2 Summary An outdoor music festival is proposed for Sat 17 Nov at Parramatta Park between 11:00 hrs and 23:00 hrs. A series of actions outlined in this noise management plan will be implemented to minimise the impact of noise on nearby residences during the event. Noise Consulting & Management Pty Ltd has been engaged prepare recommendations regarding festival noise management in support of the permit application for this event. This noise management plan contains the abatement measures that will ensure the festival adheres to the limits set by the Parramatta Park Sound Management Plan. General Information Applicable Regulations The noise limits are specified in the Sound Management at Open Air Concerts and Events in Parramatta Park and are summarised below: Location Noise Limit, LAmax db(a) Noise Limit, LCmax db(c) Residential, on residential streets Residential, on main roads Commercial The residential limits on residential streets are considered low compared to other similar venues we are involved with. Centennial Park, Moore Park & Entertainment Quarter have limits of LAmax 65 db(a), LCmax 85 db(c), and Randwick Racecourse has limits of LAmax 70 db(a), LCmax 90 db(c). The 2012 event will be held on a Saturday night to allow later operation than the 2011 event, which ran until 22:35hrs. Stage Configuration To reduce the impact on northern residential receivers the main stage will be located in The Crescent and will face south west. There will be 2 minor stages in the Cattle Paddock. The stages will be located facing away from the nearest dwellings. The site plan is given in Appendix B.. Page 2

3 Noise Abatement Measures To ensure the noise and time limits are achieved, the following measures will be implemented: Prior to the event Stage configuration will be determined in consultation with an acoustical consultant to minimise the impact of noise on nearby residences. The speakers of the stages will be oriented facing away from the closest residents. A sound check will be performed prior to the event. The sound check will finish before 8:00pm the day before the event and/or start after 9:00am the day of the event. During the sound check, appropriate music levels will be set at each of the stages to ensure they are started at appropriate levels to comply with the Parramatta Park Trust sound management plan. A notice informing nearby residents of the event and the noise hotline number will be sent out prior to the event. The hot line number is During the event The music noise limit at all noise sensitive locations, in particular the Mayflower Aged Care Centre, will be limited to the levels given in the Parramatta Park Sound Plan The operating hours will be 11:00hrs- 23:00hrs. There may be intermittent sound check between 16:00hrs and 20:00hrs the day prior to the event and from 10:00hrs on the event day. A complaints hotline will be established for the duration of the event. The hotline operator will follow the procedure outlined below. A qualified acoustic consultant will investigate any complaints and the results of the investigation and the action taken recorded and reported back to the resident if desired. The hotline number is During the event, the organiser will ensure that an employee or agent is present at the sound-mixing desk and is able to exercise ultimate control of the noise levels from all of the sound amplification equipment for the duration of the event. A qualified acoustic consultant will frequently monitor the pre-determined noise sensitive locations to the west and any additional locations that may become necessary based on the conditions and complaints encountered. 4 The consultants will be in two way radio and mobile phone contact with the production manager, sound engineers, event organiser, and hotline staff throughout the event. The production manager and sound engineers will be briefed on the importance of reducing music levels as requested by the acoustic consultant and the protocols or measures required to comply with the Parramatta Park sound management plan. Procedures will be implemented to allow for a quick reduction of the music levels of all stages if required. The production manager will ensure that sound engineers reduce music levels when instructed by Sound Monitoring staff. The noise measurement program will maintain a register of noise measurement locations, times and actual noise level readings. A report containing the results of the monitoring and control will be presented to Promoter within 28 days of the event. A summary of the report will be provided to the Parramatta Park Trust within 24 hrs to inform management of complaints. PROCEDURE FOR RECORDING AND ACTIONING NOISE COMPLAINTS A noise hotline will be staffed during the hours of event operation including sound checks. The residents name, address, contact number and nature of the complaint will be recorded by hotline staff. The noise monitoring person will go to the resident address and record noise measurements and discuss the results with the resident if required. The noise monitor will contact the production manager to reduce the sound level to comply with the noise management plan. The effect of the reduction will be measured and recorded. Hotline staff will call the resident to confirm the actions taken, including if the noise was compliant. A note will be kept of this call back. To ensure the event is operated in a responsible manner, Soundwave Harvest Festival has made a commitment to abide by the noise management plan outlined. Page 4

5 Appendix A Sound Management at Open Air Concerts and Events in Parramatta Park The Event Organiser shall employ audio specialists to install a sound amplification and measurement system that will minimise the impact of noise at neighbouring residential and commercial premises. Previous experience of open air concerts and large events held at Parramatta Park indicates that: a) Initial sound measurements carried out at the residential and commercial premises during pre event sound tests should determine the final set up of a sound amplification system; b) the stage and main speakers should face South; and c) diffuse smaller speaker arrays at multiple locations, instead of large multiple banks of speakers adjacent to the stage, are preferred. Specified sound levels for open air concerts and events at Parramatta Park Levels at residential premises (open air concerts) The A-weighted and C-weighted maximum sound pressure levels (LAMax and LCMax) emanating from open air concerts held at Parramatta Park should not exceed:. 65 db(a) and 80 db(l), respectively, when measured at boundaries of residential premises a) at boundaries of the residential premises at the corner Railway Pde and Park Ave b) at boundaries of the Mayflower Rest Home at the corner Helen St and Park Ave c) at boundaries of the residential premises at the eastern end of Amos St 75 db(a) and 90 db(c), respectively, when measured: a) at boundaries of the premises at the corner Hawkesbury Road and Queens Road b) at boundaries of the residential premises at the corner Hunter and Pitt St c) at boundaries of the premises at the corner Park Parade and Hawkesbury Road d) at the Parramatta Golf Club House; Accountability for compliance with Sound limits The Event Organiser is accountable for ensuring that sound is kept with in the specified levels. The Event Organiser may deputise a person who will retain ultimate control of the volume of sound from amplification systems used during open air concerts; and be accountable for compliance with the specified sound limits. The Event Organiser will provide Parramatta Park staff with regular reports on any noise complaints and their resolution. Page 5

