1 1 Association of University Programs in Health Administration About AUPHA AUPHA is a global network of colleges, universities, faculty, individuals and organizations dedicated to the improvement of health care delivery through excellence in Health Administration Education. Our membership includes the premier Baccalaureate and Masters degree programs in Health Administration Education in the United States and Canada. Our faculty and individual members represent more than 230 colleges, universities, and health care organizations. 1 Mission of AUPHA Statement of AUPHA Mission: Promote graduate and undergraduate curriculum reforms and faculty development, which respond to the changing needs of the health services delivery system, so as to improve the health of communities; Promote the application of research findings to the educational setting and to the field of practice; Be a leader in transferring new pedagogical techniques and technology to health management education; Provide student support, including scholarships, fellowships and other support which strengthen a diverse workforce; Provide faculty with career enhancement activities and the skills required for effective teaching and continuing education efforts. Wiggins, PhD, Idaho State University, Department of Health Care Administration AUPHA Faculty Forums AUPHA s Faculty Forums address the ongoing need to collaborate among the faculty to develop new course content and teaching methods. There is a recognition that new subjects need to be taught, but individual faculty members can not address these issues alone and develop comprehensive curricula. AUPHA s Faculty Forums and Interest Groups are central to our mission. They bring together faculty from diverse programs with common interests. They facilitate research and curriculum development, and continuously seek new areas of focus for the Association. AUPHA supports the work of these forums by coordinating their curriculum development activities, providing opportunities for their members to meet, and seeking funding for and supporting the Forums programs. Publications through the Health Administration Press Publication of possible interest through the Health Administration Press which partners with AUPHA in publishing textbooks for health administration courses. It includes various forms and practical tips for your students whether they are practitioners continuing their education, nurses, or undergraduates to implement these practices at their organization. 2. Civic Engagement Project Development of a Monograph on Civic Engagement in Health Administration
4 The American Association for Higher Education, in conjunction with national Campus Compact, has published a series of monographs on service learning or civic engagement in the disciplines (22 to date; at least 4 more in development). The monographs address disciplines ranging from psychology to public administration to management; the only health disciplines included to date are medicine and nursing. AUPHA has worked with Sherril Gelmon of Portland State University and Mary Stefl of Trinity University to develop a monograph specific to health administration education. Drs. Gelmon and Stefl have just completed work on a national Campus Compact "Engaged Disciplines Grant" (funded by The Pew Charitable Trusts) through AUPHA, investigating the presence of civic engagement and community-based learning in health administration education. This work was originally funded by Campus Compact and Pew. These organizations have sought to leverage their investment by encouraging prior grant recipients to further the work by engaging new partners in the effort. Drs. Gelmon and Stefl served as editors of the monograph and have solicited manuscripts from faculty in the field (many of whom have been identified through sessions at the 2003 and 2003 AUPHA Annual Meeting). This monograph will serve to raise awareness of the extent to which undergraduate and graduate health administration programs create learning opportunities which highlight community health problems, particularly in underserved rural and urban communities, develop civic leadership skills, and strengthen the competencies of health administration graduates to improve community health and provide community leadership. The monograph would also raise the profile of AUPHA and health administration education in the higher education, through the promotional efforts of AAHE and Campus Compact. The monograph will clearly indicate the sponsorship of HRSA and other contributing organizations. Much work on this initiative took place in However, finalization and publication of the monograph is slated for early CY HRSA Cooperative Agreement Background The purpose of the Cooperative Agreement is as follows: The major changes in the healthcare field in the 1990 s set the stage for what lies ahead in the 21st Century. The driving focus of economics, demographics, technology and public health challenges all combine to form an exciting, challenging and dynamic field. The number of indigent persons, uninsured and underinsured people, has continued to rise during the 1990 s even in the face of the most prosperous economic time in the history of our country. This factor, coupled with pressures of costs and quality of healthcare services, place major performance demands upon healthcare leaders in the future. The needs of American society in this connection are well documented in two white papers and a report on quality assurance in healthcare administration programs. The HRSA and the AUPHA are particularly well suited to combine the considerable resources and leadership of each to achieve a level of synergy and outcome which otherwise would not be possible. The scope and capability of HRSA are already well known and well documented. 4
5 5 AUPHA is the repository of intellectual and academic expertise in health administration education in the United States. AUPHA is also the point where standards of quality in education are established, measured and evaluated. The challenges for healthcare leadership in the future are indeed daunting. The joint resources of HRSA and AUPHA are able to meet and exceed these challenges. FY2004 Workplan: In the coming year AUPHA proposes to continue and conclude the work that was initiated in the previous year. Therefore, our objectives for this year are the same as they were last year: Enhancing the capabilities of health administration programs to train culturally competent health care executives; Development of a Monograph on Civic Engagement in Health Administration; and Developing an understanding of the needs of Community Health Center administrators for enhanced training in health care management. Building off of the success of the 2003 AUPHA Annual Meeting, and the significant representation of students and faculty representing underserved communities, AUPHA proposes to provide scholarships to the 2004 AUPHA Annual Meeting. The setting of the 2004 meeting is San Diego, California, so our expectation is to have significant representation from the Hispanic community. Work on the monograph will continue and come to conclusion in this year, with publication slated for the 1st quarter of CY2004. Finally, the bulk of AUPHA s efforts will be around the Community Health Center Project.
