I am confident the trends and conclusions included in our report will be valuable to hiring organisations looking to navigate the job seeker markets more confidently, as well as candidates who want to be empowered with relevant data about their own field of specialisation. One thing is refreshingly clear after having polled the market for the last few years in a systematic way. The dynamism of the employment market remains unabated independently of the economic cycle. We certainly take into account the local and global macro economic outlook, as well as direct feedback from our clients and the professionals we have worked with. At the same time however, Greythorn are of the view that there is little benefit in echoing the doomsayers, which are rather abundant these days. Instead, Greythorn aspire to draw from the energy of organisations that understand they need the best talent to succeed commercially in a sustained manner. This shows clear signs of candidate movement within the industry. Historically, tenure has been higher. ¾ of respondents would recommend their employer to a friend or colleague. This provides a great opportunity for companies to promote internal positions via referrals. Job insecurity has ranked this year at historical levels with 33% of respondents feeling insecure or very insecure in their current role. This was particularly evident within the contractor workforce, the biggest threat being the fear of having their contract terminated at short notice. Candidates within the Government sector were particularly insecure, perhaps due to the upcoming election and budget cuts within the public sector. Only 40% of respondents have received training in the last 12 months and 24% have never received training. This is a surprise in an industry that changes as fast as technology and will be a contributor to the high staff turnover many companies experience. Over 25% of respondents have lost a role due to outsourcing and 20% are worried their role may be outsourced in the future. This threat is apparent across all industry specialisations. Knowledge and expertise wise, Cloud Computing has been identified as the skill set that will be most valuable for the next 12 months, followed closely by Mobility Solutions, Business Intelligence and Information Systems Analysts. Do you feel pressure to increase your non-it skills in order to advance your career? Technology professionals with non-it skills such as business acumen and commerce skills will be at an advantage. This positively promotes self-development and reiterates the importance of formal studies to career progression. If employers are unable to assist with further study, candidates are motivated enough to do this themselves. Contractors, in particular, are keen to keep their skills up-to-date. IT remains a technically based industry with only 56% of candidates feeling the need to increase their non-it skills to advance their career. Hiring Managers feedback is quite different and those IT professionals who develop skills like business acumen and negotiation will put themselves at an advantage in this competitive labour market. The old adage of it s who you know still rings true in the technology market with 80% of respondents believing that having a good network of contacts is fundamental to success in this industry. This number would probably be quite shocking for employers: Greythorn s Hiring Intentions survey revealed employers believe only 11-25% of their staff would consider changing roles. Companies are at risk of losing quality candidates to a competitor, perhaps due to hesitation or red tape. Speed to hire is one of the cheapest competitive advantages in the recruitment market. Top of the list for desired management skills include creating a positive and enjoyable working environment, setting clear expectations, easy to deal with (approachable) and being fair/honest. Note, however, workers leave jobs because of lack of challenge which suggests challenge needs to be technically based. The Australian Government intervened in this highly publicised topic by monitoring the number of 457 business sponsorship visas being offered to overseas talent. It appears the removal of LAFHA has not deferred candidates making the move to Australia. Over half of the respondents would consider international relocation, the reasons being career development and access to better opportunities. The UK continues to remain the number one choice for relocation, which is surprising given the past economic concerns and high taxes. 18 SYDNEY SUMMARY SYDNEY SALARY SURVEY The NSW Technology Recruitment market reflects the mood of the national forecast of modest economic growth in Continued global uncertainties and a Federal election this year are pre-announcing that the upcoming 12 months will not be a period of quick or easy gains for Technology professionals. Against this backdrop there are a number of pivotal ICT projects in the pipeline for the State, both in the public and private sectors; these should result in solid opportunities for people within the industry to advance their careers in the months ahead. The obvious pressure across many IT departments is on headcount, with team reductions stemming from ongoing corporate restructuring and rationalisation programs. It is interesting to note, however, that international outsourcing and the move of work to Cloud providers explains the job market dynamics only partially. We are also witnessing a solid march towards SOW (Statement of Works) projects. This is not a superficial change; project-driven recruitment drives dramatically different financial implications at department and whole-of-company level, and is monitored and evaluated not only by the known HR tracking and performance metrics. Meantime, our business and the entire recruitment industry continues its reshaping as internal recruitment teams, MSP/RPO providers, online professional networks, traditional advertisers, etc all look to solidify their position in the talent market value chain. In this context, organisations such as Greythorn need to quickly adapt to the way our clients buy talent. Flexibility and agility are demanded from suppliers who now need to approach customers with a strong consultative bias. 47 GOVERNMENT SUMMARY GOVERNMENT SALARY SURVEY CONTRACT $ Rate per day (incl. super) The past twelve months have been a very interesting time for IT hiring within NSW Government. Some departments have been very busy with IT projects and contractor hiring, while many have seen very little activity at all. This has been driven by the 2012/2013 NSW Government budget which saw investment in areas such as Education, Health, Transport and Police, while other departments had their IT budgets scaled back considerably. IT contractor pay rates have remained fairly static. NSW Government is still an attractive employer for IT contractors with rates generally higher than in the private sector. However, there has not been the demand that we have seen in previous years. This has resulted in less upwards pressure on contractor rates. Certain specialist skill sets have been in high demand and this has seen rates for