Western Regional Canon Law Convention and Spirit and Law Convention One of the ministries of the International Institute of Theological and Tribunal Studies (I.I.T.T.S.) in Los Angeles is the Annual Spirit and Law Convention. From its inception, the goal of the convention has been to provide a milieu in which its participants could become more learned in the law and firm in the Gospel (St. Ambrose). Believing that all true and authentic laws, both secular and ecclesiastical, are expressions of the Holy Spirit and not obstacles to the power of the Spirit, the convention addresses issues in canon law, civil law, and the best practices with regard to conflict resolution and administration. This year the I.I.T.T.S. is proud to sponsor the Western Regional Canon Law Convention in conjunction with the 8 th Annual Spirit and Law Convention. This unique joint convention will bring together theological insights, civil and ecclesiastical law principles and conflict management skills for canon lawyers, civil attorneys and people engaged in ministry in the Catholic Church at many levels. Special Thanks This is the eighth year in which Loyola Law School has sponsored the MCLE Credits for attorneys attending the Spirit and Law Convention. This wonderful contribution to the annual convention has been made possible through the generous efforts of Scott E. Wood, Clinical Professor of Law at Loyola Law School. Our gratitude also goes to the Catholic Lawyers Association which has worked very hard in providing for the spiritual and professional needs of the Catholic attorneys of the Archdiocese of Los Angeles. The Catholic Lawyers Association was very helpful in organizing the MCLE portion of this convention. 2

7 THE HISTORY OF THE INTERNATIONAL INSTITUTE OF THEOLOGICAL AND TRIBUNAL STUDIES The Synod of the Archdiocese of Los Angeles proclaimed that the call to ministry and leadership comes specifically from the grace of Baptism. Thus, there are many forms of ministry that pertain to the laity and are not restricted to clergy and religious. One of the pastoral strategies called for was the establishment of a school of ministry for laity or its equivalent in each pastoral region to train parishioners for participation in a variety of parochial ministries. In response to this Synod priority and due to the needs of the Archdiocese and the growing shortage of canonists and qualified Tribunal staff in the U.S., Canada and elsewhere, on December 15, 2005, the Graduate Theological Foundation of Indiana formally established the International Institute of Tribunal Studies in Los Angeles, with the endorsement of His Eminence Cardinal Roger Mahony, Archbishop of Los Angeles. At that time, the Cardinal stated that the Archdiocese of Los Angeles has much to offer the Institute, including facilities, expertise and faculty. In 2007, the Graduate Theological Foundation granted to the International Institute of Tribunal Studies the new status of P.R.I.M.E. (Partnering Resources in Ministry Education), with the hope that many of the excellent educational programs of the Archdiocese could be used to allow Christ s Faithful to obtain degrees in different areas of study. The Institute has its philosophical roots in the legal concept of apprenticeship, reading the law with an experienced lawyer. This was once the primary means of obtaining a legal education in the American colonies and in the early history of the United States. From John Adams to Abraham Lincoln, many Presidents had read the law under the tutelage of experienced lawyers. The Institute also has its roots in the Catholic academic tradition of the residential study of canon law. Throughout the world the Holy See has established faculties of canon law with an environment truly suited to the formation of canon lawyers. These two traditions are merged in the Master s of Tribunal Studies and the Doctor of Tribunal Studies. While not pontifically accredited, these two programs allow for the combination of the selfstudy and apprenticeship found in the early American tradition, and the lecture and tutorial system employed in the tradition of Catholic universities. The ancient belief of the Catholic Church is that canonical norms must be juridical expressions of the Church's theology. John Paul II stated: The pastoral nature of this law, that is, its function within the salvific mission of the pastors of the Church and the entire People of God, thus finds a solid basis in the councilor ecclesiology according to which the visible aspects of the Church are linked inseparably to the invisible ones forming a single unified whole comparable to the mystery of the incarnate Word (LG, no. 8) [ ] the Council did not fail to draw many practical consequences from this pastoral character of canon law, by taking concrete measures to ensure that canonical laws and structures might always be more suited to the welfare of souls (John Paul II, Alloc., January 18, 1990: Woestman ). 7

8 It is the belief of the International Institute of Tribunal Studies that its theological endeavors safeguard the main philosophy of the Institute, which is based on the organic relationship between ecclesiastical law, tribunal ministry, and theology. To this end, the Institute provides theological courses that can lead to a bachelor s, master s and doctoral degree in theology. Because of the widening of the I.I.T.S. mission from solely preparing those in tribunal ministry to the formation of all of those in ministry, in 2009, with the approval of Cardinal Roger Mahony and the Graduate Theological Foundation, the I.I.T.S. became the International Institute of Theological and Tribunal Studies (I.I.T.T.S.). In 2011, I.I.T.T.S, along with the entire Catholic community, welcomed Archbishop José H. Gomez as our new spiritual leader. His support has been much appreciated by I.I.T.T.S. 8
