socioeconomic, political, regional and scientific sectors related to national disaster prevention planning. To create regional networks on Disaster Risk Management supporting a regional policy dialogue and regional early warning systems To support the current process of state-building in Afghanistan by improving urban-rural relations in joint DRM
