3 BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON MONDAY, SEPTEMBER 15, 2014 D.1 August 28, 2014 HBA Business Showcase D.2 September 2, 2014 EDA Interviews D.3 September 2, 2014 City Council Meeting Staff recommends Council approve the minutes as presented. F. 1 Hugo Good Neighbor Food Shelf Update Director Cindy Petty On August 19, 2014 the Hugo Good Neighbor Food Shelf closed on the property they purchased at Francesca Avenue North in the Peloquin Industrial Park. The Food Shelf s plan is to construct a 1,500 square foot building on this property. Food Shelf Director Cindy Petty is working on the capital funding campaign to raise money for this building. Cindy will provide an update to the Council. F.2 Approval and Swearing in of Matt Richardson as Engineer and Rick Paul as Probationary Firefighter on the Hugo Fire Department Fire Chief Kevin Colvard recommends Council approve the appointment of Matt Richardson as Engineer and Rick Paul as Probationary Firefighter on the Hugo Fire Department. Once approved, Fire Chief Kevin Colvard will swear in Matt and Rick to their new positions. G.1 Approval of Claims City staff recommends Council approve the Claims Roster as presented. G.2 Approve Annual Performance Review for City Clerk Michele Lindau Michele Lindau was hired as the new City Clerk in the City of Hugo on January 1, Michele was originally hired by the City of Hugo as a part time employee in 1997 and a full time employee beginning May 1, City Administrator Bryan Bear recommends Council approve the annual performance review for City Clerk Michele Lindau. G.3 Approve Annual Performance Review for Public Works Worker Paul Christianson The City of Hugo hired Paul Christianson as a Public Works Worker on September 27, Public Works Director Scott Anderson recommends Council approve the annual performance review for Public Works Worker Paul Christianson. G.4 Approve Appointment of Cindy Petty as EDA Commissioner On September 2, 2014, the Council interviewed three candidates for the vacancy on the EDA. After discussion, Council decided to appoint Cindy Petty as the new Commissioner. Staff recommends Council approve the appointment of Cindy Petty to the EDA with a term to expire on December 31, 2018.
4 G.5 Approve Resolution Adopting Preliminary Tax Levy for 2015 At its August 19, 2014 midyear budget workshop, the City Council listened to a presentation from Finance Director Ron Otkin highlighting revenues and expenditures to date as well as projections for the 2015 fiscal year. It was the consensus of the Council that the 2015 preliminary tax levy provide for no change in the urban tax rate. The total proposed 2015 property tax levy of $5,717,021 keeps the urban tax rate at % of tax capacity while the rural tax rate will decline by.018%. Staff recommends Council adopt the resolution adopting the preliminary tax levy for G. 6 Approve Pay Request No. 2 from North Valley Paving for 165 th Street Project North Valley Paving has submitted Pay Request No. 2 for work done to date on the 165 th and Ingersoll Avenue Mill and Overlay Project. City Engineer Jay Kennedy and Senior Engineering Technician Steve Duff have reviewed the request and find it to be satisfactory for work completed. Staff recommends Council approve the Pay Request in the amount of $142,1609 to North Valley Paving. G.7 Approve Sale of Surplus AV Equipment In October of 2013, the City replaced the Council Chamber Pelco cameras and Panasonic AV mixer with high definition Vaddio cameras and Production View camera controller. LPAV has offered the City $325 for the old equipment. Prior to selling the equipment, the Council must declare the equipment as surplus. Staff recommends council approve the declaration of the old AV equipment as surplus and authorize it to be sold to LPAV for $325 with all proceeds going to the City. H.1 Discussion on 145th and Goodview Intersection Study The City received a letter from a resident on 145 th Street who is concerned about the need for stop signs at the corner of Goodview Avenue and 145 th Street. Approximately two years ago, the City conducted a traffic evaluation there and found it did not warrant a stop sign at the time based on the analysis. Since then, additional homes have been built in the Diamond Point East development and staff felt an additional study need to be conducted. WSB Engineering has collected speed and count data and performed an all-way stop warrant analysis. Staff will share the results with the Council. K. Yellow Ribbon Network Report Council Member Chuck Haas and Council Member Phil Klein will report to Council on the Yellow Ribbon Network activities held recently. L.1 Citywide Bus Tour on Saturday, September 20, 2014 The 9 th Annual Citywide Bus Tour for Council, Commissions, and residents has been scheduled for Saturday, September 20, Participants are to meet at Lions Park for a 10 a.m. departure and will return to the shelter at approximately noon for a BBQ lunch.
5 L.2 StoryWalk on Saturday, September 27, 2014 The Washington County Library will host Storytime and a self-guided StoryWalk on September 27, 2014 at Heritage Ponds Park in Hugo beginning at 10:30 a.m. Families will be able to walk the trail while reading a picture book displayed on posts along the way. Warm beverages will be available for families as they finish the story. L.3 Fall Cleanup on Saturday, October 4, 2014 City of Hugo and Washington County will hold Fall Cleanup Day on Saturday, October 4, 2014 from 8 am noon at the Hugo Public Works Building. Hugo residents are encouraged to take advantage of this opportunity to do their spring cleaning by bringing in their old household items as well as hazardous household products for disposal. A complete list of accepted items can be found on the City website or by contacting Hugo City Hall. L.4 Fire Department Open House on Saturday, October 4, 2014 The Hugo Fire Department will hold their Annual Open House on Saturday, October 4, 2014 from 11:00am - 3:00pm. This event will take place at the Hugo Fire Hall, th St. North, and will include the Fearless Firefighters Fun Run and several children and adult activities. This event is being held to celebrate Fire Prevention Week, which is October L.5. Repairs to City Hall Basement Staff has been dealing with serious water intrusion issues in the basement of City Hall this summer. Building Official Chuck Preisler has been working with contractors to determine the cause of the problem and develop a plan to correct it. Staff will provide Council with an update, including a schedule for the upcoming work. N. Adjournment
