1 CHAPTER 4 EXISTING STORMWATER MANAGEMENT SYSTEM INTRODUCTION The analysis of stormwater management system performance requires knowledge of the system components. This chapter presents a description of the existing stormwater management facilities within the UGA. Most of the stormwater runoff in the UGA infiltrates before reaching a conveyance system. The storm drainage collection and conveyance system consists of typical components such as catch basins, pipes, open ditches, and, in the Port Hadlock Core, concrete curbs and gutters. The stormwater management system also includes facilities to treat and infiltrate stormwater runoff. Treatment systems include biofiltration swales, filter strips, and an oil/water separator vault. Infiltration facilities include drywells, ponds, trenches, and chambers, EXISTING STORMWATER DRAINAGE INVENTORY The evaluation of the UGA s stormwater management facilities begins with the establishment of an inventory of the existing system s components. Jefferson County Public Works Department developed an inventory of public and private stormwater management facilities. The inventory was compiled from County Road project plans, the County Road Information System (CRIS), County development review records, field inspections, and aerial surveying. The inventory includes detailed information for the Port Hadlock Core storm sewer system and the Irondale Road drainage from SR19 to 4 th Avenue. This information includes pipe diameter, length, slope, and inverts, elevations of catch basins, and, for Irondale Road, the location and design of treatment swales and infiltration trenches. A summary of facilities is included in Tables 4-1 and 4-2. The existing impervious surfaces and stormwater management facilities are depicted on Figure 4-2. 9 Information from the system inventory was used to numerically model the flow of stormwater through the drainage system. From the information generated by the hydraulic model, conveyance systems can be planned to accommodate storm runoff for any specific design storm. The model can also identify current system deficiencies from which a capital improvement plan can be developed. The improvements can be installed as part of the Stormwater Management Plan or as part of developer improvements. The model results indicate the proper size of the storm pipe to be installed to allow for conveyance of stormwater runoff. For example, the model may indicate that a system component such as a pipe may be satisfactory for the conveyance of runoff from a 2-year storm event, but may not be able to convey runoff from a 10-year storm event. At such time that the County has funding available, or as part of mitigation for a new development, a design can then be completed based upon the model results and the improvement constructed. The map of existing impervious surfaces and stormwater management facilities in Figure 4-2 was used to develop the modeling conducted for this Plan. It will provide a tool for developing a program to track facilities maintenance, repair, and replacement. It will also be the basis for maintaining an inventory of impervious surface and stormwater management facilities that are developed in the future. BASIN DESCRIPTIONS Most of the Irondale & Port Hadlock UGA is on flat to moderate slopes draining generally north and east. Infiltration in the area is typically good, but varies due to the groundwater table and soils. No catastrophic floods have occurred in recent history. For the purpose of isolating and identifying potential deficiencies within the conveyance system, the Irondale & Port Hadlock UGA was divided into 43 separate drainage basins as shown in Figure 4-1. There are two outfalls to Port Townsend Bay in the UGA. They convey runoff collected by the Port Hadlock Core storm sewer system and road drainage from Moore Street in Irondale.
