3 EXECUTIVE SUMMARY Trafficworks has been engaged by Amex Corporation to prepare a report on the proposed local area traffic management (LATM) treatments for the proposed residential development that falls between Dohertys Road to the north, Tarneit Road to the east, Leakes Road to the south and approx. 820m west of Tarneit Road to the west, in Tarneit. A local area traffic management assessment was carried out to: provide details on the treatment of intersections; and locations to implement local traffic management devices so that speeds are likely to be in the vicinity of 30-40km/h. It has been identified that the proposed development would require the implementation of a roundabout at a cross intersection, 3 modified t-intersections with change of priority and islands on all approaches, 3 wombat crossings where there is a demand for pedestrians to cross and 21 raised intersections platforms. All traffic management devices are generally located within m between slow or nearstop conditions. 6 1 INTRODUCTION Trafficworks has been engaged by Amex Corporation to prepare a report on the proposed local area traffic management treatments for proposed residential development that falls between Dohertys Road to the north, Tarneit Road to the east, Leakes Road to the south and approx. 820m west of Tarneit Road to the west, in Tarneit. Part of the land is segregated by the proposed Regional Rail Link which will provide a new track between West Werribee Junction to Deer Park, then along the existing rail corridor from Sunshine to Southern Cross Station. As part of this project, a new train station within 2km of the site will be developed at Tarneit. 7 2 EXISTING CONDITIONS 2.1 Subject Site The residential development site is located approximately 25km west of Melbourne s CBD. The development site is bounded by Dohertys Road to the north, Tarneit Road to the east, Leakes Road to the south and approx. 820m west of Tarneit Road to the west, in Tarneit. The development site bounded by the roads outlined above is approximately 120ha over two titles. Part of the site is segregated by the proposed Regional Rail Link which will provide a new track between West Werribee Junction to Deer Park, then along the existing rail corridor from Sunshine to Southern Cross Station. As part of this project, a new train station within 2km of the site will be developed at Tarneit. An overpass of the regional rail line is currently being constructed and controls the location of access to the site on Tarneit Road. The location of the site and its surrounding environment is shown in Figure 1. 8 3 PROPOSED DEVELOPMENT 3.1 Proposed Development Summary The proposed development consists of the following: Land area of approximately 120 hectares; A lot yield of 12.0 dwellings per hectare; Yielding 1,444 dwellings o 1,303 Dwelling houses; o 141 Medium density; Public open space; An internal trafficable road network ranging from Access Lanes to Connector Streets. Vehicular access to the proposed development will be via two intersections on Leakes Road, two intersections on Tarneit Road and one intersection on Dohertys Road. 3.2 Proposed Internal Road Network The internal road network offers a high level of road amenity, connectivity and permeability. All roads within the development need to provide sufficient space so that emergency service vehicles, waste collection vehicles and street-cleaning vehicles can carry out their functions while travelling in a forwards direction only throughout the development. The proposed development will be segregated by the proposed Regional Rail Link. The southern precinct is proposed to have access via Leakes Road at two locations. The northern precinct of the overall development site is proposed to have two accesses via Tarneit Road and one via Dohertys Road : Amex Site Residential Development, Tarneit Local Traffic Management Report Draft: 13/12/2013 4

9 4 LATM DEVICES The proposed subdivision road layout and access to the abutting road network generally meets good urban design principles and provides a permeable road layout. It is expected that the proposed development will operate under the default urban 50 km/h speed limit, except possibly for a Connector which is likely to be signed at 60km/h. Design of the internal roads i.e. (Access Street 1 and 2) should aim to meet the GAA s Engineering Design and Construction Manual target speeds of 30-40km/h. Austroads Guide to Traffic Management Part 8: Local Area Traffic Management indicates that straight sections of road (i.e. between slow or near-stop conditions) should be kept below 200m - 250m. Slow points can be created using a number of variety of devices. Refer to Attachment A for the concept layout plans of the proposed LATM devices. 4.1 Modified T-intersection T Modified T-Intersections are used to moderate traffic speeds at a T-intersection by affecting a change in the vehicle travel path through the implementation of physical islands and/or used to change priority. Modified T-intersections were designed so that the service vehicles are able to negotiate the intersection. The modified T-intersections with change of priority were implemented throughout the subdivision only where the new priority route was going to follow what is expected to be the dominant flows. This treatment will be provided in conjunction with traffic islands delineating and increasing awareness of the presence of the approaches and the intersection. It has been identified that the proposed development would require the implementation of 3 modified t-intersections with islands on all approaches. 4.2 Raised Intersection Platform A raised intersection platform is a section of the roadway approximately mm high ramped up from the normal level of the road with a platform across the apron of an intersection. The extent of speed reduction that can be derived from this device is determined by the gradient and height of the ramp sections. A gradient of 1:12 is most commonly adopted in Australia. Raised pavements with ramp gradients of no more than 1:15 are generally regarded as bicycle friendly and 1:20 as bus friendly. The raised pavements at intersections should not extend into or beyond the throat of the intersection or across areas where pedestrians are likely to cross because it may create a false sense of security for pedestrians where they incorrectly perceive the raised pavement or change in pavement colour or feature as giving them priority over vehicles : Amex Site Residential Development, Tarneit Local Traffic Management Report Draft: 16/12/2013 5

10 Kerb ramps and pedestrian refuges should be set back from the edge of the raised pavements at intersections a minimum of one metre for the same reasons mentioned above. The raised pavements at intersections may also discourage through traffic due to lower speeds and longer travel times. Throughout the site, raised intersections are proposed where they would limit the impact to road surface drainage overflow, adjacent to public open spaces or reserves/easements to provide a focal point and at intersections to shorten long sections of roads. It has been identified that the proposed development would require the implementation of 21 raised intersections platforms. 4.3 Wombat Crossings Wombat crossings are generally flat top road humps with a marked pedestrian crossing on the raised flat surface with the height of the platform consistent with the height of the adjacent footpath. Although similar to a flat top road hump, wombat crossings give priority to pedestrians while flat top road humps give priority to vehicles. The desirable minimum length of the device including ramps is 6m and the desirable minimum height of the platform is 100mm. If a wombat crossing is required on a bus route, the desirable minimum length should be 9m, a 75mm high platform, and ramps with a gradient of 1:20. Wombat crossings with ramp gradients of 1:15 to 1:20 are generally regarded as bicycle friendly. Devices should be clearly visible to approaching drivers, illuminated by street lighting, and enhanced by the use of signs and pavement markings. The wombat crossings may also discourage through traffic due to lower speeds and longer travel times. Wombat crossings are proposed at locations where it is expected that pedestrian demands are likely to warrant a pedestrian crossing facility i.e. adjacent to the proposed primary school and one of the public open spaces in the southern precinct. It has been identified that the proposed development would require the implementation of 3 wombat crossings. 4.4 Roundabout The Growth Area Authority s (GAA), Engineering Design and Construction Manual for Subdivision in Growth Areas, states that all cross intersections are to be controlled by traffic management devices such as a roundabout or traffic signals.
