2 Program Outline and Updates for 2011 The mission of the Colorado Division of Fire Safety is to protect those that live, work and play in Colorado, by reducing threats to lives, property and the environment. It does this by preventing threats through code enforcement and by strengthening emergency response capabilities to those incidents that cannot be prevented.

3 Public School Construction Program Fire Suppression Program Waste Tire Facilities (new) Sprinkler Fitters & Residential Inspectors (future) Regulatory and Certification Programs: Fireworks Licensing, NFIRS Program, Emergency Resource Mobilization, Limited Gaming Facilities, Cigarettes, Hotel/Motel Program, ROSS, NIMS Training, Firefighter Training.

4 Under HB , the public school construction fire plan review and inspection program within the Division of Fire Safety and the public school construction building plan review and inspection program within the Division of Oil and Public Safety were consolidated into the Division of Fire Safety on January 1, Through the Public School and Junior College Construction and Inspection Program the Division s priority is to apply the resources necessary to enforce the applicable adopted codes. Emphasis is placed on excellent customer service; however, as caretakers of the public trust the safety of the regulated community is the most important responsibility. Our services may begin with preliminary meetings to discuss and resolve code issues from the design development stage all the way through submission of construction documents for building permit applications. Building plan reviews and fire plan reviews are performed in order to ensure that the submittal documents comply with all of the statutes, regulations, and adopted codes. All required building inspections and fire inspections are conducted to verify that the construction is consistent with the approved plans. After the final inspection is performed and all the required documents have been collected and reviewed then a Certificate of Occupancy (CO) is issued to complete the building permit process.

5 The Waste Tire Facilities Program Rules are due for adoption by April, Through this program, the Division ensures code compliance with the requirements for safe storage of waste tires as required by the International Fire Code, NFPA 13, and NFPA 230.

7 CitizenServe is a web based building department software. Citizenserve permitting software automates and simplifies the permit application, review, resubmittal, approval and inspection process. Route applications for review, upload plans and other documents, create inspection reports and generate certificates of occupancy. With Citizenserve permitting software, constituents can apply and pay for permits online. Permit applications are then automatically routed to the appropriate departments. Once the permit is issued, constituents can request inspections over the internet or your staff can use the scheduling function of the system to schedule inspections. With user defined inspection checklists, and commenting features inspectors will be able to update inspection reports quickly.

9 Citizenserve code enforcement software completely automates the process of opening cases, scheduling inspections, recording violations and coordinating resolutions. Inspection results, photos, notices, violations and notes become an electronic record of each case. Citizenserve is a fully mobile solution that allows complete remote access to code enforcement data. Citizenserve code enforcement software increases efficiency, provides the ability to put an alert on a project. This gives you the capability to flag potential dangerous situations so inspectors are aware of the dangers before approaching a property. The property history feature gives a historical view of everything that is currently happening or has happened in the past for any property. With mapping capabilities there is the ability to view cases, inspections or violations on a geographical map. The citizenserve code enforcement inspection tracking features will provide inspectors with everything needed to complete inspections in the field. Capabilities include unlimited notes and quickly attach digital photos directly to files. Quick file lookups, easy data entry and customizable reports will be possible. With automated document generation notices of violation or any other standard forms can be generated within seconds. Constituents will have the capability to access limited building department services after hours and on weekends and be able to quickly check on the status of their projects.

11 Electronic plan submittal and review will be implemented concurrently with CitizenServe. At that time plans may be submitted and reviewed electronically improving efficiency, reducing time & cost, and providing a more environmentally friendly solution.

12 The existing DFS website is being redesigned to conform more closely with the style and format of other CDPS websites. Many added features will include simple tabbing and easier methods to find information. The new website will be integrated with CitizenServe containing online links.

13 All existing policies, procedures and forms are being re-examined for efficiency, accuracy and ease of use. Many procedures will be also revised due to a much more automated software system and electronic plan review. Updates will be posted on the website as they are available.

