1 SPORT AND PHYSICAL ACTIVITY MANAGEMENT GROUP DATE OF MEETING: 3 March 2015 MINUTES PREPARED BY: Present:, Trevor Low, Jane Brown, Michelle Welland Caroline Dennies, Michael Burgess, Dave Harris, Harneck Kandola, Steve Hill, Sandra Pugh, Rick Wells-Cole, Steve Lambert Apologies: Mitch Edwards, Sonia Hook, Dan Hewins Maurice Allen, Also Invited: Victoria Ball Chris Gowans, Nick Pinnock, Sally Davis, Dave Stock, Ben Hoyle, Mathew Crawshaw, Gary Downs, David Springett Item Details Action by: 1 Welcome, Introductions & Apologise Introductions and apologise were made as above. J.B chaired the meeting and thanked everyone for their attendance and the apologise were noted. 2 Minutes of the previous meeting Accuracy The minutes from the previous meeting 2 December were deemed accurate Matters arising Early discussions have been had to shape a local Basketball Plan involving both Young Heroes and Leicester Riders. The focus is to create a primary school offer through some fun and friendly inter school competition The Community Wellness Officers are in the process of transferring back under public health which will make data more readily available. W.A expressed the importance of understanding the impact the new ward boundaries will have on data. Allexton and New Parks FC are working closely with the County FA disability Officer to support the development of more inclusive football in the club. W.A explained that the intention of the Leicester and District FAs proposal is to build on the success of the Primary Schools Football to include inclusive opportunities starting with a pilot girl s primary school league in June. The piece of work auditing clubs to understand the geographical spread of members is still outstanding. This is a piece of work that clubs agreed to do and would be useful to support the next annual review. were asked to look at geographical spread of members plus a demonstration of membership growth over the last 3 years.
2 R.W.C explained that the Local Authority Parks department had given licence for a small extension to the current cycle trails on Western Park. The intention was to try and link the trials to the cycling work that is happening at New College Leicester. However there seems to be less appetite from the Local Authority to do that. W.A explained that the College given the ward boundary changes are happy to continue and support the Western Park Freeriders. R.W.C explained that on 4 July there is a huge JAM session planned for the Western Park trails and they are expecting between cyclist young and hold on the day. 2 Partners Update Report attached PE Department In the absence of Sonia Hook the update was delivered by W.A. Particular reference was made to the staff changes in the department with 2 new male members of staff due to start soon. J.B told the group that one of the new responsibilities will be to create a coaching academy and data base that New College would endorse in the education sector. are asked to give it some thought as a mechanism of getting their coaches in to the schools. W.A will work on this once the new member of staff as started. Health and Wellbeing M.W delivered the update and demonstrated the imminent changes to the Community Wellness Team. A key initiative that is being proposed for June is a Fun Run where local community organisations can raise funding through sponsorship for their own organisations. W.A is to explore this concept and the possibility of doing something similar on the New College estate. Football S.L attended the meeting in the absence of Maurice Allen and delivered the clubs update. It has been another positive season for Allexton and New Parks FC and the club is expected to grow again next year. One of the difficulties has been with developing girl s football. J.B suggested that both the college and the club need to work closer together as the college have thriving year 7 girls team. W.A also explained with the proposed improvements for girl s football in primary schools there are lots of opportunities to get more girls in to the club. W.A to make the necessary introductions Basketball D,H thank the college for the free use of the sports hall on a Saturday morning which is now attracting good numbers. The club have had difficulty scheduling fixtures due to the fact that Leicester Riders Women and Girls are now based at New College. W.A explained that this position should be eased in the future when the Riders move to their new venue. The college would also like to plan longer term with Young Heroes as they appreciate that they are the longer term Basketball partner of the college. Gymnastics T.L explained that after the huge interest in disability gymnastics the interest as dwindled and he is struggling to engage the special schools. S.P suggested that Inspire 2 are a vehicle to promote any disability gymnastics offer. S.P and T.L to discuss how the disability offer can be promoted more effectively Trevor Low Sandra Pugh
