Background Information As a result of the feedback from the accident at the Fukushima Daiichi nuclear power plant (NPP) in March 2011, the Member States of the International Atomic Energy Agency (IAEA) are carrying out safety reviews of their nuclear installations, including re-examining the safety provisions of the installations against extreme external events. It is generally understood that the lessons learned from the Fukushima Daiichi accident are crucial for defining and implementing measures to prevent the occurrence of a similar accident at nuclear installations, including fuel cycle facilities (FCFs) other than reactors, despite the wide range of potential hazards associated with the different types of installation. Analysis of the early implications of the Fukushima Daiichi accident has shown that a number of the currently identified lessons learned also apply to nuclear installations other than NPPs. Accordingly, safety reassessments need to be performed for several types of FCFs on the basis of feedback from the accident. In performing such reassessments, some Member States have followed the scope and methodology of the stress test developed by member countries of the European Union for their NPPs. Within the framework of its programme for the safety enhancement of FCFs, the IAEA is organizing this Technical Meeting on the Implications of the Fukushima Daiichi Accident on the Safety of Fuel Cycle Facilities at its Headquarters in Vienna, Austria, from 1 to 5 July Objective of the Meeting The objective of this meeting is to provide operating organizations and regulatory bodies with a forum to discuss and exchange information on the implications of the Fukushima Daiichi nuclear accident on the safety of FCFs other than reactors, in particular the actions that have been taken (or that are planned) by Member States in response to the accident, including methodologies and results of safety reassessments. The meeting will also discuss longer term actions that need to be taken by Member States based on the experience acquired from the accident. 3. Target Participants The meeting is intended for individuals from regulatory bodies who are responsible for FCFs, as well as for staff members from FCF design and operating organizations, including managers and safety analysts, who are responsible for emergency planning. Participants should be familiar with the safety reassessments that have been performed, or that are in progress or being planned, at FCFs in their respective countries in the light of the experience acquired from the Fukushima Daiichi accident. 4. Working Language The working language of the meeting will be English. 2

3 5. Topics A. The meeting will include presentations by IAEA staff on the IAEA s response to the Fukushima Daiichi accident, in particular those actions undertaken that address the implications of the accident on the safety of FCFs. The participants will be asked to give presentations on the results of safety reassessments (completed, in progress or planned) of FCFs in their respective countries based on the experience gained from the Fukushima Daiichi accident, as well as on the status of actions required as a result of the reassessments. The following topics will be addressed: IAEA activities addressing the implications of the Fukushima Daiichi accident on the safety of FCFs; Methodologies of safety reassessment for different types of FCFs 1 ; Safety reassessment of the acceptability of sites from a safety point of view and design provisions for protection against external hazards; Reassessment of the design basis accidents and safety margins considered in the safety demonstration of FCFs; Review of the engineered safety features provided for ensuring the basic safety functions; Emergency planning and preparedness, including emergency equipment, and incident and emergency communication; and Regulatory body effectiveness during accidents, particularly off-site radiological emergencies. B. The working group discussions and reporting will focus on ways to enhance the safety of FCFs in the light of feedback from the Fukushima Daiichi accident, including the identification of challenges and issues of common concern as well as the actions to be taken by Member States to address these issues. 6. Visas Nominated participants who require a visa to enter Austria should submit the necessary application to the nearest diplomatic or consular representative of Austria as soon as possible. 7. Application Procedure Nominations should be submitted on the attached Participation Form. Completed forms should be endorsed by and returned through the established official channels. They must be received by the IAEA not later than 30 April Nominations received after that date or applications sent directly by individuals or by private institutions cannot be considered.
