32 Energy Performance Contracts (EPCs) Funding mechanism to pay for capital costs of efficiency upgrade projects $ saved through reduced energy bills is leveraged to off-set the cost of financing, installing, operating, and maintaining the ECMs Funds are repaid through energy savings, which are guaranteed by an Energy Service Company (ESCO) ESCO designs, installs, maintains and can finance retrofit and upgrade projects

34 Funding State of Maryland Master Lease Purchase Energy Performance Contracts are financed with the State s Energy Master Lease and have no budget impact, since the savings are paying for the lease. Administered by MEA and Treasury Office Term up to 15-years 5 year Treasury times spread factor
