1 SBHE Policy In accordance with SBHE Policy 307.1, Institutional Organization Notice and Approval, UND seeks approval to change the following: From: Department of Physical Education, Exercise Science and Wellness To: Department of Kinesiology and Public Health Education a) The Department of Physical Education, Exercise Science and Wellness recently voted to change the department s name to the Department of Kinesiology and Public Health Education so that other disciplines within the department would be represented. b) Specifically, the B.S. with a major in Public Health Education was recently approved by the State Board of Higher Education; the department would like to highlight this second degree program in the department name. c) In addition, the department is concurrently requesting that Physical Education, Exercise Science and Wellness title be changed to an all-encompassing Kinesiology, and wish to have that change reflected in the department title. d) UND believes that this name change will foster a greater sense of unity within the department as well as provide a more accurate description of the department s academic program offerings. Recommendation: Approve UND request to offer to change FROM: Department of Physical Education, Exercise Science and Wellness; TO: Department of Kinesiology and Public Health Education effective immediately.
2 SBHE Policy & 409 In accordance with NDUS Policy and 409, Changes in Program Titles and New Degrees, UND seeks approval to change the following program title: From: Physical Education, Exercise Science and Wellness To: Kinesiology & Public Health Education a) Current title for this program is outdated. b) By conforming to conventional language for curriculum similar to the UND curriculum for this program, the department will achieve a stronger commonality in language. c) Changing the title will also more clearly identify to audiences the discipline that this program represents. Recommendation: Approve UND request to offer to change the program title from: Physical Education, Exercise Science and Wellness, TO: Kinesiology, effective immediately.
3 SBHE Policy 409 In accordance with SBHE Policy 409, New Degrees, UND seeks approval to offer the following encumbered degree: Bachelor of Science in Public Health Education (B.S.P.H.E.) a) UND received approval to offer a Bachelor of Science degree with a major in Public Health Education in December b) It was not clarified at that time to request this as an encumbered degree. c) Because a request for the new degree was not included in the original State II proposal, UND requests consideration in establishing this as an encumbered degree at this time. Recommendation: Approve UND request to offer to offer the encumbered degree of Bachelor of Science in Public Health Education, effective immediately.
4 University of North Dakota SBHE Policy 403.1, 404.1, and 409 University of North Dakota Program Approval: Doctor of Nursing Practice Distance Learning Credit Activities: Ongoing, Online/Distance 409 Degrees Offered: Doctor of Nursing Practice (DNP) Executive Summary: The University of North Dakota requests ongoing approval to offer a Doctor of Nursing Practice program/degree via on-campus and distance/online delivery. This request is in accordance with SBHE policies 403.1, Program Approval; 404.1, Distance Learning Credit Activities; and 409, Degrees Offered. Need for Program: Doctoral education in nursing includes the research-focused PhD and the practice-focused Doctor of Nursing Practice (DNP). The research doctorate emphasizes theory, research methodology and statistics. The practice doctorate emphasizes the utilization of scientific evidence in the clinical setting. UND currently offers a PhD program in nursing. Because the DNP will be required for licensure and certification in 2015, the addition of this program to be completed after the master s degree in advanced practice is required. An average gap of 17 years has been noted in translating scientific discoveries into clinical practice, and an entire field of translational research has been developed to bridge this gap. The Doctor of Nursing Practice (DNP) degree is designed to prepare post-masters advance practice nurses to provide health care based on the most current and reliable research evidence for practice. The American Association of Colleges of Nursing (AACN) in 2004 set the goal of the highest level of nursing practice as the doctorate, to be implemented by Landmark reports of the Carnegie Foundation in 2010 and the Institute of Medicine in 2011 reiterate the need for nurses to practice at the highest level of professional preparation and relieve the acute shortage of primary care providers in the United States. This program will help meet that need. This program is planned to begin in fall Program Objectives: Graduates of the Doctor of Nursing Practice program will demonstrate leadership skills, knowledge in advanced nursing care and the measurement of clinical outcomes to optimize patient health and quality of life. Based on the AACN DNP Essentials, graduates awarded the Doctor in Nursing Practice will demonstrate the ability to: 1. Integrate nursing science with knowledge of ethics, biophysical, psychosocial, analytical, and organizational sciences as a basis of practice and inquiry. 2. Develop and evaluate new practice approaches based on nursing science and associated theories. 3. Develop and evaluate care delivery for vulnerable populations. 4. Use advanced communication processes and skills to lead to quality improvement and patient safety. 5. Design and implement processes to evaluate outcomes of practice, practice patterns, and systems of care within a practice setting, health care organization or community against national benchmarks to determine variances in practice outcomes and population trends. 6. Design, direct and evaluate quality improvement methodologies to promote safe, timely, effective, efficient, equitable and patient-centered care.
