The violent acts of the Islamic State, for example, may sound more like plotlines from a novel than incidents taking place around the world. But are these events really irrelevant to us? With the Syrian situation continuing to worsen, refugees are fleeing into Europe. Adding to the confusion and concern are a number of devastating terrorist attacks taking place at the same time in different countries. These events are manifesting conflicts relating to economic development, national security, humanism and many other interests, all of which have profound implications for the global economy, and even local economic development. 2

Yet questions such as what the integral components of competitiveness are, how it relates to imported labour, and so forth, are seldom openly addressed. In 2013, when the government of Singapore launched its population white paper advocating a relaxed population policy, similar issues were debated heatedly. According to some scholars, importing foreign labour on a massive scale and lower production costs may not necessarily enhance competitiveness. They argue that productivity is the core of competitiveness. Rondo Cameron and Larry Neal wrote in A Concise Economic History of the World: From Paleolithic times to the Present that there are four factors in economic development, namely population, resources, social institutions and technology. In today s knowledge-based economy, the latter two are particularly important because they are the keys to higher-income and brand building, like the Swiss model. Therefore, detailed analysis is necessary to determine whether a low-cost, imported workforce is practical. Are refugees a positive driver of the economy? A number of analyses state that the influx of Syrian refugees can have a positive impact on the European economy. For example, Patrick Artus, an analyst for Natixis, wrote in a recent report that welcoming refugees offers Europe the chance not only to honour its position as a democratic Union that is wealthy and respectful of tradition, but also expand its growth prospects. Holger Schmieding, an economist at the German investment bank Berenberg, offers concrete figures on economic growth to quantify the potential economic contribution of the refugees. He calculates that the arrival of the refugees will boost the eurozone s economic output by 0.2% in the second half of 2015, offering hope for the stagnating European economy. Macroscopically, this point of view has many supporters. Historian Nancy Green, researcher at the School for Advanced Studies in the Social Sciences in Paris, for example, compares the current situation with historical ones. She argues that migrants have played an important role in economic expansion and in periods of decline. Apart from production costs and quantitative perspective, some commentaries have introduced the perspective of quality as the entry point of the discussion. For example, according to data published by the World Bank, the 2010 school-admission rate in Syria was the highest in the Middle East. Therefore, the quality of the Syrian refugee population should be higher than expected, which have greater potential to contribute to the economy. This is particularly important for Europe, with its low birth rate and aging population. Furthermore, the abilities of the refugees to make their way to Europe indicates certain level of financial wherewithal, connections and survival skills. When put to work in driving the economy, this is a competitive edge that is hard to come by. Compass 3 Winter 2015

Swedish pop music tycoon Bert Karlsson, who once founded an anti-immigration political party, running the company of Jokarjo, is the leading supplier of refugee housing at the moment. His company has provided temporary homes to approximately 5,000 refugees in 30 sites. Karlsson expects his income from settling refugees to double this year. Last year, a report published by the Organisation for Economic Co-operation and Development (OECD) pointed out that the costs of taking in refugees are in fact far from high; they represent less than 0.5% of total economic output. Looking only at the numbers, accepting refugees does not necessarily create a burden for a country; instead, it may stimulate local economies, and even revive Europe as a whole. How do social issues arising from the refugee influx affect the economy? In the real world, the final outcome is not usually determined by numbers alone. The preceding viewpoints do just that, extrapolating the potential economic contribution of refugees mainly from numbers. The arguments, however, overlook the possible negative effects of accepting large numbers of refugees under certain conditions. A column entitled Germany risks wasting the benefits offered by refugees published in The Financial Times did a good job raising these issues. The article discusses the matter, using Germany as an example. The writer argues that before the controversial refugee influx, the German minimum wage was already too high. Thus, taking in refugees as a new source of manpower would give rise to a number of feasibility issues. Would this push down the wages of German workers? If so, would German society and politicians allow the situation to persist? Cancelling the minimum wage is unlikely, because this would not be consistent with Merkel s and her party s politicial position. If the minimum wage is maintained, then the government must subsidise employers who are willing to pay the minimum wage to the new refugees. However, this would crowd out unsubsidised non-refugee minimum wage workers, which would cause a political backlash. Another possibility for the government would be to absorb the refugees by launching large-scale infrastructure projects. But this is not going to happen for Merkel s government, because ideologically, they agree with austerity much more than the Keynesian economics of driving economic development through government spending. Therefore, when Germany actually starts taking in refugees, it will find out how this action contradicts the country s current policies. The outbreak of euro crisis broke out a few years ago was related to the difference in economic strength among EU nations and the gaps between EU countries in unit labour costs. Now that most of the refugees are making their way to Germany, there is already downward pressure on the country s wages, an influence that will soon spread to other eurozone countries, which may find it even more difficult to restore their competitiveness. Certain Central European countries are even complaining that Germany is selecting high-quality refugees and categorising them as migrants, leaving only the unskilled ones for them to take in. This would further worsen the wealth disparity within the EU, and could even cast a shadow over Europe s continued integration. Although a number of the previously mentioned economic perspectives have measured the economic benefits of taking in refugees, they were made based on the presumption that an aging population will drag the economy down. This, however, is a controversial assumption, which was refuted by Austrian demographer Wolfgang Lutz in a lecture in Singapore a few years ago. Lutz pointed out that the aging population of Singapore is not going to be an economic burden for the country in the future because this future group of senior citizens are better educated than that of previous generations. This brings us back to the topic of productivity being a core element of competitiveness. Technology and social institutions that encourage technological innovation are the keys to sustained economic growth, as discussed earlier. Details of Lutz s argument can be read in his Harvard Business Review article The truth about aging populations. He uses Germany as an example, pointing out that while the country is the world s oldest, it is still economically robust. In other words, even if the country had no refugees or migrants, it would not necessarily go on a downward path. Additional concerns of terrorists posing as refugees and potential assimilation problems may result in considerable conflict with the local culture, which would require substantial national resources to cope with, potential costs that analysts do not include in their number crunching. In other words, the pros and cons of Europe s taking in vast numbers of refugees must be considered in the context of the continent s unique geopolitical and economic situation. Adopting the same approach in Hong Kong requires, as a first step, an analysis of Hong Kong s unique circumstances. Such an analysis should begin with Hong Kong s economic development issues by asking important questions: What are the constraints to Hong Kong s economic development and competitiveness? Is the labour force really the core cause? For example, many people argue that Hong Kong is already lagging behind Singapore, but a look at the import and export figures of the two cities shows that the difference in their competitiveness is due in no small part to their economic positioning. Singapore s trade destinations are much more evenly distributed, making it possible for the country to play the role of a truly global port. This competitive edge is presently non-existent in Hong Kong. The local cultural and creative industries provide another example. They represent 5.1% of Hong Kong s GDP at present, which is more or less the same as our tourism sector.
