1 Council Meeting Date: January 14, 2014 Agenda Item #:10.1 COMMUNITY MASS NOTIFICATION PROGRAM FOR STRATHCONA COUNTY Report Purpose To provide Council with information on the mass emergency notification system, specific to Strathcona County, known as the Strathcona County Alert System, prior to the January 14, 2014 launch. Council History December 13, 2011 Council approved the Business Plan and 2012 Budget which included 2012-BPI-11 Implement an Emergency Alerting System. Background/Justification Strategic Plan: Governance x Community Well Being x Community Sustainability x Economic Viability x Service Delivery x Stakeholder Communication x Resource Management x Policy: n/a Legislative/Legal: Bylaw Emergency Management Bylaw; Emergency Management Act, R.S.A. 2000c.E-6.8 Economic: $93,000 to be funded over three years under 2012-BPI-11 Social: Voluntary registrants (the public) will automatically receive emergency notifications relating to evacuations, shelter-in-place or other urgent issues. They can also sign up to receive weather alerts and notifications about issues like road closures, parking bans, snow removal, amber alerts, etc. It must be stressed that the receipt of emergency notifications is mandatory for everyone who signs up for the system; all other warnings/alerts are strictly voluntary. Work contact information for County staff is automatically registered. Environmental: n/a Stakeholder: Strathcona County residents, staff, industrial partners, school boards and senior housing/care facilities. Interdepartmental: Representatives from Transportation and Agriculture Services (TAS), Utilities, RCMP and Corporate Communications will be able to immediately issue notifications relating to their specific operations (or areas they represent), while emergency alerts and weather alerts will be issued by Strathcona County Emergency Services (SCES) through the emergency communications centre. The Chief-on-Call will be the approving authority for the release of emergency notifications. Summary As part of 2012-BPI-11 on community notification, and after considerable research, Strathcona County Emergency Services signed a contract in September 2013 with Everbridge to provide a mass notification system. Everbridge is an internationally recognized company with a proven track record for emergency notification system (the response to the Boston Marathon bombing is a recent example). The system is hosted off site, accessed through the internet and will be complementary to the Alberta Emergency Alert System, the provincial warning system. The Strathcona County Alert System will be focused solely on Strathcona County. A team comprised of representatives from TAS, Utilities, Corporate Communications, RCMP, and SCES have been working together to complete necessary training prior to the official launch of the system on January 14,
2 The system has been designed to have two paths of notification: 1) all county employees with a phone number, assigned and/or cellphone (populated with data found in the active directory); 2) a public portal that will allow residents to voluntarily register to receive emergency notifications. Notifications can be done through a number of means: home phone work phone cell phone (work and/or personal) (work and personal) SMS Text messages Communications Plan Communication with: Strathcona County residents, staff, industrial partners, school boards, and senior housing/care facilities.
