1 SERVICE DESCRIPTION To maintain all of the transferred and accepted infrastructure within the district including water, wastewater, and stormwater systems, streetlights, traffic signals, and landscaping and, to ensure the protection, health, and well-being of the residents while reducing the District s liability by responding in a timely and effective manner with emphasis on quality and efficient customer service and delivery. The Operations and Maintenance Department currently manages the major contracts for water, wastewater, and storm water systems throughout the District; and, manages the landscape maintenance, graffiti abatement, street maintenance, street lights, and traffic signals contracts, for all areas within the District, that have been transferred from developers and accepted by the District. The division consists of two staff positions. The major emphasis in the Fiscal Year budget will be to continue managing infrastructure contracts throughout the District: Traffic control Street lighting Landscape maintenance Public utilities (water, wastewater, stormwater) Fleet management Graffiti abatement Facility management Contract management Safety and security The Division will oversee all infrastructure contracts to ensure that the maintenance work is going well and in accordance with the terms of the contracts as well as the standards of the District and the Master Plan. Major projects to be undertaken during the fiscal year include: Landscape Maintenance To ensure the weed abatement and green spaces are maintained properly to avoid any fire hazard in the Creek and other sensitive areas within the District. To ensure that public restrooms are clean and operable at all times. To expeditiously respond to and repair vandalized areas and items. To renovate, remove and/or replace tall fine fescue with shrub bed and drip irrigation for Mascot Boulevard and Arnaudo Boulevard beginning in August 2012 and to be completed by October To ensure that all major intersection Landscape Renovation beginning in October 2012 and to be completed by November DB-32

2 Wastewater Treatment Plant (WWTP) To ensure that all the test results meet the requirements of the Regional Water Quality Control Board prior to the discharge of wastewater into Old River. To review the maintenance report and prepare the budget for maintenance, repair and replacement of broken and damaged pumps, motors and all the equipment needed to run the plant. To conduct facility inspections. To ensure the Supervisory Control and Data Acquisition System (SCADA) and Programmable Logic Controller (PLC) are working properly to run the plant. To ensure that the generator is functioning properly and is ready for use in the event of a power outage. To oversee the Bio-Solid Contract with Synagro Company for hauling sludge from WWTP to the landfill site. To oversee the contract with Inventive Resources to maintain the catch basin inserts. Water Treatment Plant (WTP) To oversee the requirements of the Water Treatment Plant permit for 12.5 million gallons a day (mgd) capacity. To meet with Regulatory Agencies. To review monthly reports to insure that all the test results meet the requirements of the State Department of Health Services. To ensure that all the processes are working properly to avoid the formation of any tinted water. To review all the reports and Consumer Confidence Report to ensure the residents have clean and drinkable water. To ensure all the pumps, motor and equipment are working properly and are well maintained. To regularly inspection the facilities. To ensure the SCADA and PLC are functioning properly. To ensure the generator works properly and ready to use in the case of power failure. To paint the pump, piping and ceiling in Booster Pump Station. Traffic Signals To ensure that all traffic signals are working properly and in accordance with maintenance contract. To ensure that the maintenance and operations of all cameras and equipment are in operable condition at all times. DB-33

3 To provide good customer service to residents by responding to the signal complaints and having the signals repaired in reasonable time. Street Lights To oversee the street lights contract. To provide night sweep checks as needed as a preventative maintenance program to replace burned out lights in a reasonable time. Street Repair To repair 7,000 feet of street with potholes. Graffiti Abatement To ensure that all the vulgar or gang related vandalisms are removed immediately from the infrastructure within the accepted areas in District; and, to work with developer/builders to have such markings removed expeditiously from areas within their jurisdiction. Other Maintenance Contracts: To ensure that all the District s fleet is well maintained and operable at all times for District business. To prepare annual janitorial contract for library maintenance. To ensure the maintenance and purchase of chemicals for the Interactive fountain is performed. To ensure that all the streets are cleaned per the contract in order to prevent pollutants from entering the storm drain system. Public Safety and Emergency Preparedness. To ensure that the district is prepared for potential natural, civil and other emergencies and disasters by coordinating emergency response functions and activities and following the Emergency Response Plan for the District. To ensure that all the MH Employees are aware of the Injury Illness and Prevention Program (IIPP) which establishes policy, performance standards and responsibilities for implementing safety and health programs within the District. To replace 10,265 sq.ft. of damaged fescue with new sod along Mascot Boulevard between Mountain House Parkway and De Anza. 9. To Install 1200 plants along the Arnaudo, Wicklund Crossing and Mascot 10. To replace 56 trees and 1,700 warrantied plant replacements throughout Mountain House Wastewater Treatment Plant 11. To rebuild Douglas Decanter structure for SBR #2 12. To annually maintain 23 submersible pumps and mixer 13. To replace the PC board for Centrifuge 14.
