1 Our ref T E bill.higgins@mottmac.com.au Holcim (Australia) Pty Ltd 7 9 Irvine Place Baulkham Hills NSW th May 2014 Attention: Mr Alan Massoud Dear Alan, Lynwood Quarry Lighting Design Peer Review Mott MacDonald provides the following commentary on the potential for light spillage and obtrusive lighting impact on the local community following construction of infrastructure for a new quarry located at Marulan. The completed facility will enable the processing, storage and handling of quarry products. The works includes a series of access roads for the safe movement of vehicular and pedestrian traffic around the facility and includes for necessary lighting to enable safe operations. Holcim has commissioned this peer review in order to review the potential impact of lighting, which has been installed in accordance with the design engineer s lighting design drawings, on the local community. In response, Mott MacDonald has used industry standard software and technology to; a. Review the design in accordance with the requirements of AS1158 and AS4282, and b. Review the design in accordance with criteria considered relevant to optimal performance, and c. Identify any opportunities to; Reduce / eliminate any potential light spillage, and/or Reduce / eliminate any potential obtrusive lighting, and/or Remove any lighting that may be deemed superfluous and/or redundant with regard to Operations and Safety. In summary, the outcome of the peer review approach followed to date is as follows; 1. The lighting design complies with AS1158 which allows safe movement and operations on site. 2. There is an isolated instance at the site boundary where the lighting design has difficulty achieving compliance with some uniformity metrics within AS1158 as well as the obtrusive light restrictions within AS4282. This has no impact on surrounding residences and is remedied by implementing some of the recommendations listed later in this report. 2 Approach Reference documentation sourced for the purposes of this review included; Drawing files in CAD format for the Lynwood Quarry lighting design. Survey drawing in CAD format illustrating topology of the site and the surrounding area. IES photometry files for specified luminaires from the relevant lighting suppliers. Based on clarification from the lighting design engineer, the lumen option for the Pierlite Tarmac luminaire was used. Modelling for the purposes of review was undertaken using the Australian Standards approved lighting simulation package AGI32 Lighting Calculation Software based on the abovementioned reference documentation. It should be noted that theoretical (ie. calculated) values may differ to actual measurements recorded on site due to minor inconsistencies inherent with all simulation packages, atmospheric and environmental conditions, calibration of measurement equipment and the like. The AGI32 model was configured using the following luminaires; Type F Pierlite Maxi Master GMRS400MH. 1 x 400W Metal Halide, lumens, LLF=0.7, pole mounted at 12.5m, 0 uptilt. Type F1 Pierlite Tarmac APR-2x400MH. 2 x 400W Metal Halide, lumens, LLF=0.7, pole mounted at 15m, 0 uptilt Type R Sylvania Lighting Urban Eco Series JA x 42W CFL, 3200 lumens, LLF=0.7, pole mounted at 7.5m, 5 uptilt. The abovementioned were positioned in the model as per the lighting design drawings in order to; Review car parks for compliance with AS categories P11c and P12 (person with disability car spaces). Review internal roadways against AS category P4. Review the relevant site boundaries against AS4282. In addition, five (5) nominated residential properties that, due to their location and elevation, may be affected by the lighting design were considered as follows. Refer Appendix 2 for locality plan. House-1(SW). Located 2.95km South-West from nearest site boundary. House located 50m above nearest site boundary. Land topography between these two points suggests minimal direct line of sight between house and nearest point on site. House-2(S). Located 1.5km South from nearest site boundary. House located ~51m above worst case (highest) point on nearest site boundary. Land topography between these two points suggests direct line of sight between house and nearest point on site. House-3(E). Located 2.4km East from nearest site boundary. House located ~20m above nearest site boundary. Land topography between these two points suggests minimal direct line of sight between house and nearest point on site. House-4(N). Located 2.86km North from nearest site boundary. House located ~9m above nearest site boundary. Land topography between these two points suggests no direct line of sight between house and nearest point on site. House-5(NW). Located 9.5km North-West from nearest site boundary. House located ~58m above nearest site boundary. Land topography between these two points suggests direct line of sight between house and nearest point on site.
3 House-6(NW). Located 9km North-West from nearest site boundary. House located ~2m below nearest site boundary. Land topography between these two points suggests no direct line of sight between house and nearest point on site. Relevant Codes and Modelling Results The results of the modelling approach are as follows; 1. AS , Category P11c Technical Parameters 2. AS , Category P12 Technical Parameters Car parks 1, 2 and 3 comply with all Category P11c and P12 criteria aside from the uniformity of car parks 1 and 2 which can be achieved by implementing lower wattage lamps as mentioned in recommendations section later in the report. None of the car park lighting designs have any impact on AS4282 (obtrusive light) with respect to the assessed residential properties. Due to car park 1 s location on site, the current design has a very slight impact on AS4282 requirements at the site boundary however with the implementation of one of the few recommendations listed later in this report, compliance is achievable. 3. AS/NZS , Category P4 Technical Parameters: The site roadways comply with Category P4 criteria. 4. AS , Curfew Hours Technical Parameters for site boundary: The majority of the western boundary easily complies with AS4282 requirements, with only 2 short sections not meeting compliance. Remedial measures are outlined in the recommendations section of this report. All other site boundaries comply with AS4282 requirements. 5. AS , Curfew Hours Technical Parameters for nearby residential buildings: The overall site lighting design complies with AS4282 when assessing against all five of the houses listed at the beginning of this report. Summary of the Modelling Results The modelling results suggest excessive lighting in the car parks which has the following impact: a. Non-compliance with uniformity requirements of AS1158 b. Non-compliance with obtrusive light requirements of AS4282 over a distance of approximately 10m on the western property boundary. The lighting design in the south west corner of the site (main entrance) complies with AS1158 but can be optimised. The lighting design in this area also slightly impacts on site compliance with AS4282, once again only over short distance. The overall site lighting design complies when reviewing nearby residential properties against AS4282.