3 Cycling S.H told the group that while the Leicester Forest Rockets sessions were still relatively well attended they were having some issues with lack of coaches. W.A expressed that if any of the clubs wanted to offer New College s facilities for free to their respective National Governing Bodies to run coach education then the college would support that in return for free access to the courses for club members. Boxing M.B explained that with Rob Stretton moving on that Waterfront Boxing Academy are now running the after school boxing provision at the school on Tuesdays and Thursdays. The intention is to grow this over time to create a fully constituted New Parks club that would continue and be supported by Waterfront. J.B personally thanked M.B for his and the clubs support as this is an example of practice she is keen to duplicate with the other sports and clubs. The colleges after school sports provision particularly for boys has been struggling and the J.B is keen to see the clubs support this if they have the capacity. School Sports Partnership D.H had passed on his apologise and no update was available. Facilities W.A explained that there are lots of changes happening in terms of facilities and the logistical impact of that is proving challenging to manage and he thanked the clubs for their patience. All community entry to the college remains as is until the community receptionist was in place. Day time entry is through the new main entrance. The other challenge for the college as asset owners of the facilities is the long term financial sustainability of the football facility. The management of the facility lies with the Local Authority through a lease and the college are needing some reassurance as to the financial status and long term future of the facility Harnek Kandola Workforce Development S.D was not present Inclusion West Gate BSF programme is almost complete apart form a landscaping. The facilities will be made available to the community after the Easter break and clubs are welcome to view them prior to that. W.A thanked partners for very thorough updates 4 Annual Review Year 2 Hard copies of the annual review are available and if clubs need any copies they are asked to let W.A know. 4 5 Community link Magazine The Community Link Magazine is also now available and W.A thanked all the partners for helping create a very informative document. It can also be downloaded from the following link Link-Magazine-2015.pdf The college would welcome partners displaying it on their website J.B made a plea to all partners to provide the college with anything that they want / need promoting. The college have a number of mechanisms from spare notice boards in the college through to the production of regular newsletters and the use of social media. All material to be forwarded to W.A 6 Cycle Track W.A with some key partners has been progressing the proposed cycle track. New architects have been engaged and weekly meetings are taking place to create some initial drawings. W.A is to resubmit the bid to British Cycling for funding with a view to potentially starting work in August The architects will be running some consultation events with the public and this group will be kept informed as and when they are. 7 Open Weekend Deferred to the next meeting due to running out of time and the need to discuss Estate Management concerns. 8 Estate Management The growing community use of the college is bringing with it a number of operational issues that thought needs to be given to. Public order is something that is starting to raise the question as to where the responsibility lies for members of the public when they are on the college estate. The college would like to think this is a dual responsibility as the clubs membership base expands. Not for this meeting but perhaps a separate meeting these operational issues need to be addressed. Living in the culture that we do in terms of no win no fee, public spaces are often seen as easy targets. Chris Gowans to consider how we can collectively work together to keep on top of this and protect the college and all the partners Chris Gowans J.B also explained that if clubs are having difficulties with any of their members she as the right through an education bill to ban people from the site. J.B expressed that where clubs and partners have big events at the college then it would be worth notifying the local PCSO S.L praised the new signage scheme and asked the question how is policing the threat of fines for continuing to park on the emergency vehicle access road. W.A explained that we are not but legally we don t have to we can just promote the fact. J.B suggested that the college would look into one of the commercial clamping companies to enforce the threat if clubs think it would be of value. Chris Gowans
5 9 Primary School Work The affiliation to New Colleges Primary PE and School Sport offer is still very well received and even schools from within the county are now hiring in the support. Mitch Edwards had sent his apologise so a more thorough update will be provided at the next meeting. Primary school still remain a target for many offers and affiliations and it is great to know that they truly value what we are coordinating through this partnership. Mitch Edwards 10 Any Other Business W.A informed the group that on Sunday 15 March there would be a live TV broadcast from the College. The Big Question is being filmed from here and between 10am 11am the college would appreciate support from partners in managing the public during that hour in particular. The TV crew will be on site Saturday 14 March 12 noon 6pm setting up and then back on site early Sunday at 6am. They should be off site by 1pm.
