1 City of Calabasas Emergency Communications Prepared for the Public Safety Commission May 21, 2007

2 The City s Communication Systems 1. Phones landlines, cell, satellite & American Emergency Notification (AEN) 2. Television Calabasas Television (CTV) - The Calabasas Channel 3. Computers City Website, Emergency Operations Center (EOC) laptops, Emergency Management Information System (EMIS) &

4 The City s Phone Systems 1. Landlines and cell phones are used if operational. 2. The City has three satellite phones. 3. AEN American Emergency Notification This is an automated emergency notification phone system. Previously called Community Alert Network or CAN. May be activated by the Sheriff or City and will deliver a recorded telephone message sent to designated areas.

6 Calabasas TV & Website

7 Emergency Management Information System (EMIS) The Emergency Management Information System is a computer database system which gives detailed, real-time information, linked directly through satellite to the County Emergency Operations Center.

8 Commercial and HAM Radios 1. The Calabasas Emergency Response Program (CERP) Sector leaders & others have been issued commercial radios to provide communication services to the city to key personnel. 2. CERP conducts a weekly radio net. 3. Commercial radios have been distributed to the council members, the Public Safety Commission (PSC) and city personnel. 4. Key City personnel are licensed HAM radio operators and can communicate directly with the Disaster Communication Service (DCS) at the Sheriff s station.

9 FM and AM Radios Emergency Alert System 1. Listen to KNX 1070 AM and KFWB 980 AM radio stations for regional emergency alert information for the Los Angeles County area. 2. Emergency Alert System (EAS) - The Los Angeles County Sheriff s Department broadcasts information on emergency events and conditions of concern via radio and television stations.

10 Fire Department Communications with the City The County Fire Department Assistant Chief or representative interfaces with the City Emergency Operations Director or designee via phone, or in person.

11 Sheriff s Department Communications with the City The Lost Hills Sheriff s Station Captain or representative interfaces with the City Emergency Operations Director or designee via phone, or in person. The Disaster Communications Services (DCS), is a volunteer organization dedicated to serving the Sheriff s Department, uses HAM radio for communication.

12 Sheriff s Department Communications with the Residents The Lost Hills Sheriff s Station may use mobile emergency vehicles sirens and loud speakers or door to door notification.

13 What if the TV and internet were not functional? In the event of a disaster, the following sites will be activated and used as information sites.

14 Are there any other locations where I can obtain information during an extended disaster? Yes, the CERP First Aid cache units will be available at the following locations and managed by CERP volunteers: Calabasas High School Calabasas Park De Anza Park Gates Canyon Park Grape Arbor Park Tennis & Swim Center

16 What if I am told to evacuate? Depending on the circumstance, and when the appropriate authority calls for an evacuation, follow the instructions provided by the CHP, sheriff or fire department personnel.

17 Fire Evacuations The Fire Department determines if necessary: EVACUATION WARNING (Voluntary Evacuation) EVACUATION ORDER (Mandatory Evacuation) During both phases, Law Enforcement is responsible to disseminate information, possibly door-to-door or use of bullhorns.