5 7. Apply relevant findings to develop practice guidelines and improve practice and the practice environment. 8. Use information technology and research methods to improve patient care. 9. Demonstrate leadership in development and implementation of institutional, regional and national health policy. 10. Employ clinical prevention and health promotion to improve population health with an emphasis on vulnerable populations. 11. Develop and sustain quality therapeutic partnerships with patients/clients to ensure optimal outcomes of advanced nursing care. 12. Work effectively in collaborative professional partnerships. Cost and Funding Resources: One year of full-time add-on to the existing master s level nurse practitioner tracks in psych/mental health, family, and adult/gerontology is proposed. Existing office and support resources will be used. Faculty time is summarized as: clinical supervision of 24 students at 25% time by four faculty = 1 FTE; six didactic two-credit courses = 1 FTE; two didactic threecredit courses =.5 FTE; and one DNP Program time =.25 FTE. Total = 2.75 FTE. Five current faculty members are completing their DNP degrees in fall 2012 to provide faculty for this program. Accreditation Information: The North Dakota Board of Nursing (NDBON) approves academic nursing programs in the State, with special emphasis on those undergraduate and graduate programs leading to licensure. The Commission on Collegiate Nursing Education (CCNE) requires notification by written communication of new academic programs at least 90 days prior to implementation. The CCNE will conduct an accreditation site visit following the start of the program as a supplement to the 10 year accreditation of all UND nursing programs awarded in Relationship of the Program Internally and Externally to the Campus: The University of North Dakota has developed special missions in the health sciences, with emphasis on developing and strengthening graduate programs. A strong component of the DNP curriculum is interdisciplinary collaboration, on and off campus, in the practice setting. Articulation Opportunities: Although there will be no collaboration between UND and other North Dakota University System (NDUS) institutions to offer the DNP, several other opportunities for collaboration among nursing programs within the NDUS are ongoing (see request detail for more information). Program Viability: The goal for program size is 24 students per year based on the college workload standard for writing intensive graduate courses, and a 1:6 faculty to student ratio for graduate clinical courses - the national standard for graduate clinical supervision. It is anticipated that most students will enroll in the program part-time, while remaining employed full time. Of those enrolled, we expect that 100% will graduate with the DNP degree within 1-2 years. Applications to existing UND master s-level nurse practitioner tracks come from all over the country and exceed our capacity, a testimony to the recognized excellence of UND advance practice programs. Applications to the DNP program will be accepted from advance practice nurses prepared in masters programs other than UND, in addition to our own graduates. Candidates from North Dakota and the surrounding region will receive preferential standing in selection. Demand for psychiatric and gerontological advance practice nurses increases annually
6 with the aging of the population, increased volume of veteran mental health issues, and the Congressional approval of a mandate for health insurance to cover psychiatry on a par with other health conditions. Plans for Assessment: The College of Nursing has a graduate assessment plan that is approved by the University Assessment Committee. The chair of the graduate nursing program will include outcome data from the DNP, such as performance on the capstone project, in the overall program assessment. Assessment and program evaluation data will be presented to the College of Nursing s Graduate Council and Assessment Committee prior to reporting to the University Assessment Committee. Upon review and analysis of the data collected, the program will be revised as needed. In addition to the College of Nursing s program assessment, the Graduate School also performs periodic official reviews. A summary of ongoing assessment activities of student learning outcomes and program goals are included in the self-study for the Graduate School s program review and are reported annually in the program s annual report. Recommendation: Approve UND request to offer Doctor of Nursing Practice (Encumbered), effective immediately.
7 SBHE Policy In accordance with SBHE Policy , Program Termination, UND seeks approval to terminate the following program: Bachelor of Arts with a major in Classical Languages a) The concentrated major in Classical Languages was discontinued in 1992, later to be replaced by a major in Classical Studies. b) This program should have been terminated at the time of the creation of the Classical Studies major. c) This termination is requested to prevent students from enrolling in a program that does not exist. Recommendation: Approve UND request to offer to terminate: Bachelor of Arts with a major in Classical Languages, effective immediately.
8 SBHE Policy In accordance with SBHE Policy , Program Termination, UND seeks approval to terminate the following program: Transitional Master of Occupational Therapy (t-mot) This request is for the removal of the mechanism to obtain a transitional-mot only UND will continue to offer the Master of Occupational Therapy degree and its curriculum. a) The University of North Dakota began offering post baccalaureate program for licensed clinicians in occupational therapy who graduated prior to the change to masters level entry to the profession and wished to earn a Master of Occupational Therapy Degree. b) Due to a diminishing number of applications combined with the time intensiveness to maintain the program, this degree is no longer cost efficient. c) Elimination of this program will not impact student opportunities. d) There are no students currently enrolled in the program. e) UND will continue to offer the Master of Occupational Therapy. Recommendation: Approve UND request to offer to terminate: transitional Master of Occupational Therapy (t-mot) effective immediately.
