Librarian Training The librarian education and training program at the National Library of Korea is based on the Library and Readership Promotion Act Article 16 (Affairs), Section 1, Paragraph 10 (Staff Training in Libraries and Archives) as well as Article 20 (Staff Training in Libraries and Archives), Section 1 (Establishing and managing a librarian training course for staff training in libraries and archives). The program is also based on the Law for Education and Training of Civil Service Employees Article 4 (Establishing a specialized education and training agency in central administrative agencies for the education and training of civil service employees with specialized duties) and Article 10 (Support for civil service employees when choosing education and training agencies and courses within each individual administrative agency). Librarians covered in this education and training program include: (1) National civil service employees [Librarians in the National Library of Korea, the National Assembly Library, the Supreme Court Library of Korea, librarians in central administration agencies (specialized libraries), and librarians affiliated with educational institutions (university libraries)], (2) Regional civil service employees [librarians in local governments (regional public libraries), and librarians in provincial and municipal offices of education (regional public libraries)] and (3) Other librarians [librarians in document archives such as government investment agencies and private corporations (specialized library), librarians in privately founded public libraries, private college libraries, specialized libraries (public and private libraries), and librarians in elementary school, middle school, and high school libraries (public and private school libraries)]. The goals of librarian education and training in 2003 are to improve the library's core competencies by expanding the number of information professionals and developing proactive and creative librarians with the capacity to lead the establishment of an information society and the dedication to serve the public to the best of their abilities. The basic direction of the librarian training program focuses on strengthening information 118 Annual Report 2003
2 technology education to meet the challenges of the Information Age, expanding professional education in different areas of specialty according to their demand, and providing systematic onsite professional training. The National Library of Korea places great importance on professionalism in the education of its librarians and implements timely public policies in its educational training by focusing on the following areas: First, in order to expand information education that strengthens the ability to respond to the Information Age, the training programs establishes a curriculum that improves the management of information resources and user services. The courses allow librarians to adapt to diverse media and information technologies and increase their ability to utilize the information available in the Digital Age. Second, in order to expand specialized fields according to their demand, the training programs have established a professional educational curriculum with a diverse range of educational courses that meets the challenges of actively adapting to today's changing library environment in the Digital and Internet Age. Third, in order to promote a higher degree of professionalism, the training program offers a practice-oriented systematic education program and provide instructors who can integrate both theory and practice to teach courses that have a high relevance to the work environment. Fourth, in order to promote timely public policy for education, the training program has expanded administrative service education and focuses on practical plans for realizing public policy and encouraging the development of an innovative public service consciousness among librarians. 3 10.1 Educational Facilities Facilities Expansion The educational facilities available for librarian training have been renovated and improved. The librarian training hall includes an educational support office, lobby, carpeted stairways, and lecture halls with heating and air-conditioning systems. The addition of a new student lounge and new tables and chairs in the conference rooms are among some of the improvements Supplementary Educational Resources Supplementary educational resources installed in the large lecture hall include a wireless microphone and speaker system and video projector. The computer networking environment has also been enhanced with the installation of PC cameras and a variety of educational software. 120 Annual Report 2003
4 10.2 Education and Training Activities Educational Targets The National Library of Korea targets its librarian education and training courses for the approximately 18,700 librarians throughout the country, including the 1,500 national civil service librarians in the National Library of Korea, the National Assembly Library, the Supreme Court Library, the central administration agency libraries and national university libraries, the 2,000 regional civil service librarians in local government libraries and provincial and municipal education office libraries and the 15,200 librarians in document archives such as government investment agencies and non-governmental organizations, privately founded public libraries, private college libraries, specialized libraries, and elementary, middle, and high school libraries. In 2003, a total of 2,529 librarians from 279 institutions applied for training at the National Library of Korea, and 1,400 librarians among them received training. This number includes 890 civil service employees and 510 non-government librarians Educational Activities and Figures In order to provide a depth of elective educational opportunities to trainees, the librarian training program organizes a variety of courses within each library specialization. The courses are divided into General Professional Training, Elective Professional Training, Private Sector Training, and other miscellaneous programs. The General Professional Training courses include instruction in the relevant official duties for each librarian grade and professional ethics for civil service librarians. The Elective Professional Training courses promote a deeper understanding of the required library specializations and provide an active understanding of today's changing library environment and information technologies. These elective courses are usually reserved for civil service librarians in The National Library of Korea 121
5 public and government libraries. Other training courses, which cover topics like the standardization of electronic resources and balanced library development, are targeted toward librarians from elementary, middle, and high school libraries as well as librarians from public and private archives. In 2003, a total 1,428 librarians enrolled in 34 courses offered over 37 terms. Twenty one General and Elective Professional Training courses were offered over a period of twenty three terms, and 199 and 759 librarians were enrolled in each respective category. Nine Private Sector Training courses were offered over a period of nine terms with an enrollment of 286 librarians, and four miscellaneous programs were offered over five terms with an enrollment of 184 librarians. 7 Management of Teaching Staff In 2003, the Library continued to integrate both theory and practical application in emphasizing onsite training and experience in its educational programs. The teaching staff consists of university professors and includes the extensive participation by specialists and experienced librarians in the field. The quality and level of instruction was exceptionally high this year. Of the 165 members on the teaching staff, there were 152 visiting faculty members (40 university professors and 125 specialists and librarians) and thirteen permanent instructors, and the large majority of instructors were specialists or librarians Librarian Internship Program The National Library of Korea conducts a Librarian Internship Program every year and hosts student interns from universities from around the country that have Information Science (including Library Science) Departments. The Library published the 2003 Librarian Internship Manual, which includes detailed information on a variety of relevant subjects. In 2003 the Library hosted 67 student interns from 18 universities in three 2-4 week terms between April and mid-july. The database contains relevant information such as names, terms, affiliations, national registration numbers, completion certifications, and grades.
