1 South Central Kansas Trauma Region Executive Committee Meeting Wesley Rehab December 6, :00pm 1:30pm Minutes Members present: Dr. James Haan, Dr. William Waswick, Mark Willis, Grant Helferich, Jo Miller, Kris Hill, Mike Valdez, Michelle Schrag, Janet Powers Members via conference call: Nancy Zimmerman ACT Representative: Kris Hill (present) Subcommittee chairs present: Teena Johnston, Pam Stanberry, Diana Lippoldt, Molly Triplett Call to Order James Haan, MD, Chairperson Mike Valdez called the meeting to order at 12:15pm in the absence of Dr. Haan who was running late. First order of business was approval of the minutes from the October 2011 executive committee meeting. After review of minutes, Kris Hill made the motion to approve the minutes as presented. Jo Miller seconded the motion. The motion passed. Trauma Program & Registry Update Rosanne Rutkowski, Director Kansas Trauma Program Program update: Work is underway to outsource where trauma registry data is hosted. Currently data is on servers at KDHE. In an effort to improve efficiency, we are proposing that Digital Innovations (DI) the software vendor provide server support. Along with outsourcing, the trauma registry will be upgraded to include enhanced modules that will be beneficial in the PI process. The public notice for Level IV Trauma Center Regulations was published December 1, The Attorney General s office requested that 3 words to be added to provide clarification but the content of the regulations were not changed since last presented to the committee. The public hearing has been scheduled for Feb. 9 th in Topeka at 10am. Rosanne asked the committee to consider writing a letter of support of the regulations. Trauma Registry Report: Dee Vernberg, trauma epidemiologist reviewed in more detail the attached data report. Click here to view trauma registry report. Rosanne reiterated that the regions need to work with hospitals to increase the number of hospitals that submit data on time and the data needs to be accurate. Data quality is important as we do not want to develop policy decisions on bad data. Therefore, as a first step in regional PI, we need to have all hospitals submit data in a timely manner. The SC region for this quarter only had 19 out of 33 hospitals meeting the 3 rd quarter deadline of Nov. 30 th. Regional Trauma Plan Review Recommendations: Rosanne reported that priorities have been established as listed in the agenda. The budget will need to be reviewed and approved. Starting in Feb, ACT representatives will include a budget update in their report to the ACT. The plan for regional PI needs to be further developed. The first order of business however is to improve timely data reporting and quality of data.
2 Jeanette is in the process of developing a dashboard for the regional priorities that have been identified and it will be available for review at the Feb. meeting. This format will allow for easier tracking of progress. Treasurers Report Michelle Schrag, Treasurer Rosanne reported that it s expected we will be renewing the contract for regional trauma council support with Hutchison as the fiscal agent for The committee discussed the current budget and unexpended funds that currently exist. A request has been distributed via announcing funding availability for RTTDC, TNCC, PHTLS and ATLS. Applications are due back by Dec. 16 th. It was recommended that funding be utilized to help assist hospitals that are not current in reporting. Via Christi & Wesley volunteered as did Nancy Zimmerman to contact and/or visit with non-reporting hospitals. Kris and Mike will identify hospitals that may need assistance and put together a proposal to help offset their expenses related to assisting these hospitals with data reporting. Injury Prevention & Control Ronda Lusk & Teena Johnston, Committee Co-chairs Teena reported that Ronda who unable to attend the meeting today did a presentation at the November 30 th SC regional health department on the Remembering When program. The response was very positive. Remembering When is a fire and fall prevention program. Teena also reported that response to the SAFE program has been very positive. She also reported that as an alternative for those schools currently not involved in SAFE, a Battle of the Buckles might be considered for this spring. Emergency Preparedness Diana Lippoldt, Committee Chair Diana Lippoldt reported that Charlie Keaton has established 2012 meeting dates for the SC emergency preparedness meetings. She reported that Charlie has planned table top exercises as a standing meeting agenda item. Prehospital Mark Willis & Grant Helferich, Committee Co-chairs Mark reported that the Field Triage Project is currently on hold pending an update to the current guidelines from CDC which is expected in January. Mark reported that a survey has been developed and they will plan on sending it to EMS agencies once they know what revisions CDC has made to the existing field triage guidelines. Education o Burdett EMS Dates of class: November 5 & 6, 2011 o Arkansas City Fire & EMS Dates of class: November 29 & 30, 2011 o Comanche County EMS Dates of class: Nancy Zimmerman will follow up with EMS Director to find out what the status is of this class. Acute Hospital Education Diana Lippoldt, Committee Chair TNCC o Rice County Hospital Dates of class: December 7 & 8, 2011 o Clara Barton Hospital Dates of class: October 17 & 18, 2011 o Pratt Regional Medical Center
3 Dates of class: November 15 & 16, 2011 RTTDC o Comanche County Hospital Date of class: September 28, participants. Special Populations Cyndi Chapman & Mollie Triplett, Committee Co-chairs Cyndi Chapman and Mollie would like to look at the safe transport of pediatric trauma patients. Our plan is to develop a survey to send to EMS providers to see what barriers (if any) they encounter. We will include questions about mode of transport, equipment, and educational needs. We would like to also purpose funding for the Pediatric Fundamental Critical Care Support (PFCCS) which is a 2 day class (roughly 16.5 continuing ed hours) for Physicians, Mid-level providers, nurses and EMS providers. There are 4 classes scheduled in the US in 2012 and 2 are at Wesley Medical Center. The cost is $250 for physicians and $125 for all other providers. We are in the process of developing a proposal. Dr. Haan reported that KU has developed geriatric protocols and he plans to follow up with Dr. Moncure at KU Med to see if they would be agreeable to sharing what they ve developed. The committee also discussed bariatric protocols for the obese trauma patient. The committee discussed the need to know where special equipment resources (such as CT scanners) are within the state/region for these patients. It was clarified that regional trauma council funds cannot be used to buy equipment. Rehab Availability Pam Stanberry, Committee Chair Pam Stanberry reported that their next rehabilitation meeting for the region is scheduled for next week. At their last meeting the committee established the priorities listed below. Their plan is to begin to address these issues. Reduce acute care transfers Advocacy for rehabilitation hospitals versus skilled nursing facilities Rehabilitation education for trauma surgeons, physicians, physical therapists, case managers Specific items that have been discussed by the committee include working with trauma physicians, case managers and developing standing orders for PMR. They also discussed possible outcome measures which could be evaluated to help support the need for appropriate rehabilitation services after hospital discharge. Old Business 2012 Meeting Dates: It was recommended that the February meeting date be changed to the 21 st and the meeting will be held in Hutchison. Dr. Haan will invite Dr. Harrison. With the exception of the general membership meeting scheduled at Wesley on April 17 th, the other locations may change depending upon how the PI process develops. Dates and tentative locations are listed below: Feb. 21, Promise Regional Medical Center, Hutchison April 17, 2012 (general membership & executive committee meetings) Wesley Medical Center, Wichita July 10, 2012 Grant will make arrangements for a meeting location. October 23, Via Christi Hospital, Wichita New Business
4 General Membership Meeting: The committee needs to begin the planning process for 2012 General Membership meeting. It was decided that the Executive Committee would serve as the planning committee. Dr. Haan asked committee members to give thought to a topic and who they might like to invite as a keynote speaker. The committee will discuss in more detail at the Feb. meeting.