those contractors increase. Examples include Data Analysts and Data Architects, SAP and CRM specialists, Network Administrators and Engineers, Project Coordinators and some specialist management roles. Government contractors and employees are generally feeling quite insecure about their jobs at the moment. This is a result of funding cuts and restructuring leading to redundancies and reductions of contractors in certain departments. For this reason, almost 1/3 of Government respondents to our survey said that they are actively looking for a job at the moment and more than 50% are keeping an eye on the market. Like other areas of the market, candidates applying for positions in Government have been frustrated by the drawn out recruitment processes. This is simply a result of larger numbers of suitable candidates applying for fewer positions. Government bodies may feel they can afford to take their time to properly test the market, rather than offering the position to the first suitable candidate that they interview. It will take a significant improvement in the private sector IT market, and therefore more competition for candidates, to bring about shorter recruitment processes in the NSW public sector. The most likely outlook for the next twelve months is for more of the same. Certain Government departments will receive funding for high priority IT projects, however others will need to continue to look for cost savings. IT contractor rates will most likely continue to remain fairly static, except for in-demand specialist skill sets. 47

62 MELBOURNE SUMMARY MELBOURNE SALARY SURVEY is a year to be approached with cautious optimism in Victoria. There are mixed signals stemming from different angles: uncertainty with federal elections and global economics; a slight increase in the Victorian unemployment rate; an exciting technology landscape including the drive to the cloud, the digitalisation of products, services and channels and the rise of mobile. Fundamentally the state economy, especially in relation to IT, seems sound. Our 2013 survey of almost 1,800 IT professionals clearly showcases their sentiment and makes for some interesting observations. General sentiment in the IT community is positive: almost a third of our respondents expected their IT teams to grow in the coming year, with 43% being optimistic about the economy and 64% satisfied in their role. All good signs for the health of the national and state IT industry. A number of factors have impacted the general positivity including increased job insecurity, redundancy becoming the second most common reason why people left their last permanent role, increased downward pressure on remuneration and a surprising lack of on-thejob training. For our clients, the observations present both retention and attraction opportunities, with more candidates actively looking in the job market than last year. Importantly, 69% of respondents lost interest in roles because the hiring process was simply too long. This clearly shows that process improvements can result in cost effective competitive advantages. For candidates, there is a common demand to work for those companies who offer career development, flexibility and interesting work. Money is not the driving factor it once was in the IT industry, which is rather complementary to the fact that some contract rates and remuneration packages have decreased or not moved with inflation. With this in mind, we see significant opportunities for employers in Victoria to improve the quality of their teams and culture, and for candidates to make the right choices regarding their career development. What is consistent is a need for both employers and employees to change and be agile to stay ahead of the market. 62

83 BRISBANE SUMMARY BRISBANE SALARY SURVEY The Queensland employment market can justifiably be characterised as uneven throughout the last 12 months. A number of factors have contributed to this landscape. On one hand, the State Government s plans to restore the AAA Credit Rating has had a direct repercussion on the dynamics of government departments staffing practices, which has led to a temporary oversupply of some generalist skills. This, in turn, has been fortuitous for employers in the commercial sector who were better able to set salary levels. Compounding this trend on the supply side of the generalist market position, the resources sector has seen its own challenges through the last year with hiring demand dropping considerably. Again, non-resources organisations operating in the manufacturing and transport sectors have seen people and skills freed up after a few years of intense labour supply pressures, with the corresponding effecting salary levels. Queensland s traditional shortage of niche, specialist skills remains constant, however. Technology professionals that are able to demonstrate industry or technical specialisation are still able to command above average rates in both the permanent and contract markets. With a Federal election on the horizon and the overall economic conditions showing signs of stabilising towards the end of 2013, we expect to see demand for generalist skills pick up. The timing of when this is likely to transpire is still a highly debatable subject. 105 CANBERRA SUMMARY CANBERRA SALARY SURVEY The dynamics of the employment market in the ACT over the last 12 months in the Technology sector revealed patchy conditions for both permanent and contract positions. The activity in the region was driven by a few specific projects contrasting a general wait and see attitude from employers. All of this is reflected in the movement of salaries and rates, especially when contrasted with the period. Interestingly, our research shows that in the context of reduced demand for talent, permanent salaries have maintained their levels of the previous year. Contractor numbers have also somewhat dwindled in view of Government Agencies striving to find the right balance of staff and skills to achieve the outcomes required against ICT budgets. Without being oblivious to the prevailing macro economic environment, Greythorn s project and client specific approach allows us to unearth placement opportunities, which assists hiring organisations in optimising their workforce. This is fully in line with Greythorn s strategy to maintain strong partnerships with clients and candidates to ensure value to them. Looking forward into the next financial year, and the period surrounding the Federal election process, we are anticipating demand for people to remain subdued, even though the recent Federal Budget did not highlight any major cuts in ICT in government. Again, through our relationships with the region s top CIO s and Technology Directors, we will be in a position to contribute to the resurgence of the employment in the ACT. Greythorn have also witnessed a slight reduction in hourly contracting rates, despite the overall available pool of candidates also diminishing due to candidates returning interstate, or taking permanent opportunities. This is consistent with a general job seeker attitude to migrate from higher risk work regimes, in lieu of more stable ones
