1 REQUEST FOR PROPOSALS The Board of Supervisors of Tazewell County, Virginia is soliciting proposals, pursuant to Section of the Code of Virginia, from private entities to design and build an onsite waste water treatment facility to be located on Cavitts Creek Park in Tazewell County, Virginia. The proposal shall include a plan whereby the proposer shall design and construct the facility in accordance with the specifications on file in the County Engineer's Office at 106 East Main Street in Tazewell, Virginia and posted on the County's website at The facilities effluent must meet or exceed the qualitative standards set forth in the specifications and comply with any and all other Federal, State, and local regulations for waste water treatment. The proposal must include the estimated cost of the facility, the estimated cost of annual operations, including any utility costs and labor. Cost shall not be the sole factor considered in awarding the contract but shall be a heavily weighted factor in evaluating the proposals. The proposals also shall include any warrantee of the system. Proposals shall be evaluated in accordance with Tazewell County's Public Private Partnership Procurement procedures and policies, copies of which are available at the Tazewell County Administration Office at the address below indicated. Proposals must be submitted in sealed envelopes labeled Cavitts Creek Waste Water Treatment Proposals to the County Administrator s Office at 108 East Main Street, Tazewell, Virginia All proposals shall be delivered to the Office of the County Administrator no later than the 31st day of August, 2015 by 2:00PM. Proposals not submitted by that date and time shall not be considered. Proposals submitted electronically shall not be considered. 2 Cavitts Creek Park Waste Water Treatment Facility Specifications Proposed Waste Water Treatment Facilities must meet or exceed the following specifications. All specifications must be addressed or explained in each proposal. System Engineering and Permitting: The selected proposal shall provide all required engineering, design, and permitting for the facility. This system must meet all applicable federal, state, and local requirements. This facility will be located in proximity to an existing recreational water impoundment which also serves as a drinking water source. Construction and Installation: The selected proposal shall be responsible for fully supplying, installing and constructing the proposed wastewater treatment facility. This will include the system, system structure, housing structure, electrical and plumbing connections, as well as all appurtenances to create a fully operable wastewater system. Construction shall be completed in a manner so to minimize safety hazards to park visitors or personnel and interference with Park activities. System Size and Type: The proposed onsite wastewater treatment system shall be modular and scalable, allowing for future expansion. It shall have a minimum capacity of 6,000 gpd and maximum capacity of 8,000 gpd for purposes of this proposal. It shall have an operational life span of 30 years or more. The entire system, including the housing structure, should have the capability of fitting into a footprint of 1,000 square feet or less. The proposed housing structure shall reflect a similar architecture to existing facilities on-site. Fixed bed technology should be utilized for this treatment system. Outflow parameters shall not exceed the following: BOD 20 mg/l TSS 15 mg/l ph Proposals must include estimated outflow BODs, TSS, and ph for the proposed system. 2 P age
3 System Operations and Maintenance: The system shall be energy efficient, with energy consumption of less than 10% of equivalent conventional systems. It should be capable of adapting to large fluctuations in the influent capacity and temperature, while also being environmentally friendly, with little to no odor and little to no noise discernible outside the facility housing during operation. Operations costs should be low, with lifetime O&M costs not exceeding more than 10% of the total system capital investment and an annual cost of 2% or less of the total systems capital investment for the biological system's parts replacement. The system should minimize excess sludge, producing less than 0.5% on a daily capacity basis. Sludge in the system shall have a minimum age of at least 45 days. Required maintenance shall be very simple with weekly or less frequent site visits required to insure proper operation. Warranty: The biological reactors or similar system shall have a minimum of five year warranty from the date of system startup. 3 P age

6 Additional Information: The Cavitts Creek PPEA project will consist of a wastewater treatment facility to be designed and constructed on the site in the approximate area shown on the previous page. This facility will serve a group of cabins (true number is currently unknown, but estimated at single or double room facilities) in the area noted on the map. This is the reason that the RFP requested that the proposed system be scalable. This system will not be used as an RV dump station. The project will include all items listed in the proposal request. The lake is currently owned and operated as a recreational facility by the. While the dam serves as a flood control facility, the lake also serves as an emergency backup water source for the Tazewell County Public Service Authority. Any project undertaken must not jeopardize that ability. Erosion and Sediment Control Permitting Should the project require the disturbance (i.e. grading, excavation, etc.) of 10,000 square feet of soil, it will be necessary to apply for an erosion and sediment control permit from the county. This will require the services of a Professional Engineer or Licensed Land Surveyor licensed in the State of Virginia. The consultant shall produce an erosion and sediment control plan with a narrative as per the Virginia Erosion and Sediment Control Laws and the Virginia Erosion and Sediment Control Handbook. These shall be sent in no later than ten days prior to a Planning Commission Meeting (currently the second Thursday of each month). After receipt of these documents, the Engineering Department will review and attempt to work out any issues with the consultant prior to the meeting. A representative of the project team must then be present at the Planning Commission Meeting, where the permit will receive approval or be disapproved. If disapproved, the owner will receive notice in writing of the deficiencies and will have an opportunity to resubmit. All permit fees and bonds are waived for erosion and sediment control permits. Prior to issuing the permit, we must have copies of any other outstanding permits required by the project, including, but not limited to the following groups (as applicable) : VDOT, US Army Corps of Engineers, VDH, and DEQ. Virginia Stormwater Permit Stormwater permitting in Tazewell County is conducted by the Virginia DEQ. The consultant completing the Erosion and Sediment Control permitting and design can provide guidance for this process as well. Should the disturbance be less than one acre, such a permit is not required. Should it exceed one acre, the consultant will have to prepare a Stormwater Pollution Prevention Plan (SWPPP) and if necessary, design any structures required by the Virginia Stormwater Design Guidelines. Such facilities will need to be constructed as part of the project. Floodplain This property is not in the floodplain. Building Codes Our Building Safety Department is currently enforcing the 2015 Virginia USBC and 2015 IBC Building Codes. Building Permit fees are waived for this project. 6 P age
