3 Public Transport Authority Western Australia Page 3 of 11 1 INTRODUCTION 1.1 Information for Respondents The Public Transport Authority (PTA) seeks the provision of information from suitably qualified and experienced respondents to facilitate the implementation of real time fleet tracking systems and bus station management systems that exist across the world. All information collected will be used to determine how individual products could meet the immediate and future needs of the public transport system in Western Australia and for the purpose of developing functional specifications for any subsequent Request For Proposals (RFP) by the PTA for the supply of such systems. In the short term, based on the information received, PTA intend to issue a formal Request for Proposal (RFP), for the implementation of a Public Transport Vehicle Management System (PTVMS) within approximately 3 months, for a trial implementation involving up to 100 buses. 1.2 Background The Public Transport Authority is the State Government agency responsible for the delivery of public transport services within the state of Western Australia. The organisation is committed to improving travel choice and community mobility and strives to increase the use of public transport through the provision of customer-focussed, safe and cost-effective passenger transport services. The PTA oversees a variety of service delivery areas, including and metropolitan bus, train and ferry services (Transperth), regional coach and rail services (Transwa), regional town bus services (e.g. in major regional centres such as Kalgoorlie, Bunbury and Geraldton), as well as special education and regional school bus services. Transperth, the trading name under which Perth s metropolitan public transport system operates, encompasses an integrated bus, train and ferry network that in 2008/09 carried more than 91 million passengers and operated a combined 66 million in-service kilometres operated across the three available modes. All services operated as part of the Transperth network are centrally controlled, planned, marketed and coordinated by Transperth, a branch within the PTA. In order to deliver services to the community Transperth engages a range of specialised contracted service providers. This includes Transperth Train Operations (a division of the PTA and therefore a Government operator), a single contracted ferry operator, and three contracted bus companies. Key particulars of the Transperth system (as at May 2010) include: 48 x 2-Car and 39 x 3-Car Train Sets operating on 5 metropolitan lines from 3 depots; 1,116 buses operating out of 21 depots across the metropolitan area; 2 ferries operating a single route between the Perth CBD and South Perth. The contractual arrangements that exist between Transperth and its bus operators ensures that the State Government retains ownership, and therefore control, of the critical public transport infrastructure required to deliver services, such as the bus fleet, bus depots, bus stations, CCTV, security and ticketing system. Transperth s contracted bus companies are subsequently responsible for day-to-day operations and maintenance, including any corresponding labour requirements such as bus drivers, depot WSBS Public Notice - Final.doc Page 3 of 11

This model of bus operations has played a fundamental role in improving the efficiency and effectiveness of public transport services delivered to the Perth community. 1.3 Stakeholders Public Transport Authority The PTA is the client and major stakeholder in relation to this request for information. The PTA will represent the interests of the State Government and the broader community of Perth and will be the owner and manager of the new PTVMS Bus Operators Transperth s three existing bus operators are major stakeholders and will be closely involved in the development and implementation of a PTVMS. Between them these companies operate bus services across 11 individual contract areas and directly manage the day-to-day operations of the network. One of the PTA s primary objectives is that any PTVMS introduced in Perth should be capable of delivering tools and functionality to allow its contracted bus operators to better manage and deliver services Public Transport Passengers The PTA s mandate is to improve services for its customers. In Perth this essentially covers the 91 million passengers who use Transperth services on an annual basis (2008/09). Transperth passengers require safe, efficient and reliable services, and with increasing awareness and sensitivity to environmental, social and economic issues, the expectations placed on the public transport network continue to escalate. The introduction of a PTVMS will assist the PTA and its operators to improve the services and information they provide to existing passengers, and encourage others onto the network. The interests of public transport passengers in the implementation of a PTVMS will be represented by the PTA and its contracted bus operators Main Roads WA Main Roads Western Australia (MRWA) is the State Government agency responsible for managing highways and main roads across the state. While local roads are generally managed by the appropriate Local Government, MRWA retains responsibility for all signalised intersections and plays a key role in enforcing technical/engineering specifications and ensuring the road network is capable of meeting community needs. To assist in better managing the road network within the Perth Metropolitan Area, MRWA operates a 24 hour Traffic Operations Centre (TOC). This facility allows MRWA to monitor road network performance, manage incidents and manually intervene where appropriate. The PTA is seeking a PTVMS that is capable of integrating with systems within the TOC in order to provide improved priority for road based public transport, including signal priority, incident reporting, congestion management and network planning/monitoring. 