6 Sound Measurement The Event Organiser shall engage suitably qualified acoustical consultants to carry out sound measurements during open air concerts and events including sound checks. Location of sound measurements at residential premises During open air concerts and events held at Parramatta Park, sound measurement should be carried out: 1. to the south at the park s Amos St car park; 2. to the west at the intersection of Queens Road and Hawkesbury Road; 3. to the east on the corner of Pitt and Hunter Sts; 4. to the north on the corner of Fleet and Fennel Sts Location of noise measurements at commercial premises During open air concerts and events held at Parramatta Park, noise measurements should be carried out at the following commercial premises: 1. Old Government House, including Lachlan s Restaurant, and 2. Parramatta Park Café and Events Centre (Conference Facilities). Instrumentation During open air concerts, the sound measurements should be carried out with NATAcalibrated, class 1, real-time sound analysers that will allow determination of the: a. overall A-weighted and C-weighted maximum sound pressure level; and b. one-third octave band spectrum of excessive noise, if any. During FMX demonstrations, the noise measurements should be carried out with NATAcalibrated, class 1, sound level meters that will allow determination of the overall A-weighted maximum sound pressure level. Note: During Pyrotechnic displays both sound analysers and sound level metres should allow to measure the linear maximum peak sound pressure level [LLMax (Peak)]. Additional requirements for sound measurements (1) the A-weighted maximum sound pressure level (LAMax) will be measured at least once, at the beginning of sound tests, rehearsals and concerts, at all locations listed as above; (2) the Event organiser will be notified by two-way radio/mobile telephone immediately the specified sound levels are breached; (3) any breach of the specified sound levels will be reported in relevant frequencies (at one-third octave or one octave bands, depending upon the resolution of the graphic equaliser at the mixing desk),which will allow for prompt accurate sound reduction, with minimum deformation of music; (4) there will be a complaint hot line available to the public during the sound tests, rehearsals and concerts for processing noise complaints as below. 7 Procedure for sound level breaches during open air concerts Whenever the LAMax and/or LCMax emanating from open air concerts and events held at Parramatta Park: (1) reach/reaches 3 db or less below the sound limits as above:- the acoustical consultants carrying out measurements of sound at any of the locations listed above will warn the Event Organiser, of the likelihood of breach; (2) breaches the specified limits:- the consultants will notify the Event Organiser of noise reduction in one- or one-third (depending on the type of the mixing desk) octave band spectra. After receiving a warning or a notification, the Event Organiser will direct the person in control of the mixing desk or other sound controlling device, to reduce the volume of music/announcements according to instructions from the consultants. (3) the Event Organiser shall log each incidence of either scenario as above Complaints Hotline The Event Organiser shall publicise, by a letter box drop of residents as required by the Park Trust of the event the date, time and nature of the event and the number of a complaints hot line not less than one month prior to any open air concert or other event. For the duration of any open air concert and/or event including sound checks, the Event Organiser shall maintain and continuously monitor the publicised hot line for receiving and responding to noise and any other complaints. In the event that a noise complaint is received the Event Organiser shall record the name, number and location of the complainant and explain the procedure to resolve the complaint. The Event Organiser shall immediately notify the acoustical consultants carrying out measurements of noise of the complaint and the location. The consultants will immediately measure the noise levels at the complaints location. In the event that the complaint is verified the Event Organiser will notify the sound engineer to bring the sound levels back within the specified range. The Event Organiser shall call the complainant back advising them of the results of the investigation into their complaint and apologise for any breach. Register of Noise Complaints The Event Organiser shall maintain a register of all noise and other complaints received during any open air concert or event. Page 7

8 Acoustical Reports Within five (5) working days after an open air concert or event held at Parramatta Park, the Event Organiser will: a. submit to the Parramatta Park Trust an acoustical report presenting results of noise measurements carried out during the event including ambient noise levels, together with the complaints register. Special notes for FMX Demonstrations Procedure for noise approaches and exceeds limits during FMX demonstration Whenever the LAMax emanating from FMX demonstration held at Parramatta Park: (1) reach/reaches 3 db or less below the noise limits as above the acoustical consultants carrying out measurements of noise at the locations listed above will warn the Event Organiser accountable for compliance with the limits of a likelihood of breach; and (2) exceed/exceeds the limits, the consultants will notify the Event Organiser of breach with the limits and the required noise reduction. After receiving a warning or a notification, the Event Organiser will direct the promoter of Australian FMX demonstration to check/confirm that all participating motorbikes still comply with the limit set up by Motorcycling Australia for Motocross and Supercross (that no modifications to motorbikes that result in the higher noise emission have been done since the testing at the commencement of the event.
