1 MISSION Chesterfield County Public Schools Mission Statement: The mission of the Chesterfield County Public Schools is to work in partnership with students, families and the community to ensure that each student acquires the knowledge, skills and core values necessary to achieve personal success and to enrich the community. The Family Life Education Involvement Team has worked to design a curriculum that affords opportunities to enable students to fulfill the mission of the Chesterfield County Public Schools. Realizing that Family Life Education is first and foremost a function of the home, the curriculum is designed to encourage students to examine the family unit for values that build individual character and family stability and to strengthen communication within families. The curriculum stresses abstinence from any activities that may be negative or harmful, with emphasis in grades 6-10 on abstinence from premarital sex. It is believed that sexuality must be presented as a unit which encompasses self-respect and respect for others and which must emphasize the true meaning of sexuality within the marriage commitment. Students in grades 6-10 are afforded opportunities to examine positive rationale for abstaining from premarital sex. They are also guided to make smart choices that enable them to set healthy lifelong goals and to make those goals become realities. The home, the school, and the community must continue to make a cooperative effort to provide learning experiences, knowledge, and guidance which are integral to the preparation of young people to lead full and enriching lives.
2 Implementation Any recommendations for revision of the Family Life Education curriculum components should be submitted in writing by March 1 of each school year to: GUIDELINES Instructional Specialist for Health and Physical Education Chesterfield County Public Schools 600 Southlake Boulevard Richmond, VA The classroom teacher should be present in the room when the Family Life Education Nurse is teaching sensitive content, unless the teacher is teaching the alternative lesson plan. 2. Only approved lesson plans and materials written into that plan may be used. 3. Parents may observe Family Life Education classes. Appointments for parental visits should be made in writing to the Health and Physical Education Instructional Specialist at least one week prior to the requested day of observation. The Health and Physical Education Instructional Specialist will notify the building principal and the family life education nurses after the request has been approved. The observer will not be permitted to ask questions during the class period, videotape or record the class. The number of observations will be limited to minimize disruption to the classes. Requests should be made to: Instructional Specialist for Health and Physical Education Chesterfield County Public Schools 600 Southlake Boulevard Richmond, VA Students with disabilities will receive instruction in Family Life Education. In developing the student's individualized education plan, appropriate content areas and Standards of Learning will be selected based on the student's age and ability. The classroom teacher and Family Life Education nurse will make modifications to the basic content, activities, and teaching resources if needed. The individualized education plan will be reviewed with the parent prior to the beginning of actual instruction. All teacher s guides and resources will be made available to the public. TEACHING SCHEDULES Each elementary school will communicate to parents the schedule for teaching the sensitive content in fourth and fifth grades. The secondary school schedule for teaching the sensitive content of Family Life Education can be obtained from the student's health and physical education teacher at the beginning of the school year.
3 GRADING Students in grades 4-5 are not graded on the content of the Family Life Education lessons. Students in grades 6-10 receive grades as part of their health education. All tests and quizzes assess factual knowledge only.
4 Viewing of Sensitive Materials Sensitive lesson plans, work sheets, videocassettes, booklets, and supplementary materials are available by grade level for parents to preview. Parents are encouraged to review these materials each year as revisions may be made annually. This booklet is only an outline of the sensitive lessons your child will be taught. Teachers' Guides for Sensitive Content: Available for viewing at the individual schools and local libraries. Sensitive Materials: Available for viewing by appointment at the Parent Resource Center located at the Thomas R. Fulghum Center, 4003 Cogbill Road, Richmond, VA 23234, from 8:00 a.m. to 4:00 p.m. Please call for an appointment to view sensitive materials and videos during the school year. Additionally, during the first five days of school only, appointments may be made to view the sensitive materials for grades 6-10 at the Instruction Division Center, 600 Southlake Boulevard, Richmond, VA 23236, 8:00 a.m. to 4:00 p.m. Please call for an appointment to view materials during the first five days of school. If necessary, the sensitive materials for grades 4-5 may be viewed at other locations by calling for an appointment.
5 Opt-Out Procedure An opt-out procedure is provided to ensure communication with the parent or guardian for permission to excuse the student from all or part of the sensitive content lessons. Parents are encouraged to review the lesson plans at each grade level of the Family Life Education curriculum before exercising the opt-out procedure. Parents may exercise the opt-out procedure for any of the Family Life Education sensitive content lessons by returning the opt-out form to the school any time during the school year. The opt-out form should be returned at least five days prior to the teaching of the opted-out lesson. Parents who wish to change their opt-out request during the year should secure and submit a new opt-out form or notify the school in writing of their desire to change the original opt-out request. Additional forms are available in each school office. Opted out students will be offered alternative lessons as shown in each lesson, or parents may write their own health lessons. Each lesson should include objective(s), outline of procedures and evaluation component(s). All materials for each lesson must be provided by the parent. Lessons and materials must be submitted to the Instructional Specialist for Health and Physical Education at least two weeks prior to the teaching of that content. Include the name of the student, grade level, school and the name of the student's health and physical education teacher. Also, include the phone number and address of the person writing the lesson(s). Send lessons to: Instructional Specialist for Health and Physical Education and Family Life Education 600 Southlake Boulevard Richmond VA If parents do not want their child to participate in the alternative lessons and do not wish to write their own health lessons, the student will be provided a space in which to work on a health assignment.
6 Family Life Education Opt-Out Form Parents may exercise the Opt-Out Procedure for any or all of the Family Life Education Curriculum by completing this form and returning it to the school. Forms should be returned at least five days prior to the teaching of the opted-out lesson(s). Parents who wish to change an opt-out request during the school year should secure and submit a new opt-out form or notify the school in writing of their desire to withdraw the original opt-out request.