5 Public Transport Authority Western Australia Page 5 of Wellington Street Bus Station (WSBS) Redevelopment The WA State Government has recently committed to a significant redevelopment project in the Perth Central Business District (CBD). The project, known as Perth City Link, is aimed at improving linkages and reconnecting the city centre with Northbridge, one of Perth s major cultural and entertainment precincts. While the primary focus of this project is to remove the existing physical barrier created by the at grade Fremantle Train Line and replace it with a below ground rail line, allowing PTA to open up this land for commercial/residential development, a key component of the work includes the construction of a new underground bus station. The new bus station, which will replace the existing aging Wellington Street Bus Station (WSBS), will utilise the concept of dynamic stand allocation in order to significantly reduce the required footprint, while maximizing the number of available bus stands, passenger amenities and terminal efficiency. This project is the key driver in relation to this request for information regarding PTVMS systems, as the PTA recognises that real-time vehicle tracking and management on the bus network will be critical to the successful operation of the new bus station once it is completed, and must either directly incorporate or be able to integrate with control systems capable of delivering the all functional requirements associated with the new bus station. The following provides an outline of the timeframes and core functional requirements required to construct WSBS: Timeframes: It is intended that work on the public transport components of the Perth City Link project, which includes the redevelopment of the WSBS, will be undertaken sequentially, with the sinking of the Fremantle Line to be completed by 2014 and construction of the underground bus station to be completed by From a PTVMS perspective this means that real-time vehicle tracking and the functional requirements of the WSBS project must be implemented and tested in full prior to the bus station opening in This will include integrating the system with Transperth s existing ticketing system, installing equipment in more than 1,116 buses and fitting out the bus station with an appropriate bus station management system. Functional Requirements: The functional requirements of the planned new underground bus station necessitate the implementation of a sophisticated fleet tracking and bus station management system in order for the station to operate. This new system must be capable of tracking buses either approaching or already within the bus station in real-time and then utilise this information to direct bus movements and manage terminal operations and passenger movements to maximize the utility of the station. Some of the key functionalities required to operate the new WSBS include: Dynamic stand allocation for buses approaching or already within the bus station. The system must be capable of efficiently allocating buses to one of 16 active stands or internal/external layover bays based on vehicle length and service status (e.g. commencing a route, drop-off only, out of service); Capacity to manage up to 212 scheduled bus trips per hour, which is the forecast demand during the PM peak in 2031; WSBS Public Notice - Final.doc Page 5 of 11
6 Public Transport Authority Western Australia Page 6 of 11 Real-time bus tracking within the bus station, as well as all underground approaches, surface approaches and layovers. The control system implemented within the new WSBS must also include a failsafe mechanism for managing bus and passenger movements and the capability for manual intervention, both during normal operations and in any circumstances where the primary bus station control system may be unavailable. Automatic and manual communication of instructions / directions to bus drivers stipulating required movements, bay allocations, layover etc. The system must also be capable of monitoring the status of buses within the facility to ensure that instructions have been carried out e.g. that a bus has vacated a layover bay and moved to its allocated bus stand; Bus stand door control, based on the presence of a bus at the stand. This could be automatic or controlled by the bus driver, e.g. via the driver interface; Real-time passenger information within the terminal to advise passengers about approaching services and allocated boarding/alighting points; WSBS Public Notice - Final.doc Page 6 of 11
7 Public Transport Authority Western Australia Page 7 of 11 2 BUS MANAGEMENT SYSTEM REQUIREMENTS 2.1 Concept / Overview The implementation of an integrated PTVMS is considered to be paramount to not only the redevelopment of the WSBS, but the overall ongoing success of public transport services in Perth. As community expectations of the public transport network continue to grow amid an environment of increasing traffic congestion, the ability of the PTA and its contracted operators to better manage the network is critical. The PTA will use the information provided by the Respondents to aid in determining whether the bus station control systems required for the WSBS should be installed concurrently with the PTVMS or as a separate project. While the PTA has no predetermined views on the type of PTVMS that should be introduced, it is required to meet the following mandatory functional requirements: 1. The system must be capable of communicating with Transperth s existing Wayfarer ticketing system, to ensure that all functionality provided by the PTVMS utilises information consistent with the ticketing system. Information such as driver number, trip number, scheduled start time, ticket machine status, last known stop etc would be supplied by the ticketing system on the vehicle, through a serial rs485 interface using provided protocols, for use within the PTVMS 2. The system must provide real time monitoring / management tools to the Bus Operators, the PTA, and Main Roads WA with functionality including but not limited to: a. Real-time location of all vehicles b. Services running early or late based on scheduled time c. Driver errors such as not signing in or signing in incorrectly d. Excessive layover, distance from expected route, or speed 3. The system must be open and allow for the possibility of integration with other new/existing systems, by either by the vendor, the PTA or other third parties through provided interfaces. As a part of the initial implementation, it is expected that the PTA will be able to access these interfaces to integrate real time information into the following systems: a. Transperth public website ( b. Transperth mobile website ( c. Transperth SMS services d. Traffic Light Priority system (trial).
