1 OAK LEAF SPORTS COMPLEX FUTURE STAFF CHANGES FOR THE BAR AGENDA ITEM No. 7 MEETING: PERSONNEL SUB COMMITTEE DATE: 27 th AUGUST 2015 REPORT BY: LEISURE MANAGER 1.0 Purpose of the Report 1.1 The purpose of the report is to request members to consider all future posts on the bar be amended to variable hours as determined by operational requirements, with an average of 16 hours, as and when they become vacant. 1.2 To consider and approve new job descriptions and person specifications for the bar/catering assistants. 2.0 Background 2.1 Over a period of years officers have tried to review the staffing hours of the complex whenever a post becomes vacant. 2.2 In line with the Council s recruitment policy each post is assessed before it is filled. Officers then have to report the changes to the Recreation Committee and then to Full Council before starting the recruitment process. This process can be lengthy depending upon where it falls within the committee cycles. This in turn adds pressure to the establishment while it tries to cope with less staff. 2.3 Currently the bar has 5 part time staff working a range of hours from 16 hours per week to 25 hours per week. This would make the total establishment bar hours per week. 2.4 The long term plan for the bar staffing would be to make 6 posts, having an average of 16 hours a week but stating hours will be variable. This will also provide enough flexibility for the Leisure Manager to vary hours when operational requirements change without the potential delay of fitting into the committee cycle. These changes would make the total average bar hours of 96 hours per week giving a saving of 5.5 hours per week. 2.5 The 5.5 hours could then be absorbed and utilised in other areas when needed to ensure the operational requirements are met without incurring overtime or additional costs. 2.6 The changes would only be implemented when a post became vacant. 2.7 Increasing the number of part time posts will make it much easier to find cover for holidays and sickness as more staff would be available to help.
2 3.0 Current Situation 3.1 One part-time post at 17.5 hour is currently vacant. 3.2 The vacant post is being filled by casual staff on a temporary contract. 3.3 The review of the bar service has provided an opportunity for officers to review the current job description and update it accordingly. 3.4 In addition as there was no person specification for the bar/catering assistant a draft one has been developed. 3.5 The draft job description and person specification have been attached for Members consideration and approval. 4.0 Policy Implications 4.1 The Council has a recruitment policy. 5.0 Staffing Implications 5.1 None, as changes would only be implemented to posts as they become vacant. 6.0 Financial Implications 6.1 A small saving would be achieved but the purpose for the change is not to reduce running costs but to aid the covering of sickness and holidays by having more staff available to cover. 7.0 Crime and Disorder Implications 7.1 None. 8.0 Equal Opportunities Implications 8.1 None. 9.0 Environmental Implications 9.1 None Risk Assessment 10.1 It is not considered that the matters contained in this report pose a risk to health and safety of staff or to the financial or public standing of the Council to a degree that a risk assessment should be appended to this report.
3 11.0 Recommendation 11.1 It is recommended that Members: (i) (ii) (iii) Receive the report. Consider the proposal to revise the resource requirement for bar operations to a total of 96 hours per week, with new staff working on the basis of variable hours as determined by operational requirements, with an average of 16 hour per week, as and when they become available. 4 OAK LEAF SPORTS COMPLEX JOB DESCRIPTION POST: RESPONSIBLE TO: SECTION: Bar / Catering Assistant Duty Manager Leisure SALARY: Spinal Points 5 6 Purpose of the Job To assist in the provision of an effective and high quality bar and catering service at the Council s Oak Leaf Sports Complex in line with the relevant Council policies and procedures. Main Duties and Responsibilities 1. To provide high quality bar services and to assist with the catering area when required. 2. Provide excellent customer service by being flexible in accommodating their needs and prioritise tasks effectively without the need for supervision. 3. To operate computerised tills and P.D.Q. machine accurately, take appropriate payments from customers, follow the correct procedures for all transactions and give correct change. 4. To be fully conversant with the range of bar equipment and how it operates, including the cellar and basic cellar operation, as shown by the Duty Manager. 5. To be fully conversant with the rules for the bar area 6. To be fully conversant with the range of goods, menus and their prices and where appropriate the quantities in which they are sold. 7. Maintain stock control and rotation and record movement and wastage of stock. 8. Inform the Duty Manager of any deliveries by suppliers for them to oversee and countersign the delivery note. 9. Inform the Duty Manager of any problems in the bar or catering area which require attention. 10. To maintain a high standard of cleanliness in the bar and kitchen area cleaning designated areas as instructed by the Duty Manager and following the cleaning rota. 11. Monitor customers in the bar and deal with any issues that are showing signs of trouble. If required call the Duty Manager for guidance and/or support. 12. Be willing to deliver the quiz, if necessary.
5 Health & Safety 13. Be responsible for your own Health & Safety. 14. To fulfil the post holder s duties as set out in the Council s Health and Safety Policies including Risk Assessments and COSHH Assessments. 15. Ensure a safe working environment for yourself, members of your team, members of the public and others who may be affected by your team s activities. 16. To be responsible for ensuring that the required standards of cleanliness and hygiene, as detailed in the Safer Foods Better Business file, within all catering areas are met. Catering 17. To assist catering staff as required if the bar workload is of a light nature. 18. To be fully conversant with the range of kitchen equipment and how it operates as shown by the Catering Supervisor. 19. Take orders for meals, serve food, clear tables and prepare cutlery. 20. To prepare toasties, paninis and sandwiches in the absence of catering staff and ensure that food consistency and presentation is maintained. 21. Report any comments back to the Duty Manager if any action is required. General 22. Work as part of a team to maintain the highest standards of cleanliness and service. 23. To undertake training as deemed necessary to meet the duties and responsibilities of the post. 24. Participate in team meetings and contribute ideas, etc. where possible. 25. Adhere to the staff rota and cover vacant shifts as required and following the appropriate procedures for applying for annual leave or reporting sick leave. 26. To undertake such other duties, commensurate with the grade and responsibilities, as may be required from time to time by the Leisure Manager or Duty Manager.