15 Incidental Accessory Occupancies This section has been revised. Incidental Accessory Occupancies (previously Incidental Use Areas) are now limited to incidental uses that are accessory to the main function, and second are limited to a maximum size of 10% of the area of the story in which it is located. For example storage rooms over 100 s.f. are no longer included in Table

16 603.1 Allowable Materials in Types I and II Construction FRTW used in roof construction has now been extended to include buildings of Type IB Construction (but limitations still apply to buildings of Type IA Construction as before).

17 703.6 Identification of Fire and Smoke Separation Walls Fire walls, fire barriers, and other walls required to have protected openings or penetrations must now be identified with signs or stenciling above the ceiling where a concealed apace is created.

18 704 Fire-Resistance Rating of Structural Members It is a new mandate that structural columns that require a fire-resistance rating must always be individually protected.

19 Sprayed Fire-Resistant Materials (SFRM) Spray applied fire-resistant materials are now specifically regulated to minimize the potential for the materials to become dislodged.

20 Fire Wall Intersection at Exterior Walls An alternative method is now allowed using the imaginary lot line per Section for regulating exterior wall and opening protection (previously a 1-hour wall and ¾-hour opening protection for 4-0 was the only method).

21 Sprinkler Protection in Group E Occupancies The maximum allowable fire area threshold for the installation of an automatic sprinkler system has been reduced from 20,000 s.f. to 12,000 s.f.

22 Minimum Required Egress Width Table no longer allows for a reduction in the required egress width because of the presence of a sprinkler system (now it is just.3 inches per occupant for stairs and.2 inches per occupant for other egress components, and of course not less than specified elsewhere).

23 1007.3, Required Areas of Refuge Areas of Refuge are no longer mandated as a required element of accessible means of egress in a fully sprinklered building.

24 , Exception 9 Manually Operated Horizontal Sliding Doors A manually operated horizontal sliding door is now allowed in other than H occupancies from a space with an occupant load of 10 or less.

25 Required Exit Sign Locations Exit signs are now required within exits and at doors to intervening spaces to clearly indicate the correct direction of egress travel.

26 Handrail Graspability The requirements for handrail graspability have been clarified with additional criteria.

27 Guard Opening Limitations The permitted maximum opening in the upper portion of guards has been reduced from 8 to 4 3/8.

28 Maximum Length of Dead Ends in Corridors The permissible maximum length of dead end corridors in fully sprinklered Group E buildings has been increased from 20-0 to 50-0.

29 Egress for Group E Assembly Spaces Assembly uses in Group E Occupancies are now subject to the specific means of egress provisions for Group A Occupancies in Section 1028.

30 Employee Work Areas The maximum size of an employee work area to be exempted from accessibility requirements has been increased from 150 s.f to 300 s.f.

31 Accessible Lavatories with Enhanced Reach Ranges A lavatory with enhanced reach ranges is now required in a toilet room or bathing facility that is provided with six or more lavatories.

32 Calculation of Plumbing fixture Count The method of determining the minimum required number of plumbing fixtures has been clarified and extensive explanations and examples have been added to the 2009 IBC Commentary.

Removal of exemptions regarding commercial cooking and fire extinguishers. Increase communications/streamline processes with CDPHE. Complaint process.

35 The Colorado Fire Suppression Program began on January 1, It was created by Senate Bill 904, which was signed into law on May 18, Through this program, the Division ensures that fire sprinkler systems, installed in commercial and residential occupancies without a fire protection district or local building authority, are installed and maintained according to nationally recognized codes and standards. To accomplish this, the program encompasses a comprehensive construction plan review process, field inspections, and a suppression contractor certification program.

36 Through this program the Division would administer licensing requirements and approvals for sprinkler fitters. The program will begin July 1, This program is under House Bill 1241, to be CRS The bill was introduced by Pipefitters Local 669 and supported by FMAC, CFPA, Local 669, several local jurisdictions. The program would only apply to installers; not, persons that perform repair or maintenance on systems. The program would only apply to Fire Suppression Systems defined in the Bill which: Have a backflow device Standalone (not shared domestic) Not Multipurpose, hood systems, fire extinguishers, or duct systems. It would require that any person who acts or advertises as a sprinkler fitter to be certified by DFS. The Bill also grants the Division the responsibility to set the requirements and certify residential fire inspectors.