8 Public Transport Authority Western Australia Page 8 of 11 In addition to the mandatory requirements above, there are various desirable requirements that the PTA is interested in incorporating into the PTVMS either initially, or in the future. Therefore the system should be able to be upgraded as well as have the ability to integrate with other systems in the future. These requirements include (but are not limited to): Driver duress alert integration, providing real-time information on the bus location to both the PTA and the appropriate bus contractor. In addition, the PTA is interested in the ability to integrate the PTVMS with on board CCTV to provide live camera feeds from a particular bus, as well as any other functions such as audio transmissions that will assist to improve driver and passenger safety. Route information for drivers potentially including route descriptions, interactive maps, locations of bus stops, timing points, terminus locations etc. Messaging capabilities, allowing depots to communicate directly with drivers, either individually or in groups. E.g. the ability for depots to communicate service deviations / road closures to drivers as part of incident management techniques. Real time passenger displays and information at stops, stations and onboard vehicles. On bus incident reporting for bus drivers through an onboard interface, to allow drivers to report the location of damaged or missing stops or signage etc.
9 Public Transport Authority Western Australia Page 9 of 11 3 Request for Information (RFI) Process 3.1 Intent of this RFI document This PTVMS RFI describes the objectives and requirements of a PTVMS which is key to the design and operations of the WSBS redevelopment, as well as the overall improvement of operations of the Perth public transport system. The PTVMS RFI is intended to be used as a mechanism for gathering of industry information to allow: (a) the finalisation of the business objectives and specifications for the PTVMS; (b) the determination of matters to be resolved ( eg bus management, communications, ITS) in the ongoing design and development of WSBS; (c) the determination of opportunities and matters to be resolved in the operations of the bus fleet and bus system external to WSBS; and (d) the finalisation of the procurement process for the PTVMS through a formal RFP. 3.2 Proposal RFI timetable The RFI timetable is anticipated to be open for response until such time as a formal Request for Proposal (RFP) is published by the PTA. It is expected that the PTA will publish an RFP by 30 September 2010 however this date is subject to change without notice at the PTA s discretion. 3.3 Requests for clarification or further information All prospective Respondents enquiries, requests for clarification or further information should be directed by fax or to the Project Manager: Name: Title: Oren Vandersteen Data & Systems Manager, Transperth Address: 1 st Floor Public Transport Centre, West Parade, Perth 6000 Phone: Fax: oren.vandersteen@pta.wa.gov.au If a Respondent is in doubt as to the true meaning of any part of this RFI or if it finds any discrepancy, error or omission in the RFI, it must notify Project Manager and obtain clarification. PTA will endeavour to provide clarification to Respondents while the RFI is open. Addenda to this document may be issued prior to the RFI closing date for the purpose of clarifying this RFI or to effect modification to any terms of this RFI. Each addendum issued will be distributed to each Respondent. The prospective Respondent must acknowledge receipt of each addendum by signing and returning to the issuing office the receipt form distributed with the addendum. All addenda when issued will become part of this RFI, be published on the PTA website
10 Public Transport Authority Western Australia Page 10 of Scope of response The Respondents are encouraged to provide as much information as reasonably possible to ensure PTA is able to fully comprehend their response. The response should address in detail the following: The particulars of the Respondent, including: o o o The name of the Respondent. The Respondent details and supporting information, company history etc e.g. corporation, partnership, joint venture, individual proprietor etc. Contact details including registered office (if a corporation), business address, street address, name of office/officer to which notices relating to this RFI should be sent, telephone number, facsimile number and address A description of all the on-vehicle systems and technology that could be included as a part of a PTVMS, and all requirements for the system to operate properly. This should include a description of all functionality provided that would benefit the PTA, as well as the ability of the provided system to potentially integrate with other systems. All enabling technologies required to effect the proposed solution, and any limitations the existing communications infrastructure may have on the effectiveness of the solution offered. The office end systems that would be delivered as a part of the PTVMS, and any functionality that would aid in the PTAs requirements in relation to delivering not only the WSBS redevelopment, but improving public transport services in general. How the PTA or a third party would be able to integrate external systems with the PTVMS. 3.5 Information supplied with response Respondents submissions should be accompanied by full documentation and information at the time of responding. All such documentation and information must be provided free of charge to PTA. The documents and information submitted by the successful Respondent will become PTA property and may be used by the PTA in any subsequent RFP.
11 Public Transport Authority Western Australia Page 11 of Confidentiality PTA will treat responses as confidential except for the purposes of developing and including any required information in any subsequent specification for inclusion in a RFP. 3.7 Reference sites Respondents are requested to nominate reference sites to attest their organisation s capabilities and experience in the supply and installation of similar systems. Information provided should include a comprehensive outline of the facilities, and functionality implemented at each site. Respondents are requested to provide names, titles, organisation detail, telephone numbers and addresses of contacts at the reference sites. PTA may contact reference sites to confirm information. 3.8 No obligation to proceed with RFP By issuing this RFI, the PTA will not be deemed by Respondents to be obliged to proceed with the issue of any subsequent RFP.
