1 An Expert Group Meeting (EGM) On Promoting Renewable Energy for Industrial Applications A Collaborative Initiative between UNIDO and TERI December 2007 (Preparatory Meeting) and January 2008 (Technical Meeting)

2 I. ORIGIN AND OBJECTIVES OF THE EXPERTS GROUP MEETING A. Background The share of renewable energy resources in industrial applications is increasing, but still their vast potential to meet growing energy needs of industry remains untapped, especially in developing countries. The renewable energy agenda generally gets overshadowed with the access issues and power generation applications. The contribution of industry sector in overall energy consumption is one of the highest, almost to the tune of one third of total energy consumption. A review of literature revealed that except for few scientific papers and reports in specific technologies, very little is known or available collectively on the present status of industrial applications of renewable energy systems. Realizing this along with the fact that recent advances made in case of some of the renewable energy technologies have made them commercially viable options to meet the industrial energy requirements by replacing or reducing fossil fuels, especially for process heat applications, UNIDO and TERI have agreed to jointly organize an expert group meeting and discuss key issues, gap areas and emerging opportunities in this field. UNIDO through its renewable and rural energy portfolio has been enhancing access of rural poor to modern energy services; and supporting renewable energy technologies for industrial applications. It has been organizing a number of global forums under its Expert Group Meetings to bring together planners, entrepreneurs and experts on a common platform, and promote capacity building, information dissemination, lessons learned and exchange of ideas, and strengthening south-south cooperation in the field of renewable energy. Likewise, TERI is recognized for its expertise in developing RET (renewable energy technologies) -based products and markets to disseminate these products, assessing renewable resources, as well as devising renewable energy policies. Against this backdrop, a meeting between UNIDO and TERI teams led to this proposal to carry out a collaborative study to map potential renewable energy technologies with possible industrial applications, and discuss its findings in an expert group meeting (EGM) to be organized at TERI. Keeping in view the logistics involved and the time required to complete technical papers, it is now proposed to organize the EGM in two parts two days preparatory meeting in the month of December 2007 and two days technical meeting in the month of January The outcome of the study and EGM would be in a form of publication, prepared with involvement of experts and stakeholders. B. Objectives The proposed expert group meeting (to be held in two parts) at New Delhi will enable discussions and dialogue on the potential of renewable energy for industrial applications, especially in the SME sector from the point of view of technical, economic and institutional concerns, and industrial perspectives in the developing countries. It will provide an opportunity for policy makers, experts and planners to review and discuss the present status, barriers and opportunities, commercialization efforts, and agree on a common approach to harness the potential of renewable energy technologies for industrial applications. It is anticipated that a constructive discussion on the key issues on industrial applications of renewable energy will lead to a better understanding of the present status and the opportunities being offered by these technologies to provide process heat applications in energy intensive 2

3 manufacturing SMEs. The Meeting will cover, among others, the following key themes - (a) present status and experience gained on the use and applications of renewable energy technologies in industry, (b) the potential, issues and opportunities specific to the SMEs, (c) industrial applications of RE technologies such as solar, biomass, wind and small hydropower, (d) policy, regulatory and institutional framework, (e) ongoing programmes and emerging opportunities including possible linkages with Climate Change and (f) the key role that can be played by agencies like UNIDO and TERI to give a boost to wide scale adoption of renewable energy technologies for process heat applications in SMEs. II. ORGANIZATION OF THE EGM A. Date and venue In view of the logistics involved and the time required to finalize all technical papers, it is now proposed to hold the expert group meeting in two parts 1) first preparatory meeting to be held for two days to be held at the TERI Office, New Delhi on 19 and 20 December 2007 where outline, scope and initial findings under each technical paper will be presented and agreed; and 2) second technical meeting to be held for two days at the TERI Office, New Delhi on 14 and 15 January 2008 to discuss and finalise the technical papers. B. Organization of work The EGM (to be organized in two parts) will comprise of about participants, including the planners, experts and representatives of SMEs and agencies working in the field of renewable energy for industrial applications. The provisional agenda of the Meeting (both parts) is given in annex I. To promote a constructive discussion on the key issues, it is envisaged to prepare discussion papers and organize discussion focusing on specific thematic areas covering key renewable energy technologies. For that purpose, resource persons will be invited from the leading institutions as well as representatives from the private sector. Such an arrangement would facilitate the preparation and promotion of the specific deliverables expected at the Meeting. During the sessions to be held during the preparatory phase meeting, lead authors / experts will present outline, scope and initial findings, which will be reviewed and agreed by the meeting. During the technical meeting, lead authors /experts will present the overview of their papers on the present status and experience gained on the use and applications of renewable energy technologies in industry. This would be followed by a presentation on the potential, key issues and opportunities specific to the SMEs, and case studies on industrial applications of RE technologies such as solar, biomass, wind and small hydropower. There will also be presentations on the policy, regulatory and institutional framework, ongoing programmes and emerging opportunities and the key role that can be played by agencies like UNIDO and TERI to give a boost to wide scale adoption of renewable energy technologies for process heat applications in SMEs. A comprehensive report summarizing the key issues, major points of discussion as well as the conclusions of the EGM will also be prepared. Thus, the recommendations will be very useful for the further development and implementation of a common approach to promote renewable energy based industrial applications. 3

4 Attendance and confirmation of participation The participants to be invited to attend the EGM (in two parts) may be divided into the following groups: a) Senior level officials and planners from the Government, b) Experts and resource institutions c) SMEs and private sector companies d) Universities, NGOs and Research Institutions e) Participants from the Multi/bilateral agencies and partners Each participant invited will be requested to confirm its participation by fax and/or to a focal point designated by TERI. The full name, organization, title and contact address of each participant should be clearly indicated in confirmation message. C. Working languages The deliberations at the EGM will be conducted in English. 4

7 The broad outline of thematic areas covered under various sessions during the preparatory and technical meetings is as follows: 1. Introduction to RETs and key industrial applications 2. Conclusion The introduction would provide the industrial energy use scenarios, patterns, energy consumption projections, and rationale for studying possible applications of renewable energy, especially in SMEs. Each technical section would cover technology details and the resource requirements in brief. The potential of specific renewable energy technologies to meet growing needs of industries for process heat and other applications besides electricity (i.e. cogeneration) would be covered in detail. Each section would provide the technological status of a particular renewable technology, potential applications and concerned industrial sectors. Depending upon the technology, the section would also provide technological trends and recent developments in the context of possible industrial use. The successful application / demonstration of renewable energy technology for industrial applications would be described through case studies / as best practices, especially from developing countries. The policies, regulations and financing in the energy/industry sector play a major role in uptake of renewable energy technologies. The last sections would cover this aspect in the context of industrial energy use, in addition to details on ongoing major initiatives and emerging opportunities. 7
