People who qualify either already participate in a government assistance program or meet the income guidelines for eligibility Telecommunications Equipment Purchase and Assistance Plans TEPP- assists individuals that are hard of hearing, deaf/severely hard of hearing, speech impaired, mobility/motion impaired, deaf with low vision or deaf and blind to obtain equipment for basic phone service TAP- a program for those who are deaf or severely hard of hearing in a low income household to pay the TEPP co-payment if you qualify.
