1 Location of Kansas Medical School Loan Program Recipients Who Have Completed Their Obligation November 2013 ======================================================================================= This report provides the current practice locations of the recipients of the Kansas Medical School Loan program (MSLP) who have completed their obligation for the graduating classes of 1992 through There were a total of 380 recipients that have completed their obligation. Kansas practice location for each recipient was determined by the Kansas Board of Healing Arts (KSBHA) licensure online database. The primary mailing address as provided by the licensure database was used as the practice location. It is recognized that an individual may live in one county and practice in another, and for those that lived in counties surrounding KUMC, all were checked to see if they were practicing at KUMC in Wyandotte county. Recipients not found in the KSBHA database were considered as not in Kansas. The status of the MSLP participants is provided below. Status Number Percent Completed by service* % Paid in full % Dropped 8 2.1% Permanent disability 1 0.3% Deceased 6 1.6% TOTAL % * Includes 15 students that fulfilled their obligation by a combination of service and repayment A total of 15 (4%) recipients were excluded from further analyses due to deceased/permanently disabled (n=7) or dropped MSLP (n=8). Therefore, a total of 365 (96%) MSLP recipients were available for further analyses. Of the 365 recipients, 246 (67%) are practicing in Kansas, 7 (2%) have active Kansas licenses but not a Kansas address, and 112 (31%) have an inactive or exempt Kansas license. As presented in the table below, of the 247 that completed their obligation by service, 198 (80%) are practicing in Kansas and of the 118 that paid in full, 48 (41%) are practicing in Kansas. Practice State Completed by Service Paid in Full Total KS Not KS TOTAL Of the 246 that have a Kansas location, 175 (71%) also had county where obligation was completed. A total of 110 (67%) have remained in the same county where they completed their obligation. Of those that completed their obligation through service, 63% have remained in the county where they completed their obligation compared to 50% of those that completed their obligation through payment. The remainder of this report focuses on the location of recipients in the state of Kansas. Therefore, the results that follow are based on the 246 recipients that have an active Kansas license and a Kansas address. Prepared by: Anthony Paolo, Ph.D. Director Page 1
2 Recipient location by population density peer group The Kansas Department of Health and Environment (KDHE) has classified each Kansas county according to population density (see appendix for the definitions). This section presents the number and percent of MSLP recipients for each designation. A total of 83 (34%) of recipients currently practice in frontier, rural, or densely-settled rural Kansas counties. designation Number of Percent of MSLP recipients MSLP recipients Urban % Semi-Urban % Densely-Settled Rural % Rural % Frontier 5 2.0% TOTAL % Percent of MSLP Recipients of Total Physicians by Density Peer designation* Total Number of Number of Percent of Physicians MSLP recipients MSLP Urban % Semi-Urban % Densely-Settled Rural % Rural % Frontier % TOTAL % * designation by population density peer group from Primary Care Health Professional Underserved Areas report, KDHE For the Kansas counties in which MSLP recipients practice, they account for 13% of the physicians in densely-settled rural, rural and frontier Kansas counties and 21% of the physicians in rural and frontier Kansas counties. Recipient location by MSLP medically underserved designation The Kansas MSLP has designated acceptable or medically underserved counties in which students can meet their obligation. For the MSLP, all counties are considered medically underserved, with the exception of Douglas, Johnson, Sedgwick and Shawnee counties. Wyandotte was considered medically underserved since July 1, 2004 and all 12 recipients currently in Wyandotte were considered as practicing in an underserved county. A total of 169 (69%) of MSLP recipients are currently practicing in MSLP medically underserved designated counties. For the Kansas counties in which MSLP recipients practice, they make up 7.3% of the physicians in underserved areas compared to 1.8% in adequately served areas.
