4 ADB - ICT Strategy Three Thrusts in ADB s ICT strategy: Toward E-development in Asia Pacific (2003) o Creating an enabling environment in terms of ICT policy and infrastructure, o Building human resources with ICT literacy and ICT professional skills, and o Developing ICT applications and contents in ADB-supported projects and activities

5 ICT sector in ADB ADB s Long-Term Strategy as well as its Midterm Review emphasize a greater role for using ICT in achieving our development goals. In 2014, ICT is classified as a separate sector from Transport and ICT ICT has dual features both a sector and an enabler.
