2 T R A I N I N G C O U R S E O N E N V I RO N M E N TA L I M PA C T S O F N O R M A N D L E G AC Y WA S T E S I T E S Purpose The purpose of the training courses is to support international organizations in need of strengthening their capacities necessary for the management of uranium mining and processing legacies including discussing approaches for organizing and conducting decommissioning and remediation work, hands-on training on laboratory and field methods, and assistance with the development and review of the safety case and safety assessment including safety assessment methodologies (specifically use of the IAEA NORMALYSA software tool). The training courses will utilize international best practices currently employed in ongoing European Commission and IAEA projects. Scope & Nature This 5-day training course will involve presentations, interactive exercises, hands-on training, and exchange of experiences in the use and application of IAEA standards and best practices on development and implementation of decommissioning and remediation strategies and plans for uranium mining and processing legacies, with emphasis on the development and evaluation of the role, documentation, and uses of the safety case and safety assessment, including the establishment of conditions of authorization and development of compliance assurance programmes.

3 Background TRAINING COURSE ON ENVIRONMENTAL IMPACTS Every country that uses nuclear technology involving radioactive materials, including mining and milling of radioactive ores, generates some quantities of radioactive waste. Especially in countries with uranium legacies from all types of mining, significant capacity is required to plan appropriate and safe decommissioning and remediation actions. The resulting waste from these actions needs to be managed appropriately and the safety of these management actions needs to be demonstrated as part of the licensing and planning process. There is continuous need to develop and maintain technological capabilities and human resources to ensure compliance with international safety standards for the planning and implementation of decommissioning and remediation operations. Ongoing projects funded by the IAEA and European Commission have identified needs for capacity building in countries possessing mining and processing legacies (from uranium and oil production and processing industries). These countries need assistance in development of planning strategies, techniques for field and laboratory characterization and analytical work, and use of IAEA software for development of appropriate safety arguments for the licensing process for the required decommissioning and remediation works. Facilia AB has many years of experience in these areas and is implementing projects in Ukraine (specifically the Pridneprovskiy Chemical Plant) and other Central Asian Republics where such strategies are currently being employed. Facilia has an office in Kiev, Ukraine, has access to laboratory facilities (Ukrainian Hydrological and Meteorological Institute), and works closely with the nuclear operator (Barrier) at the PChP site where hands-on decommissioning and remediation work are implemented. EXPERT BIOS Dr. Dmitri Bugai has a PhD in Physics and Mathematics from Kiev State University. He has 28 years of experience in evaluation of risks associated with radioactive releases to the environment from nuclear facilities, facilities for storage and disposal of radioactive waste, as well as evaluation of risks from contaminated land and legacy sites. Dr. Rodolfo Avila has a PhD in Radioecology at Uppsala University, Sweden. He is the founder and Director of Facilia and has 25 years of experience in the field of radiological environmental protection, radioecology, mathematical modeling and risk assessment.

4 TRAINING COURSE ON ENVIRONMENTAL IMPACTS Learning Assessment The expected outputs are from presentations, exercises, and hands-on training aiming to share the experiences and best practices utilized in developing and conducting decommissioning and remediation work at contaminated uranium mining and processing legacies. COURSE FOCUS Definition and overview of required safety documentation (e.g., IAEA safety standards on requirements for decommissioning, remediation, safety case and safety assessment, and environmental monitoring); Role, documentation, and components of decommissioning and remediation strategies and plans, safety case and safety assessment, and their evolution over the lifecycle of the facility/site/work; Hands-on use of laboratory and field equipment for the implementation of such strategies and plans; Methodologies and software useful for the development of the safety assessment including the IAEA NORMALYSA software tool; Basic framework within which licensing takes place, responsibilities of the parties involved, and necessary components and documents of the licensing process; and Conduct of the evaluation (technical, safety and managerial aspects) and establishment of conditions of authorization. AT THE END OF THE TRAINING COURSES, THE PARTICIPANTS WILL: Be adequately informed about IAEA safety standards that are related to decommissioning, remediation, and management of resulting radioactive waste; Understand the major decision steps associated with the licensing of decommissioning and remediation works at former uranium mining and processing legacies including development and approval of the associated safety case arguments; Contribute to continuously improving the safety of their national decommissioning and remediation programmes; Develop hands-on experience with laboratory and field methods; Be able to share and to communicate their knowledge about the safety case concept; Be able to utilize the IAEA NORMALYSA software tool to contribute significantly to the development of the safety assessment; Be able to consider the interdependencies amongst the different steps of the decommissioning and remediation planning process; and Acquire sufficient knowledge to be able to contribute to the development of appropriate strategies and plans (including safety arguments) for national decommissioning and remediation needs.

6 TRAINING COURSE ON ENVIRONMENTAL IMPACTS Participation & Qualifications The trainings are open for participation by operators and regulators from all countries throughout the world. Special preference is given to countries with immediate needs for decommissioning and remediation of contaminated mining and processing legacies. The participants should be specialists working for operational bodies, regulatory authorities, and technical support organizations who are involved in the organization and implementation processes for decommissioning and remediation works in their respective countries, as well as those involved in laboratory analyses, personnel monitoring, and safety assessment development. Due to the nature of the training workshop, the number of participants will be limited to 20. NOMINATION PROCEDURE Nominations for this activity should be submitted to Eric K. If requesting financial support through the IAEA, you will be directed to submit an official IAEA nomination form to the appropriate Project Management Officer and/or Technical Officer responsible for the project under which the participation will be funded.
